Main Purpose of the Role Working within Perth & Kinross Council is more than a job, it's about being part of an organisation that puts people at the heart of all we do and provides opportunities to make a real difference by enhancing every life we touch. \n We currently have the following opportunity: \n Service Manager, Social Care Business Systems & Innovation - PKC13636 £67,404 - £72,603 Pullar House, Perth \n Perth & Kinross Health and Social Care Partnership is recruiting a Service Manager for Social Care Business Systems & Innovation to provide senior strategic leadership for the digital systems and innovation activity that support adult social care services. \n This role is responsible for ensuring that core systems, including the Management Information System (Mosaic case management system) and the Learning Management System (LMS), are reliable, legally compliant and support safe, high quality, person centred practice. \n About the Role \n The post sits at the intersection of operational delivery, workforce development, statutory compliance and transformation. You will provide assurance that digital systems and learning platforms enable staff to deliver effective services while meeting regulatory, inspection and governance requirements. \n In addition to overseeing established systems, the role has a strong focus on digital innovation. You will lead the identification, governance and adoption of new digital solutions, including AI enabled tools, Technology Enabled Care (TEC) and practitioner facing technologies, ensuring that innovation is ethical, evidence based and aligned with organisational priorities. \n You will work closely with operational services, learning and development colleagues, digital teams and external partners to ensure systems are well governed, user informed and responsive to change. \n Key responsibilities include: \n\n • Acting as the senior strategic lead and product owner for adult social care business systems, including Mosaic.\n, • Leading system development and continuous improvement to reflect changes in legislation, policy and service delivery.\n, • Holding strategic responsibility for the Learning Management System, supporting statutory training, CPD and inspection readiness.\n, • Leading the transition from legacy learning platforms to a single, coherent LMS with strong compliance reporting.\n, • Providing senior leadership for digital innovation, including AI enabled tools and Technology Enabled Care solutions.\n, • Ensuring all digital systems and innovation activity meet data protection, information governance, cyber security and ethical AI requirements.\n, • A generous annual leave package\n, • 6 days public holiday and an additional discretionary day\n, • Eligibility to join our pension scheme\n, • Family friendly and positive work/life balance policies such as Flexible Working, Maternity, Paternity & Adoption leave, time off for volunteering and our Wellbeing Framework\n, • Flexi time\n
