Job Description The Organization North Los Angeles County Regional Center (“NLACRC”) is a private, non-profit agency that is contracted with the State of California, Department of Developmental Services, to provide services to individuals with intellectual and developmental disabilities. NLACRC is one of the largest regional centers in California and has proudly served the San Fernando Valley, Santa Clarita Valley, and Antelope Valley since 1974. We serve individuals across the lifespan from infants and toddlers, school age children, transition-age youth, to adults and aging adults. Supervision Receives general supervision from the Director of Privacy and Compliance. The Position and Job Summary: This position will perform highly responsible, complex, and varied administrative and analytical work in the development, implementation, and administration of a wide range of programs aimed at ensuring the regional center’s compliance with their California Public Records Act (“CPRA”) obligations under the Disability, Equity, Transparency, and Accountability Act of 2024 (Assembly Bill 1147). This role will be responsible for overseeing, coordinating, analyzing, processing, evaluating, and responding to public requests for NLACRC. This position will also be responsible for developing, implementing, and updating policies and procedures related to records management. The position will frequently deal with complex, confidential, and sensitive information and must be able to do so with tact and discretion. Essential Duties and Responsibilities • Manages public records requests effectively by using computer systems and software applications to improve and continuously monitor the effectiveness of assigned programs; identify opportunities for improvement., • Acts as the main point of contact for public records requests received by the center., • Ensures compliance with federal, state, local, and funding agency requirements., • Tracks and responds to all public records requests in compliance with the CPRA, and any other legal requirements or departmental policies., • Partner with administrative and IT staff to access records in electronic file formats., • Coordinate with various departments to gather and compile records responsive to requests., • Redact records and prepare appropriate redaction and exemption logs., • Manager voluminous requests with professionalism and timeliness., • Communicate effectively with requesters and collaborate with the privacy and compliance department, consulting attorneys, and other necessary parties to coordinate timely and appropriate responses., • Train other staff in the PRA and records management best practices, as needed., • Performs other duties as assigned. Education & Experience: • A Bachelor’s degree with major coursework in business or public administration, political science, or a related field, and;, • Five (5) years of progressively responsible administrative or analytical experience in public agency or non-profit organization, including experience in records management, legal compliance, or public transparency programs., • Experience responding to public records requests in accordance with PRA or similar legislation is highly preferred., • Familiarity with public sector operations, government transparency regulations, and applicable codes (e.g., PRA, Conflict of Interest Code)., • Experience working with legal counsel or compliance departments is a plus. Essential Requirements This position requires the use of a personal vehicle while conducting business and must possess a valid (Class C) California driver’s license. Travel to Santa Clarita and Antelope Valleys will be required. Preferred Qualifications • Records Manager Certification is highly desired., • Bilingual preferred. Skills & Abilities Knowledge of: • Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned areas of responsibility including, but not limited to the Conflict-of-Interest Code and the CPRA., • Familiarity with organization and operational practices in public agencies or nonprofit organizations., • Skilled in conducting research, synthesizing information, and preparing clear and concise reports and presentations., • Ability to collaborate across departments and foster a cooperative, team-oriented environment., • Principles, practices, and procedures related to public agency record keeping., • Understanding of confidentiality protocols and ethical standards in handling sensitive data. Skills: • Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments., • Prepare, organize, and present reports, articles, and related informational material., • Use tact, initiative, prudence, and independent judgment within general policy, procedural and legal guidelines., • Strong oral and written communication skills., • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax., • Interact positively with staff at all levels and demonstrate a willingness to take extra steps to promote quality service., • Reason logically and creatively and utilize a variety of analytical techniques., • Effective trainer and collaborator; able to support others in understanding PRA requirements and best practices. Compensation This position is a non – exempt, hourly position. Base Pay Rate / Salary Range Information The actual amount offered within the posted salary/pay rate range will depend on a variety of factors, including degree obtained/education, experience, skills and abilities, and other relevant job-related factors. The lower end of salary range applies to candidates who meet minimum qualifications or have limited years of relevant experience; the higher end of range will apply to seasoned candidates with considerable years of direct relevant experience.
