Reviews estimates and proposals prepared by contractor or government resources and participate in negotiations with contractors.* Lead multidisciplinary team(s) through the project life cycle. Sets team direction, coordinates activities across different organizational functions, and assigns roles and responsibilities for the project.* Assist the Contracting Officer in preparing statements of work, determinations and findings and solicitation documents. Oversee detailed analysis of all elements in cost proposals and recommend competitive range determinations to the contracting officer.* Reviews complex architectural problems and provides recommendations to GSA management.
