About Your Role CMTS is seeking an experienced Labor Compliance Specialist to support public sector and infrastructure projects throughout the Washington D.C., Maryland, and Virginia (DMV) Region. The Labor Compliance Specialist will play a critical role in ensuring contractor compliance with federal, state, and local labor regulations on publicly funded construction projects. This position will support labor compliance monitoring activities associated with prevailing wage requirements, certified payroll reviews, workforce participation reporting, apprenticeship compliance, and contractor labor documentation. The ideal candidate willpossessstrong knowledge of Davis-Bacon and Related Acts (DBRA), prevailing wage compliance, and workforce reporting requirements associated with federally funded and public infrastructure programs. The Labor Compliance Specialist will work closely with project teams, contractors, subcontractors, government agencies, and client representatives to help ensure labor compliance standards are consistentlymaintainedthroughout all phases of construction. Education Requirements • An equivalent combination of education, technical training, and relevant labor compliance experience WhatYoullNeed to Get the Job Done • 38 years of labor compliance experience on federally funded or public works construction projects, • Strong working knowledge of Davis-Bacon and Related Acts (DBRA) and prevailing wage compliance requirements, • Experience reviewing certified payroll reports, labor classifications, fringe benefits, and wage determinations, • Knowledge of federal, state, and local labor compliance regulations and workforce reporting requirements, • Experience supporting compliance activities for infrastructure, transportation, aviation, education, or public sector projects preferred, • Ability to interpret construction contracts, labor provisions, and compliance specifications, • Ability toidentifypayroll discrepancies, labor violations, and contractor non-compliance issues, • Strong written and verbal communication skills with the ability to prepare compliance reports and contractor correspondence, • Ability to manage multiple projects and deadlines simultaneously, • Strong organizational and document management capabilities, • Proficiencyin Microsoft Office Suite including Word, Excel, Outlook, and Teams, • Experienceutilizinglabor compliance software platforms or certified payroll systems preferred, • Ability to travel throughout Washington D.C., Maryland, and Virginia project locations asrequired What Will Make You Stand Out Certifications / Licenses • Certified Payroll Professional (CPP) preferred, • Certified Labor Compliance Administrator (CLCA) preferred, • OSHA 30 preferred, • LCPtracker, • Elation Systems, • B2GNow, • Microsoft 365, • e-Builder or similar project management platforms WhatYoullDo • Review andmonitorcertified payroll submissions for compliance with prevailing wage requirements and applicable labor regulations, • Verify labor classifications, wage rates, fringe benefits, apprenticeships, and workforce participation documentation, • Conduct audits and compliance reviews of contractor and subcontractor payroll records and supporting documentation, • Monitorcontractor compliance with Davis-Bacon and Related Acts (DBRA), prevailing wage determinations, and labor standards provisions, • Conduct employee labor interviews and field verification activities to confirm payroll accuracy and proper worker classifications, • Track andmaintainlabor compliance records, contractor documentation, workforceutilizationreports, and project compliance files, • Coordinate with contractors and subcontractors to resolve payroll discrepancies, incomplete submissions, and labor compliance deficiencies, • Prepare labor compliance reports, findings, summaries, and correspondence for project leadership and client review, • Assistwith workforce participation tracking including minority participation, disadvantaged business enterprise (DBE), small business, apprenticeship, and local hiring reporting requirements where applicable, • Support project teams during compliance audits, agency reviews, and regulatory inspections, • Maintaincurrent knowledge of federal, state, and local labor compliance laws and regulations affecting public sector construction projects, • Assistin developing labor compliance procedures, workflows, and process improvements, • Participatein contractor outreach meetings, pre-construction meetings, and labor compliance training sessions, • Collaborate with project managers, construction managers, contractors, consultants, and client representatives to support overall project compliance objectives, • Ensure all labor compliance activities are documented andmaintainedin accordancewithclient standards and regulatory requirements, • Supportadditionalproject administration and compliance activities as assigned Salary Range Equal Employment Opportunity CMTS, LLC is an Equal Opportunity Employer and considers all applicants for employment without regard to race, color, religion, sex, national origin, age, disability, veteran status, sexual orientation, gender identity, or any other protected status in accordance with applicable federal, state, and local laws.
