Job Description POSSIBLE HYBRID WORKPLACE OPPORTUNITIY New York State Homes and Community Renewal (HCR) is the State’s affordable housing agency, with a mission to build, preserve, and protect affordable housing and increase homeownership throughout New York State. This position is on HCR's Housing Trust Fund Corporation (HTFC). HTFC is a public benefit corporation, and a Civil Service exam is not required for this position. HCR is expanding its existing Sustainability Unit and deploying new strategies and technologies including beneficial heating electrification and electrification-readiness scope items to align our Agency with New York State’s Climate Leadership and Community Protection act goals. Three program areas, Weatherization Assistance, Clean Energy Initiative, and the Climate Friendly Homes Fund totaling approximately $160M a year in grants and loans, across 10 contract sources, are overseen by the Sustainability Unit. The AVP for Sustainability will support the work on all program areas under the direct supervision of the VP of Sustainability. Position Summary The AVP of Sustainability will support various Federal and State funded program operations, such as, New York State’s Weatherization Assistance Program, Stimulus Weatherization programs, Decarbonization programs, and health and safety programs. The AVP will be responsible for supporting program operations alongside the program Directors, and under the direction of the VP of Sustainability, including production reporting, drafting and managing program documents, and supporting new program growth as applicable. The AVP of operations will directly manage the Agencies Energy Benchmarking program to ensure pipeline creation and transparent reporting to the asset managers within the Agency. The AVP will coordinate with the VP of Sustainability to ensure our Agency is complying with the various policy goals, including the 2 million climate friendly homes goals, The Climate Action Council’s Scoping Plan, and other inter agency committees such as the Extreme Heat Action Plan Group, and Low-Income Energy Task Force. Other job responsibilities include: • Support Sustainability programs to deliver reports to track spending, energy efficiency, and decarbonization efforts as required by State and/or local funding sources, • Support in the development of new Sustainability programs as requested by Leadership. Identify new opportunities as appropriate and aligned with the State’s decarbonization goals., • Oversee the Benchmarking program at HCR, coordinate with the Data and Research team and manage the third-party consultants to deliver annual insight into HCR’s portfolio, • Collaborate with Sustainability Program areas and internal HCR departments to deliver contracts and programs effectively. This may include:, • Manage Board requests, • Create and manage internal controls for program areas, including operating manuals, • Support procurement for program areas, • Coordinating with various state agencies (such as NYSERDA, OTDA, DEC, and DPS) as needed to deploy and deliver Decarbonization programs throughout the State, • Support each Sustainability Program Director/manager to accomplish annual goals, • Attend external public meetings to support program areas., • Collaborating with other programs within HCR to leverage and expand the Sustainability Units programs Minimum Qualifications and Desired Skills • Bachelor’s degree*, or equivalent work experience, and a minimum of at least seven years of experience working in a professional office setting, managing a team of at least three people, and overseeing a program budget successfully., • The ideal candidate will have experience working within or participating in the Energy Efficiency programs, sustainability or housing policy making, and/or decarbonization efforts in affordable housing., • Ability to establish effective working relationships, • Excellent oral and written communication skills. *Substitutions: four years of specialized experience or associate degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience. Essential Skills: • Organized professional who can manage multiple projects/assignments, coordinate with key stakeholders, and set and manage deliverables based on priority, • Experience with program management, compliance, and/or grants management, • Experience working with networks of nonprofits or other locally based organizations, • Experience drafting reports, internal and external memos, and white papers, • Experience with external communication with stakeholders and decision makers, • An understanding, and familiarity with the State’s Climate Leadership and Community Protection Act goals, specifically related to Housing and Disadvantaged Communities, • Can work independently on assigned tasks and collaborate with stakeholders as necessary, • Familiarity with regulated affordable housing, either with design, implementation, financing, or development., • An understanding of decarbonization strategies in Housing, • Ability to communicate effectively both orally and in writing with an attention to detail and professionalism in all communications with staff and the public., • Ability to work independently and manage various projects during the same time period, • Strong analytical, organizational, and problem-solving skills.
