To provide engineering designs and support at all stages of the development process, from initial viability advice to design development, gaining technical consent and providing advice to all other departments and selected contractors during construction. Assess and appraise consultant’s designs for suitability and to ensure the designs are the most cost effective, compliant with legislation and practical. Commission and manage consultants, for civil and structural designs, ensuring all information is available and competent for use in tendering, production and in the procurement of technical consents. Liaising with NHBC to ensure all appropriate standards pre-construction have been met, and throughout the project ensuring all conditional items are concluded satisfactorily. Preparation of viabilities • Have the ability to interpret geo-technical reports and make recommendations., • Be capable of preparing initial site designs and constraints plans at an early stage., • Procuring designs and quotes for new utility proposals., • Manage consultants in road, sewer, levels, cut and fill designs, to satisfy planning whilst maintaining the most competitive and practical solution., • Co-ordinate and manage external consultants to resolve any further engineering issues., • Co-ordinate and manage statutory bodies such as Highway Authorities, Water Companies & Environment Agency to resolve any engineering issues., • Manage consultants in the preparation of foundations and plot drainage., • Ensure all engineering drawings and details are available and checked, in advance of start on site including foundations, sub- structure, highways, sewerage, utilities and any remediation proposals., • Procure technical approval for highways / sewerage/ land drainage /utilities/ foul and surface water drainage/, • Procure and manage utilities i.e. existing and proposed – at all key stages., • Ensure deed plans and setting out drawings for all plots are available., • Input into LEADR/ Site Specific Environmental Action Plans / CDM / Health and Safety / Environmental issues., • Prepare and supply tender documentation for specialist designs such as piled foundations / grouting /ground improvement and review designs prior to site start., • Extensive experience in engineering issues gained within the housebuilding industry e.g. roads and sewers, foundations, land drainage, utilities, etc., • IT/Computer literate, • Engineering related qualification, degree or equivalent. Resource Management • Manage the Quantity Surveying and Buying activities in order that procurement and cost reporting are aligned within the COINS framework and all processes and controls in accordance with the commercial manual and signing authority., • Ensure adequate resources are on site to commence build in line with Development Programmes., • Ensure that developments and contractor tenders are properly reviewed, appraised and value engineered to ensure best value for Taylor Wimpey. From land Purchase to being live on site., • Work with all subcontractors and suppliers to negotiate best deals where appropriate and work with other departments to improve cost effectiveness., • Assist Land team with LPE’s, estimating and completing land purchase exercise viability and financial pack if bid is successful, • Calculate all the prime costs on developments within the business, reporting any movements in the costs since the preparation of the land purchase exercise. Prime costs to include but not restricted to house pricing, labour costs, site work operations and remediation work., • Negotiate and place orders with labour and material subcontractors on a competitive tender basis., • Ensure a good level of cost reporting and ensure that any cost issues are investigated promptly, so that any required action can be taken to mitigate the impact., • Be fully aware of the risk & possible reward on the developments in order to keep the commercial director informed., • Review CVRs with QS’s and buyers. Ensuring the site costs to complete are correct., • Ensure all correct contract / CDM documentation is in place and included in the site files., • Carry out full CVR process and prepare & present information for P&L meetings, where a lead role should be taken. Ensuring that the correct paperwork is in place., • Ensure surveyor’s & buyers maintain development budgets in COINs and BOQ., • Assist in managing and agreeing Housing Association contracts., • Monitor and explain subcontractor cost movements., • Approve all monthly payments to subcontractors. Ensuring variations and dayworks are reviewed., • Ensure HA valuations are submitted, and payment is received., • To include the duties and responsibilities of a Senior QS when and where required., • Any other duties as required by the Commercial Director., • Be aware of all codes of practice that have a commercial impact ie building regs, NHBC, HSE etc, • Attend PMIP, Pre-start, specification and any other relevant meetings., • Attend board meeting when the CD is off., • Undertake regular site visits., • Embrace and engage with requirements of both External and Internal Audit teams., • Undertake performance appraisals and produce personal development plans., • Strong knowledge of all buying and quantity surveying activities., • Good knowledge of Building Regulations, NHBC and Health and Safety requirements., • Wide experience in the procurement and purchase of materials and sub contract labour., • IT literate (COINS system preferable)., • Managing a Team.
