POSITION OVERVIEW Under supervision of the Program Administrator, the Assistant Program Director ensures quality care and oversees the functions of the Promesa Community Residence or the Apartment Treatment Program according to NYSOMH regulatory and accreditation requirements. Job DescriptionPosition Summary: The Overnight Counselor is responsible for the supervision, accountability, and monitoring of residents assigned through the New Jersey Department of Corrections Residential Community Release Program (RCRP). This position ensures compliance with all DOC contractual requirements, facility policies, and applicable State of New Jersey regulations during overnight hours. The counselor maintains a safe, secure, and structured environment while supporting residents’ rehabilitation and reentry process. Key Responsibilities: • Maintain direct supervision and accountability of all residents in accordance with RCRP and NJ DOC standards, • Conduct and document scheduled and random bed checks and facility rounds per policy, • Enforce all RCRP rules, curfews, counts, and movement procedures, • Complete formal resident counts at required intervals and reconcile discrepancies immediately, • Monitor compliance with authorized movements, passes, and sign-in/sign-out procedures, • Administer and document breathalyzer, urine screens, and other monitoring protocols as required by DOC guidelines, • Prepare and submit incident reports, unusual occurrence reports, and disciplinary documentation in accordance with NJ DOC reporting timelines, • Immediately report escapes, walk-aways, contraband, or violations to supervisory staff and follow chain-of-command notification procedures, • Maintain log books and electronic records in compliance with audit and inspection standards, • Conduct intake/orientation procedures for new admissions during overnight hours when applicable, • Utilize approved de-escalation techniques and respond to behavioral or medical emergencies following facility and DOC protocols, • Ensure facility security, including monitoring entrances/exits, alarms, and restricted areas, • Communicate effectively with custody staff, case management, and incoming shifts to ensure continuity of supervision

POSITION OVERVIEW The Operations Supervisor provides overall supervision and support in the program elements to ensure the timely execution of facility schedule, safety, and client living/services. Provide supervision of Operation Aide staff. The Operations Supervisor must have knowledge of working with women, substance use and the criminal justice population preferred. The position requires an individual who consistently work to improve the activities of daily living skills of clients, ensure to the residential program is running as well as it possibly can, with a smooth efficient service that meets the expectations and needs of clients and staff; liaison with other team members, including interacting with managers of different areas of the organization, presenting findings to stakeholders and higher management as well as training and supervising new employees and tracking and measuring inventory. The Operations Supervisor must have excellent customer service skills and able to develop internal and external resources and customer relationships. Nurture partnerships, inspire others, and engender trust. KEY ESSENTIAL FUNCTIONS • Supervise operation aides and has hiring and firing responsibility for staff that under their supervision., • Coordinate and verify client movement with operations aides and counseling staff., • Ensure clients participate in chores. Work with operation aides to provide client work assignments., • Work with staff to coordinate client activities of daily living needs., • Documents status of facility in communication log book., • Monitor client conduct and overall behavior during tour of duty., • Coordinate with admissions and residential director client room changes, group room assignments and lounge activities., • Assist with conducting searches for contraband according to established organizational policy., • Conduct inventory of supplies – linen, toiletries, clothing, etc., • Assist with new client orientation to the facility., • Coordinate client work activities including assigning chores and working with floor captains., • Coordinate client events., • Assist with rounds on an hourly basis to assess clients conduct plus ensure the ongoing safety and cleanliness of the facility. Report any room needs to facilities manager through a work order., • Participate in weekly House meetings with clients to discuss/address any housing needs., • Participate in various meetings (daily huddle, case conferences, multidisciplinary team meeting)., • Ensure office supply inventory, distribution and equipment maintenance., • Develop coverage schedule and ensure coverage is obtained for all shifts., • Work alongside facilities team to address any concerns with client rooms and common spaces., • Other duties as assigned.
