Main Purpose of the Role Working within Perth & Kinross Council is more than a job, it's about being part of an organisation that puts people at the heart of all we do and provides opportunities to make a real difference by enhancing every life we touch. \n We currently have the following opportunity: \n Tenant Wellbeing and Safety Officer - PKC13693 £34,424 - £37,784 Pullar House, Perth \n This is a new and exciting role to provide tailored, trauma‑informed support to individuals living amongst significant clutter and manifesting hoarding behaviours, ensuring a balanced approach that prioritises health, safety, and tenancy responsibilities. \n A key element of the role is providing hands‑on, practical support to help individuals safely remove, reduce, and reorganise clutter, working alongside them at a pace that feels manageable and respectful. \n You will help to support the successful implementation of the new unsafe hoarding & clutter management policy by ensuring the policy is effectively followed with tenants through coaching, support, guidance and practical intervention where required. \n This role will require you to work sensitively but practically with individuals to physically support the removal and reduction of clutter, supporting decision‑making and maintaining dignity throughout the process. Providing both emotional and practical support is central to the role, and a proactive, can‑do attitude is essential. \n As part of a collaborative and integrated approach with multi‑agency partners, including health, you will be required to support people to retrieve their personal identity. Often people get lost in their possessions and need support to re‑discover new activities and interests once their living space becomes safer and more manageable. You will also be required to manage your expectations as a professional, recognising that progress may be gradual and non‑linear, and that the goal is to support the person to live their best life. \n You will work positively and proactively with people with complex needs requiring tailored support to promote empowerment, reduce risks, improve quality of life, and enable individuals to manage their home as independently as possible. This will be achieved through person‑centred, collaborative planning, exploring causes, choices, opportunities, and decisions throughout their journey. \n You will work in a trauma‑informed way to create a safe and effective environment in line with the five principles of trauma‑informed practice: Safety, Trust, Choice, Collaboration, and with awareness of cultural considerations relevant to the tenant’s circumstances. \n You will conduct home visits to assess clutter severity using recognised tools (e.g. Clutter Image Rating, risk assessments, and risk reduction plans) and provide individual, tailored one‑to‑one support that may include practical decluttering sessions, working with individuals towards realistic, manageable milestones set through collaboratively agreed SMART goals and risk reduction plans. \n The service will focus on the safety and wellbeing of tenants, creating a supportive and non‑judgemental environment in which to address the complexities of unsafe clutter. \n This role involves working collaboratively with internal teams, external agencies and partners, and the individual to reduce risks and improve quality of life. \n You will work across different locality teams as directed by your Team Leader and build strong, trusting relationships to encourage engagement with action plans. \n You will recognise individual strengths while addressing practical, emotional, and social needs and mitigating health and fire safety risks associated with unsafe clutter. \n You will be required to develop a new peer support group with partner agencies, enabling people with lived experience to come together to support one another. Skills & Experience Required The role requires awareness of and adherence to relevant legal and professional frameworks, including the Housing Act, Adult Support and Protection Act, Mental Health Act, associated Codes of Practice, and SSSC Codes of Practice. \n A strong commitment to equality, diversity, and inclusion is essential to ensure safe, respectful, and effective practice when working with people with complex disorders or disabilities. \n You must have CIH Level 3 or 4 Certificate/Diploma in Housing Practice or the equivalent or be willing to work towards this. \n You must have a valid UK driving licence as this post requires you to travel to a variety of locations across Perth and Kinross. \n This role requires you to be registered with the Scottish Social Services Council (SSSC), if you are not yet registered, you can still apply, as long as you are willing to apply for registration within 3 months of starting with us and be registered within 6 months. \n Other Skills & Experience Required \n\n • Experience and knowledge of Housing issues and policies.\n, • Experience and knowledge of clutter, hoarding and associated mental health issues.\n, • Experience working with vulnerable individuals and an awareness of safeguarding principles and risk management in housing, social care, or community settings.\n, • Ability to maintain accurate case records and progress reports.\n, • Ability to build trust and maintain professional boundaries.\n, • Proven ability to manage complex cases and multi-agency collaboration.\n, • Identify and collaborate with multi-agency partners to successfully implement the unsafe clutter management policy.\n, • To have a good working knowledge of legislation and policy on Housing, Equal Opportunities, Health and Safety, Data Protection, Confidentiality and Safeguarding.\n, • To be experienced at developing professional relationships with individuals and communities that demonstrate the use of emotional intelligence and excellent community engagement skills, especially with people with complex needs.\n, • Good negotiating and influencing skills in order to implement complex joint initiatives with other agencies and partners, and to monitor and report outcomes accordingly.\n, • Experience of working positively and proactively with people with complex needs.\n, • Experience of being able to understand, operational policies and procedures and support with the development of these, as required.\n, • Skilled at making decisions, prioritising workload and meeting numerous competing targets and deadlines.\n, • Ability to cope with pressure and be resilient when facing challenges and setbacks\n, • Ability to speak up and advocate for tenant’s rights when necessary, including within collaborative discussions.\n, • A quick learner in relation to IT systems, processes, procedures and legislation applicable to the role.\n, • A generous annual leave package\n, • 6 days public holiday and an additional discretionary day\n, • Eligibility to join our pension scheme\n, • Family friendly and positive work/life balance policies such as Flexible Working, Maternity, Paternity & Adoption leave, time off for volunteering and our Wellbeing Framework\n, • Access to a range of benefits\n
