Environmental Document Management Officer – Waste Management Company: GATE RECYCLING, SL GATE RECYCLING, SL, an authorised waste management company for catalytic converters and WEEE (end-of-life vehicles), holding an Environmental Licence granted in the municipality of Bellvei, is looking to hire a person responsible for the documentation management arising from its activity as a hazardous and non-hazardous waste manager. Main duties ● Managing the waste entry/exit logbook (origin, quantity, treatment line, incidents). ● Completing and monitoring control documentation (FA, FS, FI forms) in accordance with Decree 93/1999 and Royal Decree 553/2020. ● Periodic communications with the Catalan Waste Agency (ARC): civil liability insurance policy, bond/guarantee, and details of the person responsible for the activity. ● Monitoring registration in the General Register of Waste Managers of Catalonia. ● Coordinating initial and periodic inspections with the Administration's collaborating body. ● Monitoring authorised capacities (LER/EWC codes, hazardous/non-hazardous class, tonnes/year) and flagging any deviations. ● Supporting the assessment of modifications (substantial/non-substantial) under Law 20/2009. ● Liaising with authorities: Bellvei Town Council, Baix Penedès County Council, and the Catalan Waste Agency. Required specialisation ● Specific training and experience in hazardous and non-hazardous waste management (LER/EWC codes, hazardous/non-hazardous classification). ● Knowledge of Catalan and Spanish regulations: Law 7/2022 on waste, Decree 93/1999, RD 553/2020 (waste shipments), RD 208/2022 (financial guarantees), and Law 20/2009 (environmental licensing). ● Familiarity with ARC procedures (guarantees, insurance, manager registration) and with the Canal Empresa online administrative platforms. Required experience ● Minimum 2-3 years in an equivalent role: environmental administration at a waste management plant, environmental consultancy with compliance duties, or the quality/environment department of a waste management company. ● Demonstrable experience dealing with the ARC and handling waste transport documentation (FI/FS/FA forms). ● Experience managing audits or periodic inspections with bodies collaborating with the Administration will be valued. Required education ● University degree in Environmental Sciences, Chemical/Industrial Engineering, Chemistry, Biology, or equivalent. ● A higher vocational training qualification (CFGS) in Administration is also accepted, provided that experience in waste management procedures can be evidenced. ● Additional training in environmental management systems (ISO 14001) and waste regulations is highly valued. ● High level of Catalan and Spanish (administrative procedures are carried out in both languages). Desirable skills ● Rigour and document organisation skills (ARC deadlines, permit renewals such as the discharge permit, every 8 years). ● Proficiency in Excel and monitoring tools for capacity and traceability control. ● Ability to liaise independently with municipal and county technical staff.
