POSITION OVERVIEW Under supervision of the Program Director the Clinical Supervisor will provide clinical oversight and quality assurance to all unlicensed and licensed staff clinicians who provide substance and alcohol abuse services in an OTP program setting. The Clinical Supervisor is responsible for adherence to all applicable licensing, supervision, billing, documentation requirements and overseeing the timeliness and quality of a staff member’s clinical work. The Clinical Supervisor is responsible for client case record reviews, performance improvement and quality improvement to include all required monthly reports. KEY ESSENTIAL FUNCTIONS • Responsible for the daily operations and performance of the OTP program, • Manage OTP clinic operations to budgeted and planned results., • Work closely with staff via weekly supervision to ensure the completion of performance goals. Provides ongoing, regular feedback and performance evaluation to clinicians on the quality and timeliness of their clinical work as well as their caseload. Also solicits feedback from clinicians regarding supervision and whether needs are being met., • Monitor caseloads and ensure the supervisees comply with all agency, clinical, legal and ethical practices. Review and co-sign supervisees’ clinical documentation to include but not limited to methadone dose change request forms, bio-psychosocial history, initial treatment plans and treatment plans reviews., • Becomes familiar with APG and ICD-10 billing codes to include DSM V diagnosis codes., • Oversight and monitoring of billable hours of service required. Provide support, training, and remediation where needed to assist supervisees in meeting program’s billing expectations and caseload requirements, charting, recordkeeping, documentation standards and all other quality assurance standards., • Communicate any concerns about quality of clinician’s work to Program Director in a timely manner., • Become familiar with ACACIA policies and procedures and implements in OTP program. Ensures all administrative and clinical policies and procedures are implemented appropriately and effectively. Also ensures all medical and other services to which patients may be referred are known to staff and made available to patients., • Communicate with and ensures compliance with regulatory bodies (OASAS, Joint Commission, SAMHSA, DEA, HIPPA) to include state and federal regulations., • Assist with partnering opportunities, linkage/support agreements and other critical relationships to drive census growth and meet regulatory requirements., • Work closely with Medical Director, Program Director, and Operations Director in a variety of areas including but not limited to: compliance with federal and state rules; laws and regulations; compliance with Joint Commission, SAMHSA, OASAS and DEA; performance improvement initiatives; measure of success; productivity goals; quality client care; customer service; operational enhancement; growth of client census; contractual requirements; standardization and conformity; best practices and plans for continuous improvement, • Become familiar with Joint Commission and OTP federal and state laws, regulations, etc. and the applications of such., • Participate in community relations and development activities to drive and maintain census., • Identify and implement tactical steps to increase and retain census., • Work with clinic team to ensure operations are prepared to handle increased census., • Identify training needs and makes recommendations to the Program Director. Provides education and training opportunities to all staff to meet required training needs for OTP program., • Participate collaboratively as part of a multidisciplinary team, able to proactively collaborate with other supervisors and program director to ensure best possible training for supervisees and service delivery for clients., • Facilitate weekly case conferences and group supervision; monthly clinical and medical staff meetings to include incident reporting, client satisfaction surveys, PI, QI and chart review findings., • Participate in Acacia meetings, program meetings and required trainings as required., • Contribute to a six month and annual performance evaluations of clinical staff. Job Description JOB SUMMARY: The Program Director has overall responsibility for the operations of the facility coordinating all aspects of the operations, clinical components and interfaces with DHS. The Director would be responsible for the adherence to all DHS, NYS and NYC regulations affecting shelter operation. Reviews information collected from the program utilization review process on a quarterly basis, with paying particular attention to an aggregate review of unsuccessful and delayed discharges, and preliminarily determines the full scope of onsite services and offsite linkages that may be missing from the services mix., 10. Ensures the distribution and collection of resident evaluation surveys and other program evaluation materials and ensures that the findings of such efforts are made available to persons served and staff. Assures Fiscal Control and Accountability: 1. Exercises control over the program budget through planning, prioritizing of spending, and monitoring of spending patterns., 2. Approves/disapproves all purchase orders and financial requests from staff and submits approved purchase orders and financial requests to supervisor for approval., 3. Manages resident/consumer funds program. Develops internal money management procedures., 4. Monitors census, entitlements, and collections to maximize revenue; maintains census at expected occupancy levels. Promotes Involvement of Persons Served and Significant Others: 1. Educates staff in the benefits of consumer and family involvement, levels of consumer and family involvement, types of consumer and family involvement, nature of consumer and family involvement, and issues of working with consumers and families., 2. Develops a program strategy for working with consumers and families and develops activities that foster program consumer and family cooperation and coordination., 3. Fosters the development of consumer involvement committees. Promotes Community Relations: 1. Promotes the benefits and role of Transitional Residence for Veterans in the local community; maintains liaison between local elected officials and community boards, educates citizens in the community on veteran’s issues as they relate to housing and employment., 2. Educates staff and residents on the importance of a constructive relationship with local elected officials, community boards, and community citizens., 3. Cooperates with other organizations in development of understanding and interest participating in long range plans to address the needs of veterans who are homeless., 5. Job Description CASE MANAGER QUEENS SUPERVISED RELEASE PROGRAM POSTED: 4/23/2026 ABOUT CJA The New York City Criminal Justice Agency (CJA) is a not-for-profit service and research organization that operates in partnership with the New York City Mayor's Office of Criminal Justice. CJA is the City's main pretrial services agency, combining operations, pilot projects, and research under one roof. CJA utilizes procedural justice practices to provide pretrial services to over 100,000 persons arrested annually in New York City. Information collected about these arrestees and subsequent case processing is maintained in the agency's internal and externally shared database systems, which are used to conduct descriptive and evaluation research on arrestee characteristics, case processing and court outcomes, and on issues and potential reforms to criminal justice policy in New York City. CJA's programs operate in the criminal courts and detention facilities 24 hours a day seven days a week within the 5 boroughs of NYC, employing over 300 employees, citywide. PROGRAM SUMMARY CJA operates a Supervised Release Program in Queens Criminal Court for defendants of all ages who are charged with felonies and misdemeanors, and who present a substantial likelihood of detention, but are at risk of failing to appear in court if released on recognizance. The program, which operates during the day and night court, screens targeted defendants for release, subject to specific conditions including maintaining face-to-face and telephone contact with the program, participating in a screening protocol for substance abuse and mental health issues, and agreeing to program monitoring and reporting of non-compliance, re-arrests and scheduled court appearances. POSITION SUMMARY Reporting to the Supervising Clinical Case Manager and under the direction of the Clinical Director, the Case Manager is a dynamic, knowledgeable, and experienced individual with a social service, psychology, or clinical background to help make an impact on the ever-changing role of the court system and alternative initiatives aimed at reducing detention and crime rates in the city. The Case Manager hired for this position will be working on a team that serves both youth and adult clients (ages 16 years and older). The Case Manager in this role will be responsible for building relationships with participants and their support systems. In building these relationships, the Case Manager will coach and connect people with resources to meet their unique needs, such as education and employment programs, career assessments, job readiness, and other opportunities aligned with their personal goals and interests. This should be done through the use of appropriate community resources/referrals. Additional visits may be required depending on client need., • They would also require two additional telephonic calls, for a total of 4 encounters per month., • Work with clients to break through barriers to client goals and to assist clients in advocating for themselves and in moving toward self-sufficiency., • Recommend and implement strategies to persuade clients to participate more fully in this process., • Monitor clients' progress toward their service plans goals via regularly scheduled telephone contact and/or face-to-face home and office visits, and document via service plan outcomes and detailed progress notes (i.e. time of service, type of service, etc.), • Act as client liaison/client advocate with outside organizations regarding such matters as education, healthcare, housing, legal issues, entitlements, etc., • Escort clients to appointments (educational, medical, social service, etc.), • Follow-up with clients for a period of time after successful completion of their primary goals to assure client stability., • As necessary reach out and market the program to the community in order to recruit clients., • As needed prescreen clients over the telephone for eligibility and may schedule appointments for possible enrollment., • Assist clients in completing applications for benefits and entitlements and may process applications on clients' behalf as needed., • Other duties as assigned.
