Job Description Position Summary Practice of Peace Foundation (“POP” or “the Organization”) is a New York City-based nonprofit corporation operating shelter sites and a community resource room across the Bronx and Queens in service of individuals and families experiencing homelessness. The Organization integrates transitional housing with mental health services, delivered in accordance with the principles of the Health Realization Approach. The Site Director has overall responsibility for all aspects of the Freeman Residence Shelter and provides day-to-day leadership, administrative oversight, and operational and fiscal management of the site. Reporting to the Regional Site Director, the Site Director ensures the program operates in accordance with POP’s mission and policies, the requirements of the New York City Department of Homeless Services (DHS) and other funders, and all applicable federal, New York State, and New York City laws and regulations. The Site Director provides direct supervision to site-based program and operations leadership, monitors program performance and quality, and serves as the senior on-site authority for the facility. This position operates within a regulatory environment governed by DHS Case Management Guidelines, 18 NYCRR Part 491 (single-adult shelters) and/or 18 NYCRR Part 900 (family shelters) as applicable, the New York City Health Code, and applicable building and fire codes. Essential Duties & Responsibilities The following duties are essential functions of the position within the meaning of the Americans with Disabilities Act (ADA) and the New York State and New York City Human Rights Laws. Program & Operational Leadership • Provide overall leadership and day-to-day management of the shelter, including program, social services, and operations functions, directly or through subordinate supervisors., • Provide direct supervision to and conduct weekly team meetings with the Licensed Clinical Social Worker Supervisor, Director of Social Services, Facility Manager, and operations personnel., • Conduct monthly multidisciplinary staff meetings consisting of social services, security, and operations staff., • Enforce program operations and building protocols, and ensure a safe, clean, and dignified living environment at all times., • Serve as the on-call authority for the site twenty-four (24) hours a day, seven (7) days a week in case of emergencies. Regulatory Compliance & Quality Assurance • Ensure the shelter operates in compliance with DHS contract requirements, 18 NYCRR Part 491 and/or Part 900, HIPAA, 42 CFR Part 2, applicable building and fire codes, and all other applicable laws and regulations., • Oversee site readiness for DHS site visits, audits, inspections, Quality Assurance reviews, and Local Law inspections, and lead the development and timely closure of corrective action plans., • Monitor case management quality, documentation in the DHS Client Assistance and Rehousing Enterprise System (CARES), Independent Living Plan (ILP) completion, and housing placement performance against contractual targets., • Ensure incident reports are completed properly and submitted on time to DHS and internal departments, including documentation in NIMRS where applicable, and oversee incident review and follow-up. Fiscal & Administrative • Monitor the site budget, occupancy, staffing ratios, and expenditures in coordination with Finance and the Regional Site Director, and identify and address variances., • Oversee site-level data collection and timely submission of programmatic and contractual reports, including census and housing placement reports to DHS., • Partner with Human Resources on recruitment, onboarding, performance management, and employee relations., • Maintain confidentiality of all client, personnel, and proprietary information., • Perform other duties as assigned by the Regional Site Director. Minimum Qualifications Candidates must satisfy the qualifications set forth below. POP reserves the right to determine, in its sole discretion, whether a candidate’s education, credentials, and experience satisfy the requirements of this position. Education • Bachelor’s degree required in Social Work, Public Administration, Human Services, Business Administration, or a related field., • Master’s degree preferred (e.g., MSW, MPA, or equivalent). Experience • Minimum of five (5) years of progressively responsible management experience, including supervision of supervisors and multidisciplinary teams (or a Master’s degree with three to four (3– 4) years of such experience)., • Experience in shelter operations, homeless services, or social services required; DHS-funded shelter experience strongly preferred., • Familiarity with DHS contract requirements, CARES, CityFHEPS, NYCHA, Section 8, and SOTA strongly preferred. Knowledge, Skills & Abilities • Working knowledge of 18 NYCRR Part 491 and Part 900, DHS Case Management Guidelines, HIPAA, and applicable building and fire safety laws., • Demonstrated ability to lead audits, inspections, and Quality Assurance reviews and to implement corrective action plans., • Strong leadership, supervisory, fiscal, and crisis-management skills., • Proficiency with Microsoft Office and electronic case management and reporting systems., • Maturity, integrity, sound judgment, and discretion. Work Environment & Physical Demands This is an on-site position at the Freeman Residence Shelter, 999 Freeman Avenue, Bronx, NY 10459. Although this position is exempt and not assigned to a fixed shift, POP shelter sites operate twenty-four (24) hours per day, seven (7) days per week, and the position requires availability outside standard business hours, including evenings, weekends, and holidays, to respond to operational matters, emergencies, and critical incidents. On-call availability is required. The assigned work location, schedule, reporting relationships, and specific duties are subject to change in the sole discretion of the Organization in response to programmatic, funder, and operational needs, with or without prior notice. The physical demands described below are representative of those that must be met to successfully perform the essential functions of this position. Reasonable accommodations will be considered in accordance with the Americans with Disabilities Act and applicable state and local laws. • Ability to sit and use a computer workstation for extended periods (up to six (6) hours per shift)., • Ability to traverse the shelter facility, including climbing stairs to access multiple floors., • Ability to occasionally lift, carry, push, or pull up to twenty-five (25) pounds (e.g., supplies, donations, files)., • Ability to respond physically to crises, including standing, walking, or moving rapidly through the facility as required., • Ability to communicate clearly in person, by telephone, and in writing in English., • Reasonable likelihood of exposure to a shelter environment serving individuals with complex behavioral health, substance use, and medical conditions, which may include occasional exposure to verbal conflict, emotional distress, or communicable illness. Use of universal precautions and personal protective equipment is required as appropriate. Conditions of Employment Employment in this position is contingent upon, and continued employment requires ongoing compliance with, the following: • Pre-Employment Screening. Successful completion of a criminal background check, fingerprinting (in accordance with applicable DHS and New York State requirements), reference checks, and any other screening required by law or by POP’s funders., • Successful Passing of Interview with DHS: The DHS office must interview and screen this position in addition to the Practice of Peace Foundation. Upon successful clearance from the DHS office, we can proceed with your employment., • Child Welfare Clearance. For positions involving direct contact with children or with families with children, clearance through the New York Statewide Central Register of Child Abuse and Maltreatment (SCR), pursuant to Section 424-a of the New York State Social Services Law., • Work Authorization. Verification of identity and employment eligibility in accordance with the Immigration Reform and Control Act and the federal E-Verify program., • Mandated Reporting. Pursuant to New York State Social Services Law §§ 413 and 473, the Site Director is a Mandated Reporter and shall report suspected child abuse or maltreatment to the Statewide Central Register, and suspected abuse, neglect, or financial exploitation of vulnerable adults to Adult Protective Services (APS), in accordance with applicable law and POP policy., • Confidentiality. Strict maintenance of the confidentiality of all client, personnel, and proprietary information in accordance with HIPAA, 42 CFR Part 2, New York Mental Hygiene Law, DHS confidentiality requirements, and POP’s Confidentiality Policy., • Policy Compliance. Compliance with all POP policies and procedures, including without limitation the Conflict of Interest Policy, Code of Conduct, Anti-Harassment Policy, and all applicable federal, New York State, and New York City laws and regulations., • Training. Timely completion of all DHS-mandated trainings (via the Absorb Learning Management System or successor system) and all POP-mandated trainings, including training in the Health Realization Approach., • Credentials. Maintenance in good standing of any credential or license required for the position (any required management credential, if applicable), and prompt notification to POP of any change in credential or licensure status. A failure to satisfy or maintain any of the foregoing conditions, or any material misrepresentation in connection with the application or employment process, may result in disciplinary action up to and including immediate termination of employment, subject to applicable law. Compensation & Benefits In accordance with New York State Labor Law § 194-b (Pay Transparency Law), the annual salary range for this position is $75,000 – $85,000. Actual compensation will be determined based on the candidate’s qualifications, experience, internal equity, and applicable program funding.
