Main Purpose of the Role Working within Perth & Kinross Council is more than a job, it's about being part of an organisation that puts people at the heart of all we do and provides opportunities to make a real difference by enhancing every life we touch. \n We currently have the following opportunity: \n Clerk of Works (Fixed Term until 21 January 2028) - PKC13565 £37,015 - £40,825 Mechanical Services, M&E Capital Projects Team, Pullar House, Perth \n An exciting opportunity has arisen to employ a Mechanical Services Clerk of Works. This post will form part of the M&E Capital Projects team, within Property Services' Energy and Engineering team. \n The role will allow individuals to carry out Quality Control inspections for multi-disciplinary activities and projects within Perth and Kinross Council's Property Estate. \n This will include replacement of, or new, mechanical building services such as ventilation systems including MVHR, AHU, general supply and extract, LTHW systems including Air Source Heat Pump fed circuits, Underfloor Heating circuits, gas boiler circuits, Domestic Water (hot and cold) systems, Air Conditioning systems, and other Mechanical Services Installations in a building services environment. \n In the role you will be involved in new build projects and the refurbishment of existing properties such as schools, libraries, leisure centres, Council houses and all other public buildings. \n The Clerk of Works will play a vital role in achieving high level outcomes on behalf of Perth and Kinross Council by ensuring that a consistently high standard of supervision, safety and quality control is maintained for each contract. Essential functions of the role involve conducting site visits, producing regular site reports and assessing contract implementation with due regard to building and health & safety legislation. \n Other key aspects of the Clerk of Works roles include: \n\n • Ensure regular attendance on assigned projects, including attendance at relevant project meetings as advised by PKC's technical Engineering staff which include Engineers, Project Officers and Technicians.\n, • Establish effective and engaging relationships with PKC's own internal engineering team, the wider PKC project team and with other relevant stakeholders within assigned projects.\n, • Establish effective and engaging relationships with external contractors and design teams.\n, • To interpret by checking that the contractor fully understands instructions given verbally and on drawings and acting to remove any ambiguity.\n, • To anticipate construction, specification or site management problems in advance to prevent these materialising on site and if so to overcome them quickly.\n, • To monitor workmanship and ensure quality standards are maintained to the highest level in respect of the Council’s property aspirations and obligations.\n, • To assist the CDM-Principal Designer in ensuring the Council’s duties under the current edition of the Construction Design Management (CDM) Regulations are compliant.\n, • To regularly report to and converse with the Lead Technical advisor and/or Contract Administrator via means of on site attendance and written site reports documenting ongoing installations and, to immediately identify issues of concern and contribute to the effective and satisfactory conclusion of these via the on site team.\n, • To maintain efficient and accurate records of events and actions by both contractor and architect in case called upon to verify efficient management of site activities and/or instructions.\n, • A generous annual leave package\n, • 6 days public holiday and an additional discretionary day\n, • Eligibility to join our pension scheme\n, • Family friendly and positive work/life balance policies such as Flexible Working, Maternity, Paternity & Adoption leave, time off for volunteering and our Wellbeing Framework\n, • Flexi time\n
