Summary of Responsibilities The Gateway Development Commission (GDC) is seeking highly qualified engineering professionals with both public transportation and private sector experience to support the Chief Engineer (CE). This position will support the CE in ensuring the successful delivery of the GDC projects by managing design, construction, and project close-out activities. This role will help ensure that projects are delivered within scope, budget, and schedule, and ensure that the assets created will be fit for purposes and able to be operated and maintained efficiently. Essential Functions • The Deputy Chief Engineer (DCE) will have a full and comprehensive understanding of the assigned delivery Package and how it integrates with the overall GDC Program, including design, environmental, grant compliance, permits, rights-of-way, critical third-party agreements, insurance, cost and schedule, etc., • The DCE will report to the CE and coordinate with other DCEs as necessary to execute the Program., • The DCE will have responsibility for the overall delivery of the assigned Package, including but not limited to the following: Design: • Coordinate with the GDC Design Partners and Engineers of Record (for design-build contracts) to review and finalize the complete design of a package., • Coordinate compliance with Federal Transit Administration (FTA) and Federal Railroad Administration (FRA) requirements for Procurement:, • Coordinate with the Procurement team to prepare Request for Proposal (RFP) and bid documents., • Work with Program and Procurement teams to develop and adjust the Procurement schedule., • Coordinate internal approval from the relevant Partners and stakeholders for any revisions to the bid documents based on proposer and industry feedback., • Assist Procurement by evaluating the submitted proposals., • Serve as the GDC representative on the assigned Package., • Coordinate and oversee the work of the SEP (Supporting or Executing Partner) in their capacity as Construction Manager (CM) interfacing with the contractors/design-builders., • Assist SEP’s services as CM in the following:, • Review and negotiate change orders, in cooperation with GDC Procurement team., • Assure the proper review of all contractor submittals., • Participate in the review of the SEP Staffing Plan and Budget for the applicable Package., • Ensure that QA/QC is performed., • Assure scope, schedule and budget are managed and issues are handled in a timely manner., • Coordinate with outside agencies to obtain the required permits, in cooperation with the SEP., • Coordinate with Licensed Site Remediation Professionals (LSRPs) to ensure contractors’ work is performed in compliance with the applicable environmental laws and regulations., • Coordinate with the Program team to ensure:, • Build America Buy America (BABA) compliance, • Coordinate with the Program team to obtain approval for National Environmental Policy Act (NEPA) Re-evaluation if and as required., • Coordinate with the Program team, the contractor, and the relevant railroads to establish the annual Force Account Resources Plan (FARP) and to request an amendment if necessary., • Track and monitor estimated schedule, construction progress, and budget., • Assist the Grant/Finance teams with generating reports as required by the grant and funding agreements., • Coordinate with the Risk Management team on contractors’ insurance compliance and claims management., • Coordinate with Amtrak’s inspection, commissioning, and sign-off of the applicable Package., • Coordinate with SEP to issue Certificates of Beneficial Use, Substantial Completion and Final Completion. Job Requirements Minimum Qualifications • Bachelor's degree in engineering, construction, or a similar field., • A minimum of 10 years of demonstrated experience in infrastructure projects with specific experience in bridge, viaduct, and/or embankment construction., • A thorough understanding of the technical complexities of major infrastructure projects and relevant technical best practices and innovations., • High level analytical and creative skills to find practical solutions to complex project execution problems., • Demonstrated experience operating and executing in complex, multistakeholder environments., • Ability to establish a vision and create an environment for excellence., • Licensed as a Professional Engineer in the State of New York and/or New Jersey or licensed in another jurisdiction with ability to obtain New York or New Jersey license through reciprocity or equivalent., • Understanding of project as it relates to the existing operating system and importance of maintaining continuous system service., • Demonstrated understanding of rail systems., • Experience conducting building impact assessments for deep excavation projects, including structural survey programs., • Understanding of roles and responsibilities required to properly coordinate with tunnel and system project components., • Experience leading tunnel rail systems design and construction., • Experience on projects with multiple internal and external project stakeholders., • Understanding of NFPA 130 guidelines. It involves constructing a nine miles of new passenger rail track, including a new two-track tunnel under the Hudson River connecting New Jersey to New York Penn Station, and the full rehabilitation of the existing 116-year-old North River Tunnel. The project will create operational flexibility and rail network redundancy to finally deliver reliable transportation to hundreds of thousands of daily commuters. The HTP is the cornerstone of the Gateway Program, a comprehensive rail investment program that will modernize rail travel and create new capacity for the most congested section of the Northeast Corridor. The Gateway Development Commission (GDC) is the bi-state public authority charged with delivering the HTP.
