These factors include (but are not limited to) the position, associated responsibilities, work experience, education, related training, and related skills. /p pPosition Location: Rota, Spain /p pTelework/Work-from-Home Authorized: No /p h3About the Role /h3 pIn the technical functional task area, SEA 21 requires contractor support in the areas of hull, mechanical, and electrical (HME), combat systems, and aviation and data, cyber, and information systems. SEA 21 needs HME, combat systems, and aviation support for the program offices to plan modernization, analyze system performance across ships, and plan sustainment of systems. SEA 21 needs HME, combat systems, and aviation support at the waterfront to execute program modernization and work closely with fleet and the shore establishment to assess maintenance and sustainment of equipment at the individual ship level. SEA 21 needs data, cyber, and information systems support to design and assess the performance of systems and equipment during design and development, test events, trials, and normal operation. Technical efforts include analyzing reliability, maintainability, and availability data, developing and performing test and evaluation plans, and developing and implementing science and technology and SBIR efforts. In support of this functional task area, the contractor must: /p h3Responsibilities /h3 ul liAnalyze, manipulate, or process large sets of data using statistical software. /li liIdentify business problems or program objectives that can be addressed through data analysis. /li liDeliver oral presentations and written results of mathematical modeling and data analysis to programs. /li liDesign surveys, opinion polls, or other tools to collect data. /li liCreate graphs, charts, or other visualizations to convey the results of data analysis. /li liWrite functions and customize applications to conduct analyses. /li liRecommend data-driven solutions to programs for budget, resources, and policy decisions. /li liInterpret test information to resolve design-related problems. /li liIdentify and resolve equipment malfunctions, working with manufacturers, field representatives, and shore support to procure parts and make resources available. /li liOversee and report on the installation or operation of equipment or systems. /li liResearch equipment or component needs, sources, competitive prices, delivery times, or ongoing operational costs. /li liReview electrical engineering plans and designs to ensure adherence to specifications and compliance with applicable electrical codes and standards. /li liEducate equipment operators on the proper use of equipment. /li liEstimate cost, material, and resources, and prepare project schedules and budgets. /li liDevelop and review maintenance standards. /li liSelect electronics equipment, components, or systems to meet functional specifications. /li liProvide support and recommendations regarding the installation and use of new and existing equipment. /li liAccess and maintain records and manuals to document testing or operation of equipment, status of installed equipment, and history of repairs and corrective actions. /li liAssist in procuring parts and equipment and maintaining inventory and related documentation. /li liAssess the quality of security controls, using performance indicators. /li liIdentify risks and implement solutions to information security problems. /li liReview security and risk assessments of equipment and systems for compliance with cybersecurity standards and regulations. /li liRecommend to programs and oversee the program’s use of information security standards, policies, and best practices. /li liCoordinate monitoring of systems, assessing vulnerabilities, analyzing information security systems. /li liDevelop information security standards and best practices and implement tools to assist in detecting, preventing, and analyzing security threats. /li liWrite reports evaluating networks and investigating information security risks. /li liAnalyze data to estimate costs and to develop and determine the feasibility of designs and proposals. /li liEvaluate performance of ships and systems during testing and dock and sea trials to determine conformance with design standards. /li liInvestigate and observe tests on machinery and equipment for compliance with standards. /li liReview work requests and compare them with previous work completed on ships to ensure that costs and scope are reasonable. /li liAct as liaisons between Ship's Force, shore support, and programs to communicate cost, schedule, and technical performance. /li liCoordinate activities with stakeholders to ensure maintenance, repairs, and alterations are at minimum cost and impact and consistent with safety and policy. /li liMaintain contact with shipyard contractors and write reports to track completion of work. /li liDesign and oversee testing, installation, repair of and training on equipment and systems. /li liReview layout and operation of ships, systems, and equipment and their compliance with standards and design drawings and schematics. /li liPrepare plans, estimates, design and construction schedules, and contract specifications, including any special provisions. /li liMaintain records of maintenance, repair, and modernization of systems and equipment. /li liPrepare technical reports for use by programs. /li liCoordinate maintenance and repair of ship's equipment and systems. /li liConduct statistical studies to analyze or compare equipment costs, installation and repair schedules, and equipment performance. /li liAssist in operational and performance testing of components, systems, and equipment to determine characteristics and improve performance. /li liConduct failure analyses, document results, and recommend corrective actions. /li liInterpret engineering sketches, specifications, or drawings. /li liMonitor, inspect, and test HME equipment. /li liDiscuss changes in design, policy, and procedures with programs and external stakeholders. /li liProvide technical support to programs and other employees regarding technical systems and documentation. /li liPrepare sketches and write and review procedures for equipment operation and maintenance. /li liAssist engineers to design, develop, and test HME and combat systems. /li liPrepare equipment inspection schedules, reliability schedules, work plans, and other records. /li liPrepare specifications and designs for ship components, equipment, and systems. /li /ul h3Additional Responsibilities /h3 ul liPerform other duties, as assigned. /li /ul h3Experience Requirements /h3 ul liMinimum 10 years’ professional experience related to engineering required /li li15 years’ professional experience related to engineering and experience supporting a DoD component preferred /li liRelevant prior Navy military experience may provide additional useful experience and perspective, especially for contractor employees working at waterfront facilities. /li /ul h3Education Requirements /h3 ul liAssociate or bachelor’s degree in science, technical, or engineering field preferred /li /ul h3Certificate, License, and Registration Requirements /h3 ul liN/A /li /ul h3Other Required Skills Abilities /h3 ul liShows proficient skills associated with engineering. /li liPerforms complex tasks independently and completes assigned tasks on time and to a standard that is satisfactory or better. /li liProvides guidance and oversight to contractors at the junior- and mid-experience level. /li liMust be familiar with Navy modernization processes, shipyard and onboard environments, ship design and technical requirements such as General Specification for Overhaul (GSO), technical manuals, and ship installation drawings (SID). /li liMust be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract. /li liMust be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint,
