ph3Overview /h3pThe Department of Neighborhood and Community Services (NCS) is part of the Fairfax County Health and Human Services System and provides a wide variety of critical programs and supportive services to county residents of all ages. This position works within the NCS Finance and Procurement Division. This is a great opportunity to make an impact in the local community and help provide critical resources and services to county families and children. We are looking for a highly motivated individual with a passion for public service and a desire to support a wide range of financial operations within a large agency. /ph3Responsibilities /h3ulliPlan and participate in the reconciliation of various revenue streams, including School Age Child Care (SACC), Employee Child Care Center, Adult Day Health Centers, and other revenue collected from programs for children and adults with disabilities. /liliReview and analyze insurance reimbursement payments, reconcile them with monthly statements for grant reporting purposes, and ensure revenues are accurately classified. /liliImplement internal controls to ensure compliance with the county’s p‑card policy; review and approve p‑card reconciliations to accurately allocate departmental expenditures across cost centers, grants, and funds. /liliOversee delinquent customer accounts and act as liaison with the Department of Tax Administration to coordinate collection efforts and ensure accurate posting of payments and associated fees. /liliEnsure agency travelers adhere to county travel policies by reviewing and approving local and non‑local travel packages, supervising the processing of travel reimbursements, and serving as the primary liaison for travel‑related questions from staff. /liliConduct specialized financial analyses and project coordination; complete monthly reconciliations, process payments, prepare journal entries, and compile reports and supporting documentation for audits. /liliEstablish and maintain supportive partnerships with program staff in utilization of the agency’s financial resources. /liliDeliver training to unit staff and ensure employees understand and follow established processes and procedures necessary to complete assignments accurately and efficiently. /liliCollaborate with county corporate partners, departmental procurement staff, and financial team members to ensure timely, accurate handling of financial and budget matters in alignment with program needs. /li /ulh3Minimum Qualifications /h3ulliGraduation from an accredited four‑year college or university with a bachelor’s degree in accounting, business administration, public administration, public policy, or a related field; plus, two years of professional‑level experience in finance, business administration, budgeting, or contract management. A master’s degree in a related field or CPA may substitute for one year of experience. /li /ulh3Preferred Qualifications /h3ulliExperience and considerable knowledge of Accounts Receivable/Accounts Payable processes and documentation requirements. /liliStrong analytical, computer, oral, and written communication skills. /liliAbility to effectively work with staff across organizational lines and explain policies and procedures to ensure compliance. /liliStrong working knowledge of the application of internal controls to safeguard County resources. /liliAbility to multi‑task, address urgent issues that arise, and meet strict County, state, and federal deadlines. /liliExperience working with a general ledger, completing journal entries, and reconciling monthly revenue and expenditures. /liliExperience interpreting and analyzing data to make recommendations. /liliExperience managing procurement card processes and reconciliation. /liliConsiderable experience using Microsoft Office Suite, particularly Excel, and governmental accounting and financial systems. /li /ulh3Physical Requirements /h3pWork is generally sedentary in nature. Incumbent may be required to do some walking, standing, bending, and carrying items up to 25 pounds. Ability to operate keyboard‑driven equipment, communicate verbally and in writing, and attend meetings at various locations.
