Project Manager Position Overview The Project Manager (PM) provides full-time onsite project management support for the EHRM Infrastructure Upgrades project at the Hudson Valley Health Care System FDR Veterans Affairs Medical Center in Montrose, NY. The PM supports the COR through project coordination, stakeholder communication, schedule and budget monitoring, risk tracking, meeting facilitation, document control, and required VA reporting. The PM provides contractor support only and will not perform inherently governmental functions, accept or reject work, authorize changes, supervise Government personnel, or assume responsibilities assigned to the A/E, construction contractor, Contracting Officer, or COR. Project Manager Key Responsibilities Project Coordination & Stakeholder Management • Coordinate with VHA, VISN, Hudson Valley Health Care System, Montrose VAMC, A/E, construction contractor, and project team stakeholders, • Facilitate communication, resolve issues, de-conflict standards, and maintain project momentum, • Keep the COR informed of project status, risks, disputes, and required Government actions, • Support progress meetings, project reviews, and action item tracking Schedule, Budget & Risk Management • Monitor schedules and recommend adjustments for slippages, critical path issues, phasing, and milestone risks, • Monitor financial data, budget tracking, obligations, payments, balances, and planned expenditures, • Review cost proposals, support change documentation, and assist with cost estimate analysis, • Compare progress against schedules, budgets, and payment applications to support COR review, • Identify risks, recommend mitigation, and support claims/dispute analysis when requested Quality, Testing & Commissioning Support • Support QA, safety, schedule, cost, change, and information management processes, • Track required tests and inspections against specifications and schedule requirements, • Coordinate inspection and testing matters with the General Contractor, testing agencies, and VA stakeholders, • Support commissioning with the Commissioning Agent and General Contractor Document Control & Reporting • Maintain project records, correspondence, meeting documentation, construction administration files, and as-built information, • Prepare and maintain the Project Management Plan, including communication, schedule management, quality assurance, and risk management components, • Update Project Tracking Reports bi-weekly and at least 24 hours before recurring status meetings with current comments, obligations, dates, contract information, and status, • Use Autodesk Build/Autodesk Construction Cloud as the official project communication and collaboration platform for RFIs, submittals, schedules, shutdown requests, action items, reports, testing, safety inspections, photos, and site surveys, • Support EHRM project package documentation, including SOW/PWS, RFP, and cost estimate materials when applicable, • Maintain electronic filing and project data in VA-required systems; submit records per COR direction, • Provide the COR a monthly breakdown of hours spent on the assigned project Project Manager Required Deliverables • Project Management Plan with communication plan, schedule management plan, quality assurance plan, and risk management plan, • Weekly summaries and meeting documentation, including agendas, minutes, action items, and Government follow-up items, • Consolidated weekly reports to the COR on completed work, • Project Tracking Report updates completed bi-weekly and at least 24 hours before recurring status meetings, • Schedule reviews submitted electronically within thirteen calendar days of notification and identifying activity relationships, updates, revisions, changes from original scheduling, missing activities, or illogical sequencing, • Cost estimate reports, cost proposal reviews, and budget tracking support submitted electronically within 24 hours upon completion and provided to the COR within thirteen calendar days of notification, or within other COR-directed contract timeframes, • Issue resolution records, risk documentation, claims/dispute support, and corrective-action recommendations, • EHRM project package support documentation when requested by the COR, • Daily inspection logs documenting project activities and events affecting construction, • Monthly project-hours breakdown provided to the COR Project Manager Qualifications Required Experience and Technical Competencies • Minimum 7 years of experience managing facility construction projects, including engineering/design coordination, construction supervision, schedule control, cost management, program budgeting, and overall project management activities, • Ability to read and interpret construction documents and communicate effectively with construction project team members, • Working knowledge of construction administration, project controls, budgeting, scheduling, change management, and risk management, • Ability to facilitate meetings, document decisions, track action items, and coordinate across project stakeholders, • Ability to assess scope, schedule, cost, and level-of-effort impacts and recommend corrective actions, • Ability to prepare clear reports, plans, schedules, cost summaries, and written recommendations Standards, Credentials, and Training • Familiarity with VA project delivery, VA Technical Information Library standards, healthcare coordination, OSHA requirements, and project controls practices, • Ability to obtain and maintain required VA access credentials, including PIV/visitor badge requirements, favorable NACI background check, and required VA training, • Request access to the VISN 2 Autodesk Build/Autodesk Construction Cloud platform and complete required ProductivityNOW training within required contract timeframes, • Complete OSHA 30-hour safety training, VA Cyber Security Awareness, and VA Privacy Awareness training within required timeframes, • S. Citizenship required; foreign nationals are prohibited from performing work under this contract, • Comply with VA information release restrictions, Government ownership of contract deliverables, and any required non-disclosure or conflict-of-interest requirements Preferred Qualifications • Bachelor's degree in construction management, engineering, or architecture from an accredited university preferred; educational requirements may be substituted by 10 years of directly related experience, • VA, VISN 2, federal healthcare, EHRM infrastructure, Autodesk Build/ACC, or occupied-facility construction experience preferred Project Manager Work Conditions • Full-time onsite support at Hudson Valley Health Care System FDR Veterans Affairs Medical Center, 2094 Albany Post Road, Montrose, NY 10548, • Estimated maximum 40 hours per week; weekends and federal holidays are not normal workdays unless authorized, and work schedules shall be coordinated with the field COR, • Contractor personnel shall follow VA access procedures, including use of PIV card or visitor badge while onsite, • Base year plus one option year anticipated, with the base period beginning at award and the option year following the end of the base year, • Government will provide a workstation and Government-furnished equipment, including computer, monitor, keyboard, and mouse, for use during the task order Required reports, deliverables, and project records shall be submitted electronically in accordance with COR direction and applicable contract timeframes.
