Job Description POSTION: Airport Security Manager (ASM) REPORTS TO: Manager of Operations LOCATION: ALB AIRPORT: Albany International Airport SUMMARY The Airport Security Manager (ASM), directs all safety and security efforts to ensure the airport meets Transportation Security Administration (TSA) regulations and requirements. The employee is responsible for reviewing and interpreting the impact of all TSA regulations, amendments, and advisories on safety and security activities and making resultant recommendations for revisions to airport security and safety policies and procedures. The incumbent directs, through subordinate supervisors the operation of the Identification Badge/Access Media office, the Interactive Employee Training Center and results of employment history, verification, and criminal history records checks. The incumbent serves as a liaison between the airport and the TSA and is responsible for cooperative security efforts among the airport staff and tenants. Work includes coordinating the activities of airport management, emergency, and tenant personnel and extensive contact with federal, state, and local government officials to ensure compliance with TSA regulations concerning airport operations. ESSENTIAL DUTIES AND RESPONSIBILITIES include but are not limited to the following: • Manages all employees in the Security Unit., • Designs, implements, monitors, revises and updates security programs for the Albany International Airport to ensure compliance with TSA and all federal aviation regulations and directives regarding airport security;, • Reviews and interprets impact of all TSA regulations, amendments, and advisories and directives on safety and security activities;, • Writes goals, objectives, policies and procedures concerning airport safety and security to meet federal requirements;, • Oversees and approves, in concert with TSA officials, improvements to the Airport's security access system;, • Develops the airport's response to all TSA safety and security concerns;, • Serves as a liaison between the Transportation Security Authority (TSA), airlines, tenants and other stakeholders regarding Airport security;, • Manages assessments conducted by groups including FBI, TSA, outside jurisdictions, airport personnel, Air Marshalls and local police to identify breaches in the system where security is impacted;, • Serves as the primary liaison to the TSA to ensure development and compliance with all security programs, policies, rules and regulations; available to the TSA on a 24 hour basis., • Directs the maintenance of and compliance with the TSA-approved ALB Airport Security Plan;, • Identifies and rectifies impediments to safety and security program compliance including technological enhancements;, • Directs enforcement of airport rules and regulations by tenants to ensure compliance on all safety and security-related issues;, • Review with sufficient frequency all security-related functions to ensure that all are effective and in compliance and immediately initiate corrective action for any instance of non-compliance., • Plans, organizes and directs, through subordinate supervisors, the work of employees engaged in operating the Identification Badge/Access Media office responsible for credentialing all airport badge holders and maintaining the credentialing database and associated clearance codes;, • Evaluates requests for ALB badges;, • Issues penalties for non-compliance to credentialing procedures;, • Directs and reviews the results of employment history, verification, and criminal history records checks required by regulation;, • Develops and administers processes and procedures used to protect the badge applicants private information and for the collection/submission of the applicants biographical data for the TSA security threat assessment;, • Makes final decisions on an applicant’s badge access if the applicant’s Criminal History Record Check (CHRC) discloses a positive criminal history;, • Adjudicates the results with the applicant and approves or denies the application., • Plans, organizes and directs, through subordinate supervisors, the work of employees engaged in operating the Interactive Employee Training Center responsible for federally required training programs for all badge holding staff and tenants;, • Directs and implements through subordinate supervisors, safety and security-related training programs;, • Writes and conducts security training;, • Directs the administration and staffing of the center;, • Provides assistance , and advice to individual airport tenants in developing their security systems in accordance with TSA regulations;, • Directs completion of security audits conducted with all tenant companies to ensure compliance with TSA and airport security regulations., • Assist in reviewing plans for construction activity to ensure Airport Security Program compliance;, • Evaluates plans to ensure specific details conform to TSA security and safety regulations and requirements;, • Confers with airport design and engineering staff in suggesting revisions to plans for compliance with the appropriate regulations;, • Reviews and approves plans of technological enhancements and for installation, repairs, and preventive maintenance of security systems;, • Directs consultants and contractors engaged in the design, development, and implementation of airport security systems and equipment;, • Coordinates with consultants to ensure that technological advances are incorporated in the airport's overall security program;, • Monitors the installation, repairs, and preventive maintenance program of security-related systems., • Works in concert with TSA officials to resolve compliance issues; confers with TSA officials, airport engineers, security consultants and staff to formulate optimal ways in which sub-standard operations and/or procedures can be changed in conformance to rules and regulations, while, at the same time, not be impediments to the airport's operational performance., • Coordinates the airport's overall response to safety and risk-management related issues; chairs the airport's internal risk management/safety committee; serves as a liaison with the federal agencies, local Police, airport vendors, tenants and contractors, City's Risk Management Office, Law Department, and other airport units to compile information and coordinate policy and action in response to liability claims or accidents., • Coordinates security for VIP dignitaries visiting the City; directs airport operations personnel in the maintenance of the airport's certification manual with respect to safety and security matters. REQUIRED KNOWLEDGE SKILLS AND ABILITIES KNOWLEDGE OF: • The principles, practices, procedures and techniques of airport operations and management, • Federal, state and local laws and regulations applicable to airports and airport operations, especially safety and security regulations as promulgated by the Transportation Security Administration especially those of the Federal Inspection Services (FIS), • Current developments in the field of Airport Operations and Security Management, • The principles and practices of airport security plans, • Managerial methods and techniques SKILL IN • Interpreting Federal Aviation Administration, and Federal Inspection Services (FIS) and Transportation Security Administration (TSA) rules and regulations, • Determining compliance with prescribed operating and safety standards through monitoring activities ABILITY TO • Direct the activities of airport Security staff, • Evaluate airport Security procedures and practices and to develop plans to improve upon them, • Interpret tenant contracts as related to security, • Express ideas effectively, both orally and in writing, • Establish and maintain effective working relationships with associates, tenants and the public, • Manage contracts related to security and airport operations and management EDUCATION and/or EXPERIENCE This position requires intermediate level management skills, which demand, primarily mobilizing personnel for emergencies and giving instructions to technical and operative duty personnel to resolve problems. • Equivalent of a tertiary degree in a technical area preferably airport operations., • Prior Training in Aviation management, • Prior Training in Supervision and administration, • Three years of experience in airport operations, security, or administration at an airport servicing scheduled air carriers., • Three years of supervisory experience directing, through subordinate supervisors, the safe and efficient operations of a security operations program for a large hub international airport., • Preferred: Accredited member of American Association of Airport Executives (AAAE). CERTIFICATES, LICENSES, REGISTRATIONS Must possess a valid New York State Driver’s License as a condition of employment. Completion of Airport Security Coordinator subject matter training under Title 49 CFR 1542.3 prior to appointment and during tenure of employment as an Airport Security Manager. Must be able to pass and maintain SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance. Required to obtain the American Association of Airport Executives Airport Certified Employee (ACE) – Security certification within two years after appointment as an Airport Security Manager. LANGUAGE AND WRITING SKILLS Ability to read, analyze, and interpret general industry periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. ANALYTICAL REASONING AND VISUAL DEXTERITY Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
