Job Description Lead Civil Construction Material Buyouts and Vendor Negotiations for Union Heavy Civil Projects Job Overview Company: Scalamandre Salary/Pay Rate: $95,000 to $125,000 per year, plus performance-based bonus Location: Freeport, NY — Onsite Employment Type: Full Time Project Scope: Commercial, industrial, municipal, government, federal, and public works civil infrastructure Core Work: Heavy civil, concrete, excavation, utilities, roadway, sitework, and union construction projects Mandatory Licenses & Certifications: None required The Opportunity Scalamandre is seeking an experienced Purchasing Agent to support material buyouts, vendor negotiations, and procurement coordination for complex civil and heavy construction projects across New York City and Long Island. This role is ideal for a purchasing professional who understands the pace, cost pressure, and field coordination required in self-performing civil construction. You will work closely with estimating, project management, and field leadership to secure competitive pricing, manage vendor relationships, coordinate material availability, and help ensure crews have the right resources at the right time. You will join a long-standing, family-owned contractor with deep roots in the New York market and a strong reputation in union civil construction, public works, and infrastructure. How You Will Make an Impact • Manage material buyouts for civil, heavy highway, concrete, excavation, utility, roadway, and sitework projects., • Collaborate with estimators, project managers, and field superintendents to confirm scopes, quantities, pricing, alternates, lead times, and delivery needs., • Solicit, analyze, compare, and level vendor quotes to ensure pricing aligns with project specifications, drawings, schedules, and budgets., • Negotiate pricing, terms, availability, and delivery schedules with suppliers, manufacturers, subcontractors, and specialty vendors., • Procure permanent materials, consumables, rentals, equipment-related items, and project-specific supplies for active union civil construction sites., • Support public works, municipal, government, federal, and commercial project procurement requirements., • Maintain strong relationships with local and regional suppliers serving the NYC and Long Island civil construction market., • Coordinate with field teams to resolve material delays, substitutions, delivery issues, and urgent jobsite procurement needs., • Track pricing trends, material availability, long-lead items, and supply chain risks that may affect project cost or schedule., • Help protect project profitability by identifying cost-saving opportunities without compromising quality, compliance, or schedule. Required Qualifications & Experience • Proven purchasing, procurement, or buyout experience within the civil, heavy highway, infrastructure, concrete, sitework, excavation, utility, or roadway construction industry., • Experience supporting a contractor that self-performs civil or concrete work., • Strong ability to read and interpret project specifications, drawings, scopes, vendor proposals, and submittals., • Demonstrated experience leveling vendor quotes and negotiating supplier pricing., • Ability to coordinate effectively with estimating, project management, field supervision, vendors, and executive leadership., • Strong organizational skills with the ability to manage multiple projects, vendors, deadlines, and priorities at once., • Clear communication style and the ability to solve time-sensitive procurement issues in a fast-moving construction environment., • Familiarity with the New York City / Long Island construction market, supplier base, or public works environment. Preferred Qualifications & Experience • 10+ years of purchasing or procurement experience in civil, heavy construction, public works, or infrastructure construction., • Experience with union civil construction projects in NYC, Long Island, or the surrounding New York market., • Experience procuring materials related to concrete, rebar, aggregates, excavation support, utilities, drainage, paving, roadway work, and site infrastructure., • Experience with municipal, government, federal, airport, DOT, or public-sector construction projects., • Bachelor’s degree in Business Administration, Supply Chain Management, Civil Engineering, Construction Management, or a related field., • Strong working knowledge of buyout documentation, purchase orders, vendor compliance, lead-time tracking, and project cost control.
