If you are passionate about driving excellence in the energy sector, we invite you to explore this exciting opportunity." -------------- HSE Manager / Madrid -------------- Location: Madrid, Spain Job Summary: Lead the Health, Safety, and Environment (HSE) strategy for the organization’s operations in Spain and North Africa (Algeria, ...), ensuring compliance with local and international regulations, risk mitigation, and a culture of safety and sustainability. Oversee all HSE functions, including operational safety, environmental compliance, health and wellbeing, and emergency response, with a focus on Spanish HSE laws (e.g., Ley 31/1995) and North African regulations (e.g., Algerian Law 06-03, ... ). Strategic Leadership • Develop and implement the HSE strategy for Spain and North Africa, aligning with business objectives and local/regional regulations., • Drive a culture of safety, environmental stewardship, and employee wellbeing across all operations (e.g., energy, industrial, or corporate facilities). 2. Compliance & Risk Management Ensure compliance with: • Spanish HSE laws (e.g., Ley 31/1995 de Prevención de Riesgos Laborales, Real Decreto 39/1997)., • North African regulations (e.g., Algerian Law 06-03 on Occupational Health and Safety, Libyan NOC standards)., • International standards (e.g., ISO 45001, ISO 14001, OSHA)., • Oversee risk assessments, audits, and inspections to identify and mitigate hazards in both regions., • Lead process safety management (PSM) and operational risk assessments for local facilities. 3. Operational Safety Implement HSE programs tailored to: • Spain: Process safety (e.g., HAZOP, PHA for refineries/chemical plants), fire/explosion prevention (e.g., UNE standards), and emergency response (e.g., Protección Civil)., • North Africa: Compliance with local HSE codes, emergency response coordination with Algerian/Libyan authorities, and process safety for oil/gas facilities., • Ensure adherence to Spanish/EU directives (e.g., SEVESO III) and North African guidelines. 4. Environmental Stewardship Manage environmental compliance for: • Spain: Emissions reduction (e.g., Ley 7/2022), waste management (e.g., Real Decreto 106/2022), and biodiversity conservation., • North Africa: Compliance with Algerian environmental laws (e.g., Decree 06-285), Libyan regulations, and sustainability initiatives (e.g., flaring reduction, water stewardship)., • Drive sustainability programs aligned with Spain’s 2030 Agenda and North African energy transition plans. 5. Health & Wellbeing Oversee occupational health programs for: • Spain: Medical services (e.g., Mutuas), ergonomic/psychosocial risk prevention (e.g., Ley de Igualdad), and mental health initiatives., • North Africa: Heat stress management, H2S safety protocols, and local healthcare partnerships., • Promote diversity, equity, and inclusion (DEI) in alignment with local labor laws. 6. Stakeholder Engagement Collaborate with: • Spain: Ministerio para la Transición Ecológica, INSST, and industry groups (e.g., ASEPAM)., • North Africa: Algerian Ministry of Energy, Libyan NOC, and local communities., • Engage with executive leadership, operations, and legal teams to align HSE with regional business goals. 7. Team Leadership • Local HSE regulations (e.g., Spanish/EU laws, Algerian/Libyan standards)., • Process safety, emergency response, and environmental compliance., • Build a safety culture through behavioral programs and leadership visibility. 8. Local Content & Community Relations Ensure compliance with: • Spain: Ley de Contratos del Sector Público for procurement and hiring., • North Africa: Algerian Law 08-01 and Libyan local content requirements., • Engage with local communities on HSE matters, including social impact assessments and CSR initiatives. Qualifications: Education: • Bachelor’s degree in HSE, Environmental Science, Engineering, or related field., • 15+ years in HSE, with 8+ years in a senior leadership role (e.g., HSE Director, VP HSE)., • Proven track record in HSE strategy, compliance, and cultural transformation in Spain/Southern Europe and North Africa., • Strong leadership, strategic planning, and stakeholder management., • Expertise in HSE regulations (Spanish/EU and North African), risk management, and sustainability practices., • Knowledge of local labor laws, environmental regulations, and operational requirements in both regions., • Fluent in Spanish and English (mandatory)., • French and/or Arabic (mandatory for North African operations).
