The Role The Fire Safety Advisor is part of a team of specialist fire safety and compliance professionals reporting to the Fire Safety Manager. The main purpose of the job is to provide advice and guidance on fire safety matters to the Principal Contractor (NNB GenCo) to ensure fire safety standards are set and assure the maintenance of these standards across the HPC project. The post holder will also support and promote the development of a positive Fire safety culture amongst a wide array of Contractors and stakeholders, support the development and implementation of fire safety systems and policies, performing audits and inspections, undertaking fire risk assessments, report on fire safety maters to relevant personnel and committees, supporting the on-site Fire & Rescue Team with the provision of risk information and support the continual improvement of Fire safety arrangements and systems on the construction site. Principal Accountabilities • To provide fire safety advice and guidance to the Principal Contractor, wider Contractor base and relevant committees., • Support the development of fire safety arrangements (both general and process related) and procedures that meet legislative requirements and follow best practice., • To develop, maintain, and review the implementation of the Principal Contractors fire safety policy, fire management arrangements and fire risk assessments, in conjunction with the multitude of other contractors, as part of the process of ensuring legal compliance with statutory and regulatory requirements., • To provide Fire Safety advice to Project Managers and design teams, to develop building fire strategies., • To undertake Fire Safety Assurance Audits, Inspections and other monitoring activities of both NNB controlled areas and all site contractors to ensure compliance with site Fire Safety Standards and UK legislation., • To carry out suitable and sufficient fire risk assessments on behalf of the Principal Contractor., • Review Fire Risk Assessments carried out by other organisations concerned with the HPC project., • Review DSEAR risk assessments carried out by other organisations concerned with the HPC project., • To assist in the liaison with Contractors in the development of Fire safety services for the construction areas to meet future needs and standards as part of a continual improvement process., • To act as an advisor to Health and Safety Groups on matters relating to general fire safety, process fire safety and in relation to explosive atmospheres, and to provide such reports as are required., • To support investigation to Fire related incidents on the Construction Site and at its Associated Development Sites., • Support the collation and reporting of incident data., • To maintain an up-to-date knowledge and understanding of matters relevant to the post (including best sector practices and regulations) by means of literature searches, contacts with professional bodies, attending relevant meetings, courses, and conferences., • To undertake other activities/responsibilities within their competence as directed by the line manager commensurate with the grade of the post. Knowledge, Skills, Qualifications & Experience Essential Experience & Skills: • Working knowledge of relevant legislation and regulation pertaining to fire safety management., • A good level of knowledge of General Fire Safety arrangements for construction sites and complex sites, along with fire safety equipment, systems and Fire Safety Roles., • A good working knowledge/understanding of process fire risk in relation to high-risk activities., • An understanding of fire safety implications in relation to DSEAR., • Good organisational skills with practical and methodical work planning and ability to manage several concurrent work fronts., • Self-motivated and able to manage their own work priorities and actions., • Effective negotiating and influencing skills with the ability to develop and maintain constructive relationships with professional and managerial disciplines., • Excellent verbal and written communication skills., • Ability to assimilate, analyse and present complex problems, identify necessary action, make recommendations and ensure actions are implemented., • Understanding of the principles of risk assessment including dynamic risk assessment especially in a construction environment., • Proven track record of undertaking fire safety risk assessments, fire safety audits and the determination of compliance within the commercial and construction sectors., • Membership of an appropriate professional organisation (e.g. Institute of Fire Engineers)., • NEBOSH Fire Safety & Risk Management Certificate (or similar fire safety qualifications)., • Desirably educated to degree/diploma level or equivalent level / relevant experience., • Experience of successfully developing and implementing fire safety plans, policies and procedures. Role: Fire Safety Manager Position: Contract Location: Hinkley Point C, Somerset Duration: 12 months Pay: £500 (paye) - £680 (umbrella) The Role The Hinkley Point C (HPC) Site Fire Safety Manager will be responsible for ensuring the HPC Construction project, remains fully compliant with all UK fire legislation, HPC requirements and nuclear site licence conditions through the implementation of a fire safety management system that includes strategies, standards and procedures. Reporting directly to the Head of Site Risk Management & Control of Work, the HPC Fire Safety Manager will be considered the ‘Competent Person’ as defined in the Regulatory Reform (Fire Safety) Order 2005 and will manage the Fire Safety Team as shown in the organogram below. The Fire Safety Manager will also be responsible for the development and management of a positive Fire Safety Culture for the HPC Project including the wide array of contractors that support the project, management of a Fire Safety Assurance programme, development of temporary fire safety solutions, review of fire risk assessments and continual development of fire safety arrangements and systems on the HPC Construction Site. Principal Accountabilities • Manage the HPC Construction Site Fire Safety arrangements and team to support an integrated approach to deliver adequate fire safety arrangements., • Establish, monitor and review a robust Fire Safety management system including the setting of policy, standards and strategies., • Anticipate future fire safety needs on the construction site based on the anticipated risk profile and ensure construction activities can continue in line with project requirements whilst ensuring legislative compliance to meet our Zero Harm ambition., • Manage the Fire Safety Team, delivering monthly and annual objectives, goals and KPIs to support and measure the HPC delivery programme., • Establish and maintain the required fire safety meetings, forums and engagements which plan, manage, monitor, coordinate and review fire safety in accordance with the HPC site requirements., • Support key regulatory interventions and inspections leading on fire safety related matters and being a key stakeholder to provide the Regulators confidence in the adequacy of fire safety arrangements on the HPC Construction Site., • Manage a Fire Safety Assurance programme to assure fire safety standards across the HPC Construction Site, identifying findings and actions, ensuring timely close out and completion., • Produce relevant, regular and appropriate fire safety performance reports and dashboards, in accordance with agreed timeframes, which will include the identification of trends and early warnings of possible issues, recommending appropriate action., • Work closely with your Fire Safety Engineer to provide compelling advice and guidance to deliver a mix of conventional and goal-based fire safety solutions during the construction phase of the HPC project., • Ensure the HPC project wide fire risk register(s) are established and maintained for all temporary and permanent assets being constructed and undertake associated risk-based inspections and other assurance activities., • Assist the HPC Fire Response/Fire Assurance/HPC Safety Teams in resolving fire safety issues by liaising with Tier 1 contractor’s teams and their management in regard to the fire safety control measures necessary to reduce and mitigate the risk of fire at the HPC construction site., • Provide assurance and advice on compliance with applicable fire related legal duties., • Be an effective and pragmatic member of a team of construction, health, safety and environmental professionals., • Liaise with the HPC construction insurers on matters relating to fire safety at the HPC site when required., • Responsible for the proactive engagement with the ONR and delivery of intervention outcomes and recommendations., • Responsible for the pastoral care of the team including leave arrangements, sickness monitoring, CDP, performance review and overall wellbeing in the workplace., • Implementation of immediate action and recommendation where dangerous conditions are identified, up to and including the prohibition of works., • Development and maintenance of a high functioning team whilst maintaining a supportive and inclusive environment where everyone feels able to contribute and progress. Knowledge, Skills, Qualifications & Experience Essential Experience & Skills: • Excellent communication skills with the ability to develop wide network and working relationships internally and the construction industry., • Significant fire safety experience including within a large project and the construction environment., • A level 4 qualification in Fire Risk Assessment., • Compliance focus tempered with team centred approach., • Highly skilled in the analysis of technically demanding and detailed information and quickly identifying the underlying trends, issues and risks., • Strong capacity to be future focused in identifying future fire risks and implications. Strong communication skills to be able to put across complex concepts and data in a way that is readily understood and actionable, using a variety of media., • Excellent written skills and attention to detail to write project and guidance documentation., • Skilful in engaging others with technical issues and maintaining their interest and enthusiasm., • Skilful in distilling knowledge and building skills in others and the capacity to be pragmatic and practical in the way that technical issues are addressed., • Ability to establish a vision and develop/implement strategy to attain it., • Excellent knowledge of national and international fire safety standards., • Proven track record of managing fire safety in complex and high-risk operations, process or construction environments., • Membership of the Institute of Fire Engineers (IFE, Members grade)., • Health, Safety & Fire Safety Qualified via an approved professional body or organisation i.e. UK Fire Service College, FPA, IFE, NEBOSH etc with a minimum of 2 years' experience., • Demonstrates a knowledge and understanding of the principles and practices of Health & Safety & Fire Safety., • Competent in using Microsoft applications and an aptitude to learn new software packages., • Proven track record of achieving excellent fire safety results on operating, engineering and/or construction projects.
