Job Description Job Title: Vice President, Supportive Housing Reports to: Chief Program Officer Status: Full-time Classification: Exempt Job Location: Multi-Site (Manhattan) Work Schedule: Mon – Fri; 9 am to 5 pm; Hours may vary and include on-call responsibilities. Lantern staff may be asked to change work schedule and hours depending on the operational needs of the site and the agency. Objective Lantern Community Services is seeking a Vice President to oversee a portfolio of Supportive Housing sites. Responsibilities include supervision of Program Directors and the overall support of site staff to ensure best practices in social service delivery to tenants, while ensuring contract compliance with funders. The Vice President supports each site in collaboration with property management to ensure proper maintenance, and partners with the leasing and compliance teams on property administration efforts. The Vice President utilizes clinical and management experience to assist with the development and implementation of staff training activities, reports to the Chief Program Officer, and serves as an active member of the Senior Management Team and Lantern's trusted leadership team. Program Management • Manage and oversee assigned supportive housing programs, including active participation in planning, implementation, and evaluation., • Lead the development, implementation, and management of all program, contract, and organizational dashboards and deliverables., • Through supervision, coaching, and development, ensure that Program Directors execute a client-centered, harm reduction approach in site leadership., • Promote and champion creative programming and engagement strategies across assigned sites., • Manage the reporting of serious incidents to the Executive Team and Incident Review Committee (IRC), as necessary. Contract Management • Ensure programs deliver services in compliance with audit standards, approved scopes of work, and within approved budgets., • Maintain contract budgets in collaboration with Program Directors; work closely with the fiscal team to review and adjust budgets monthly and as needed., • Provide active management of building budgets in conjunction with Program Directors to ensure spending is on track., • Oversee program monitoring, auditing, and compliance review of contract concerns or violations., • Develop and implement review tools and reporting mechanisms to ensure program compliance., • Assist with internal system-wide periodic compliance reviews in response to internal or external requests., • Work with the Executive Team to exercise proper oversight of relevant contracts, including expiration dates, outcomes, expectations, and funder correspondence., • Participate in periodic, systematic reviews of program manuals and updates in alignment with the organization's changing needs and evaluative or accrediting body standards. Policies and Procedures Management • Serve as a critical Senior Team member to ensure all policies and procedures capture a complete view of activities and processes within and across the organization., • Monitor programmatic changes and suggest updates to policies and procedures to reflect operational changes., • Educate program staff on the format and content required for effective policy and procedure development., • Ensure staff meet all regulatory requirements and comply with best practices, professional standards, and internal policies and procedures. Staff Training and Development • Work closely with Executive Staff to coordinate staff development and training opportunities at sites, including overseeing annual scheduling and maintaining an annual training budget., • Serve as a member of the Training Committee; assist in the analysis of training needs and collaborate to develop new or improve existing training programs., • Ensure staff compliance with all Lantern human resources policies, completion of orientation for new hires, and assist Program Directors with performance management in conjunction with Senior Counsel and the Human Resources department. Compliance and Quality Assurance • Working closely with the Compliance and Quality Assurance teams, support and supervise assigned sites in maintaining compliance with funder and program requirements., • Monitor and ensure programs meet goals, benchmarks, and staffing patterns., • Utilize data to maintain and improve program quality, while developing and empowering site-based leadership to do the same. Required Education and Experience • LMSW/LCSW from an accredited school is required; SIFI is preferred, and/or willingness to pursue SIFI., • Minimum of 12 years of progressively responsible supportive housing experience in NYC, with at least 5+ years in a Program Director capacity in a supportive housing setting – managing government-agency contracts with DOHMH, OMH, HASA, HRA, etc., • Demonstrated experience in program supervision, clinical oversight, outcome measurement, and fiscal management., • Demonstrated expertise and success in developing and monitoring programmatic work and creating metrics to measure outcomes., • Experience managing relationships with property management partners., • Excellent writing and people skills, with an ability to partner with a dynamic leadership team., • Personal qualities of integrity, credibility, and commitment to the mission of Lantern Community Services., • Flexible and able to multitask – can work within an ambiguous, fast-moving environment, while also driving toward clarity and solutions; demonstrated resourcefulness in setting priorities and guiding investment in people and systems., • Experience working with evidence-based models, specifically Motivational Interviewing, preferred., • Must adhere to person-centered, harm reduction models. Work Environment: This position operates in both office and field settings. The role requires frequent travel to supportive housing sites and other locations throughout New York City as needed. The deliverable(s) should specifically address how the mechanisms and/or controls identified impact housing development (especially affordable and/or otherwise regulated), particularly as it relates to climate, racial, and economic justice. This work will inform ongoing work to identify ways that the state may play a role in advancing and promoting more uniform land use planning to ensure more inclusive and equitable communities across the state. Furthermore, the internship entails providing research assistance in projects that focus on strategies to expand the supply of housing, evaluating affordability outcomes, estimating construction costs, and demographic and immigration changes in New York State. Tasks may include compiling data from first-hand and other sources, analyzing and summarizing data (including spatial data and visualization), and surveying the literature. Position Overview The Chief Financial Officer is responsible for the financial leadership, stewardship, and long-term sustainability of Community Access and its property and real estate development affiliated entities. POSITION SUMMARY: Working under the direction of the Chief Credit Officer, the Credit Officer will manage and support the growing credit needs of the Low Income Investment Fund. Supervision of the Special Attention Loan portfolio: The Credit Officer will be the Credit lead for overall management of the Special Attention Loan (SAL) portfolio. Under guidance from the Chief Credit Officer, the Credit Officer will provide leadership to the Asset Management Team members on ongoing responsibilities related to the SAL portfolio, including but not limited to monthly SAL/challenged loan meetings with senior management, the quarterly SAL credit committee reviews, updates to the SAL loss reserve projections, updates on SALs to the Internal Loan Committee and Lending Risk Committee, and corresponding with external lending/investor partners and Borrowers on specific SAL transactions. Current and Expected Credit Losses (CECL) Reserve Factors: The Credit Officer will be the Credit lead for LIIF’s annual qualitative analysis update to the CECL loan loss reserve calculation. Under guidance from the Chief Credit Officer, the Credit Officer will lead the assessment of qualitative risk factors and the assignment of risk status and weight; the collection and analysis of LIIF portfolio trends and macroeconomic data; and presentation of findings and recommendations for approval by the executive team, the Internal Loan Committee and the Lending Risk Committee. The Credit Officer will closely coordinate with the Finance Department on other aspects of the annual update to the CECL reserve factors, including internal decision making on loan pool segmentation and the variables used in the quantitative model, and coordination with advisory consultants on the CECL framework. Risk Rating Model: The Credit Officer will be responsible for ongoing management of LIIF’s Risk Rating Model, which is a component of the Impact, Risk and Profitability (IRP) Framework guided by LIIF’s Strategic Plan. The Risk Rating Model has been built out in Salesforce, and the Credit Officer will be the Credit lead on providing support to Originations and Asset Management staff on understanding the risk rating methodology and utilizing the Salesforce model version; ensuring that risk ratings are assessed on loans on a timely basis; managing updates to the methodology and model as needed and coordinating with the LIIF nCino and IT teams on the implementation of the changes; and coordinating with other departments within the organization as LIIF seeks to advance the IRP Framework. Lending Manual and Credit Guidance: The Credit Officer is responsible for: • Guiding Originations and Underwriting staff on LIIF lending policies, financial products, and procedures, as outlined in the LIIF Lending Manual, that are required to be followed in order to ensure credit risk is appropriately managed for the various financial products that are available; • Updating the Lending Manual at least quarterly, and more often as needed and for ensuring updates are reported to Compliance and Finance as needed to meet stakeholder requirements. (WSFSSH) is a community-based organization whose mission is to provide safe, affordable housing with supportive services within a residential setting which enhances the independence and dignity of each person. WSFSSH develops, manages, and provides housing for low- income older persons, many of whom live with mental illness and/or have experienced homelessness. WSFSSH currently owns and operates nearly 2200 units in 28 buildings located in Manhattan and the Bronx. Responsibilities: The Property Manager reports to the Deputy Director/Chief Operating Officer and is responsible for the smooth and safe operation of buildings owned and operated by WSFSSH. The Property Manager is responsible for staff supervision, operating the property within the budget, facility maintenance, compliance, resident relations, and working with our social service team to keep our residents stably housed. Staff Supervision • Supervise the maintenance, administrative and front desk staffs.
