Serving as a strategic planning analyst, your day-to-day role as a NYSTEC consultant will include working as part of a collaborative team to advise clients seeking federal funding for healthcare technology projects. You will manage the process of developing a funding request, draft the funding request using input from different stakeholders, contribute to solving complex problems as they arise, identify risks and issues, and present information clearly and concisely to inform team and client decisions. • Identify, analyze, and apply relevant environmental factors to define and assess options and help make recommendations to clients on an overall federal funding strategy and plan. Environmental factors will include legislation, policies, and guidance; existing and planned New York State (NYS) healthcare technology initiatives; and initiatives from other states., • Facilitate client and stakeholder meetings to present federal guidance and impacts on the current federal funding strategy, gather input for and feedback on draft funding requests, and assist the team with developing approaches for the client on how to maximize and plan for maintaining their federal funding over the long term., • Draft and review funding requests, including narrative, budget, and schedule, in addition to other necessary compliance documents., • Excellent written and verbal communication, organization, critical thinking, and analytical skills., • Experience with managing projects involving multiple stakeholders and strict deadlines., • Ability to understand scope and budgetary requirements., • Ability to research and summarize regulations, legislation, policies, and other state/federal guidance., • Ability to develop and manage effective relationships with colleagues and clients through collaborative thinking and a strong customer focus., • Proficient with the Microsoft Office suite of tools., • Experience interacting with executive-level management and presenting information in a way that is relevant to different audiences., • Experience with New York State Medicaid and healthcare technology projects., • Familiarity with grant writing, advance planning documents, and/or the acquiring federal funding to support health and human services., • A bachelor's degree and three years of experience in public health preferred or a related field of study. Responsibilities • Complete environmental permitting for multiple projects varying in complexity from a SEQR short form to Joint Applications with multiple regulatory agency approvals., • Track and coordinate permit timelines to meet project needs and provide administrative support for all phases., • Oversee upcoming and future projects where environmental review or compliance with regulatory or environmental regulations will require processing of permits, • Coordinate environmental impact assessments such as SEQRA., • Conduct all environmental procedural requirements for advancing and expediting environmental studies/analyses associated with Environmental Impact Statements (EISs), Environmental Assessments (EAs), and other documents associated with projects., • Manage consultant deliverables for environmental aspects of State projects, including Endangered Species, Ecology, Energy, air/Noise, Visual and Environmental Justice., • Participate in project meetings with department staff, consultants, and environmental regulatory and advisory agencies and assist with preparation of written communication/notices. Work closely with the US Fish and Wildlife Service, US Army Corps of Engineers, NYS Department of State, and NYS Office of General Services regarding permit applications with which they are also involved., • Represent the Design and Construction on environmental matters when interacting with federal and state environmental regulatory agencies and groups., • Assist with the preparation of environmental permit applications and other approvals. Qualifications • Minimum of eight (8) years of experience in NYS SEQR and Army Corp Permitting, a master’s degree may substitute for 2 years of experience., • Work experience in NYS within the past 2 years and fluent with current NYS environmental regulations, experience with acquiring permits for NYS agencies preferred., • Strong communication, interpersonal and leadership skills with the ability to manage a portfolio of multiple projects., • Candidate must have a degree from an accredited college in Environmental Science or Planning, Architecture, Engineering, Landscape Architecture, or related program., • Experience coordinating with designers and NYS and federal regulatory agencies., • Work experience "having a substantial relationship to environmental analysis" meaning that at least 50% of the time is spent preparing and/or reviewing NYS SEQR environmental impact statements; providing consultation on NYS and federal environmental impact laws, rules and regulations; or conducting office evaluations and field investigations in conjunction with such multi-disciplinary environmental regulatory programs as water quality, wetlands, air quality, solid and hazardous waste management, and mining. BASIC FUNCTION: The Senior Project Manager will be a dynamic, highly organized, and experienced professional responsible for the end-to-end management, administration, and execution of multiple, complex planning, economic development, and real estate development projects essential to GO-SEMI’s strategic initiatives. The core objective of this role is to significantly expand site readiness and bolster the semiconductor supply chain across New York State. This requires ensuring a portfolio of projects—from initial planning and site acquisition to infrastructure build-out and regulatory approvals—are delivered on scope, on time, and within budget, successfully navigating a landscape of numerous interdependencies and diverse public/private stakeholders. The Senior Project Manager is expected to operate with a high degree of autonomy, serving as a central nexus for project information and coordination. They will act as the principal liaison between the Assistant Vice President (AVP) of Planning and all external parties, including consultants, legal counsel, developers, community groups, and all levels of government (federal, state, and local agencies). Success in this role hinges on the ability to proactively identify, map, and mitigate systemic risks and interdependencies inherent in large-scale, politically sensitive development projects. WORK PERFORMED: • Oversee and manage specific projects or initiatives as delegated by the AVP., • Coordinate cross-functional teams to ensure project milestones, objectives and schedules are achieved., • Prepare and facilitate regular meetings and communications with ESD leadership, agency partners, and project stakeholders, including preparing agendas, taking minutes, and following up on action items., • Provide project-specific oversight, guidance and schedule tracking for federal/state/local environmental reviews, permits, and approval processes, identifying potential issues and proposing solutions to keep projects on track., • Assemble, curate and manage information systems, such as databases, site inventories, GIS mapping, project management software and custom project trackers., • Prepare and review documents, reports, project schedules and presentations for accuracy and completeness., • Review and synthesize technical data and reports related to community planning, zoning, site development, real estate and infrastructure systems., • Support the AVP in the development and implementation of GO-SEMI/ESD strategic projects and initiatives., • Collaborate with the AVP to identify opportunities for improvement and innovation within the office., • Drive the development of new technological, data collection/management and information sharing initiatives in response to shifting strategy and opportunities., • Other projects and duties as assigned by the Executive Director. MINIMUM REQUIREMENTS: Education Level Required: Bachelor’s degree in urban planning, business administration, management, or a related field (master’s degree preferred). Associate’s degree with 7 years direct, relevant experience may substitute. Relevant Experience required: A minimum of five (5) years of experience required. Proven experience in a leadership or administrative role, preferably in economic development, real estate development or urban planning. Strong organizational and time-management skills, with the ability to manage multiple priorities. Experience working with architecture, engineering and planning consultant industry desired. Knowledge Required: Excellent written and verbal communication to skills including ability to communicate clearly in public settings, is critical. High competency in using Microsoft Office (Word, Excel, Access, Outlook & PowerPoint). Proficiency in ArcGIS and project management software (e.g Monday.com). Demonstrated ability to work independently and collaboratively within a team. Strong attention to detail and independent follow-through are highly important. High level of discretion and confidentiality. This position will work closely with the AVP and other senior ESD leaders to support overall success of the GO-SEMI office. ALTERNATE MINIMUM REQUIREMENTS FOR INTERNAL CANDIDATES: A minimum of 5 years of satisfactory service in another (relevant) position with Empire State Development.
