Main Purpose of the Role Working within Perth & Kinross Council is more than a job, it's about being part of an organisation that puts people at the heart of all we do and provides opportunities to make a real difference by enhancing every life we touch. \n We currently have the following opportunity: \n Estate Management Assistant (Fixed Term until 31 March 2027) - PKC13761 £28,812 - £31,346 Pullar House, Perth \n You will be an integral member of the Locality Housing Team working closely with Housing Officers and Housing Assistants to deliver effective tenancy and estate management services. Responsibilities will include estate inspections, environmental checks, and assisting with tenancy-related tasks to maintain safe, clean, and well-managed estates. \n This post will be based in either our City Team or our North Team. \n Context – Perth and Kinross Council’s Aims and Values \n Perth and Kinross Council is committed to delivering positive outcomes for communities through its core values of Ambition, Compassion, and Integrity. \n These values underpin everything we do: striving for continuous improvement, putting people before processes, and working collaboratively to achieve sustainable services. \n The Estate Management Assistant’s role directly supports these aims by ensuring estates are safe, welcoming, and well-maintained, fostering community wellbeing and trust. \n By engaging with tenants and residents, addressing issues promptly, and promoting tenant involvement, this role contributes to the Council’s vision of creating vibrant, inclusive communities and delivering services that reflect fairness, respect, and accountability. \n Key Responsibilities \n\n • Conduct routine inspections of communal areas and grounds.\n, • Identify and report hazards, repairs, anti-social behaviour, and health & safety concerns.\n, • Monitor cleaning and grounds maintenance standards; liaise with contractors as required.\n, • Perform fire safety and health & safety checks in line with policy and procedure.\n, • Assist with tenancy audits, property visits, and occupancy checks.\n, • Support new tenant sign-ups and provide basic housing advice under supervision.\n, • Address minor tenancy breaches (e.g., low-level ASB, garden issues) through letters or follow-up visits.\n, • Act as first point of contact for tenants/residents during estate visits.\n, • Encourage tenant participation in estate improvement initiatives.\n, • Maintain accurate records of inspections, actions, and tenant/resident interactions.\n, • Update housing management systems with estate-related data.\n, • Monthly estate inspections completed.\n, • Percentage of issues resolved within target timescales.\n, • Tenant/Resident satisfaction with estate management services.\n, • Accuracy and timeliness of system updates.\n, • Experience in housing or customer service.\n, • Ability to work independently and collaboratively.\n, • Strong communication and interpersonal skills.\n, • Basic IT proficiency (Microsoft Office, housing systems, record-keeping and report writing).\n, • Knowledge of social housing legislation and tenancy management.\n, • Customer Focus: Committed to delivering an excellent person-centred service.\n, • Attention to Detail: Thorough and accurate inspections and reporting.\n, • Problem Solving: Identifies issues and proposes practical solutions taking a Think Yes approach.\n, • Teamwork: Collaborates effectively with colleagues and contractors.\n, • Organised and structured in their approach to the role and able not only to prioritise but react quickly to changing situations within appropriate timescales.\n, • Able to place a high focus on customer care and be committed to delivering a high quality service.\n, • Able to communicate effectively with customers, colleagues and other services seeking the best possible outcome or solution.\n, • Take responsibility for personal health and safety and that of others.\n, • Adapt their approach in accordance with the needs of customers and colleagues in a non-judgemental and respectful manner.\n, • Able to work flexibly to meet service demands - if required across all localities in Perth and Kinross.\n, • Have a positive approach to working independently or within an often large team environment.\n, • Have excellent IT skills and be competent and comfortable using all Microsoft Office packages but specifically Word, Outlook and Excel.\n, • Able to appropriately apply confidentiality when using and sharing information and have an awareness of the relevant legislation.\n, • Sensitivity and empathy.\n, • An interest in working with diverse social groups.\n, • Excellent communication skills (verbal and written).\n, • A customer-first approach to work.\n, • Negotiation and influencing skills.\n, • The ability to adapt to different situations.\n, • Self-motivation and tenacity.\n, • Problem-solving skills.\n, • You must have a valid driving licence as this post requires you to travel to a variety of locations across Perth and Kinross.\n\n Working at Perth & Kinross Council Our values and behaviours influence our work and support us in the delivery of our key priorities.
