PROPAV is seeking an Engineering & Planning Manager to lead the planning, scheduling, and control of the design and construction project for the Pemba Island International Airport in Zanzibar, Tanzania. The project includes the construction of airport infrastructure and roads. The Engineering & Planning Manager will serve as the primary liaison between the Client, design teams, subcontractors, suppliers, Export Credit Agencies (ECAs), and various corporate departments, ensuring compliance with the project's technical, contractual, financial, and operational requirements. The role will also coordinate procurement activities alongside the corporate procurement department, ensuring alignment between engineering requirements, procurement strategies, logistics planning, and financing commitments. The mission of the position is to lead the Engineering, Planning, Cost Control, and Project Controls functions, ensuring the achievement of project objectives in terms of schedule, quality, and profitability. Key responsibilities include overseeing design activities, coordinating disciplines and stakeholders, monitoring costs and productivity, contract administration, cash flow management, and preparing reports for the Client, Project Management, Corporate Management, and financing institutions. The position will be based on Pemba Island , with full-time dedication throughout the development and construction phases of the project. Responsibilities • Lead the development, coordination, review, and approval of project engineering, ensuring compliance with contractual specifications, Tanzanian regulations, applicable international standards, and financing institution requirements., • Develop and maintain the project schedule, ensuring integration of engineering, procurement, logistics, construction, and commissioning activities while meeting contractual milestones., • Plan and coordinate the resources required for project execution, including personnel, materials, equipment, and subcontractors, ensuring timely availability of local and international supplies in accordance with contractual requirements and ECA financing conditions., • Lead and oversee procurement activities in coordination with the corporate international procurement department, ensuring compliance with technical specifications, procurement schedules, supplier commitments, logistics requirements, and financing conditions., • Monitor project costs, productivity, and financial performance, ensuring compliance with budget targets and expected profitability., • Manage progress certifications, subcontracts, cash flow, disbursements, payments, and financial forecasts., • Identify, assess, and manage technical, contractual, financial, and operational risks, promoting preventive and corrective actions., • Maintain the project risk register and monitor the implementation and effectiveness of mitigation measures., • Ensure timely and reliable reporting to the Client, Corporate Management, ECAs, and other stakeholders., • Implement advanced project control methodologies, including Earned Value Management (EVM) and planning and monitoring tools., • Foster effective coordination between engineering, procurement, construction, and other project teams., • Lead the management of changes, claims, variations, and contractual modifications, ensuring appropriate technical, contractual, and financial evaluation before approval and implementation., • Develop and supervise engineering and project controls teams, promoting best practices and continuous improvement. Functions Engineering & Design Management • Manage and coordinate project engineering and technical consultants involved, overseeing engineering development throughout all execution phases., • Review and approve technical documentation, engineering deliverables, measurements, budgets, and Bills of Quantities (BOQ), ensuring compliance with contractual requirements, applicable regulations, and international standards., • Coordinate interfaces between technical disciplines, the Client, the Supervising Engineer, and other stakeholders, managing engineering review and approval processes., • Identify and promote opportunities for technical, construction, and economic optimization through constructability reviews aimed at improving costs, schedules, safety, and execution efficiency. Planning • Develop, maintain, and update the Project Master Schedule , ensuring integration of engineering, procurement, logistics, supply chain, and construction activities., • Plan the resources required for project execution, including personnel, materials, equipment, and strategic supplies., • Coordinate international procurement, manufacturing, inspection, transportation, customs clearance, and delivery activities in collaboration with the Corporate Procurement Department., • Monitor compliance with ECA requirements and ensure resource and supply availability according to the established schedule., • Analyze productivity, resource performance, and the project critical path, defining and implementing corrective measures to mitigate deviations and recover delays when necessary. Cost Management & Project Controls • Supervise and control project financial performance through continuous analysis of scope, budget, costs, productivity, and overall project performance., • Update estimates, financial forecasts, and projections, assessing the impact of price fluctuations, productivity rates, and execution conditions., • Implement and maintain project control tools, procedures, and methodologies, including cost tracking, productivity monitoring, and Earned Value Management (EVM) systems., • Coordinate with Construction and Production teams to optimize construction processes and achieve profitability objectives. Contract Management & Financial Control • Manage progress certificates, payment applications, valuations, and invoicing processes with both the Client and subcontractors., • Validate physical and financial progress, monitoring disbursements, payments, revenues, collections, and contractual commitments., • Prepare and update financial forecasts, funding requirements, and cash flow projections., • Participate in the management of claims, scope changes, variations, and contractual modifications, assessing their technical, contractual, and financial impact. Reporting & Monitoring • Prepare and present periodic progress reports, Key Performance Indicators (KPIs), and management reports for Corporate Management, the Client, ECAs, and other financing institutions., • Coordinate the collection, validation, and submission of technical, financial, contractual, and planning information required by stakeholders., • Conduct comprehensive project monitoring, including engineering, costs, planning, risks, and overall performance., • Participate in progress meetings, steering committees, and management reviews, ensuring traceability, consistency, and quality of project information. Profile Requirements • Bachelor's degree in Civil Engineering ., • Minimum 10 years of experience in infrastructure project management and controls, preferably in international environments, including experience in Africa and projects executed under EPC or EPC+F contracts ., • Strong knowledge of international engineering standards and regulations., • Knowledge of FIDIC contracts , particularly Design-Build and EPC arrangements., • Demonstrated experience acting as the interface between engineering, procurement, project controls, and construction on complex infrastructure projects., • Advanced proficiency in Primavera P6 , project planning and scheduling, resource planning, cost control systems, and project management tools., • Ability to present complex information clearly, structurally, and in a decision-oriented manner., • Excellent organizational, leadership, and team management skills., • Strong written and verbal communication skills, including report preparation and presentation., • Ability to work in multicultural environments and adapt to changing priorities and contexts., • Advanced proficiency in Microsoft Office, Power BI, and Primavera P6 ., • Knowledge of cost estimating tools, planning systems, and project control methodologies., • Highly organized, proactive, and capable of managing multiple priorities simultaneously., • Experience in subcontractor performance management and evaluation., • Experience in contract administration, progress certifications, monthly reporting, and monitoring physical progress., • High level of responsibility, commitment to quality, and attention to detail., • Fluent English is mandatory. Knowledge of Spanish and/or Portuguese will be considered an asset., • Availability to reside in Pemba, Tanzania ., • Immediate availability.
