Job Description JOB DESCRIPTION Property Manager Organization The West Side Federation for Senior and Supportive Housing, Inc. (WSFSSH) is a community-based organization whose mission is to provide safe, affordable housing with supportive services within a residential setting which enhances the independence and dignity of each person. WSFSSH develops, manages, and provides housing for low- income older persons, many of whom live with mental illness and/or have experienced homelessness. WSFSSH currently owns and operates nearly 2200 units in 28 buildings located in Manhattan and the Bronx. Responsibilities: The Property Manager reports to the Deputy Director/Chief Operating Officer and is responsible for the smooth and safe operation of buildings owned and operated by WSFSSH. The Property Manager is responsible for staff supervision, operating the property within the budget, facility maintenance, compliance, resident relations, and working with our social service team to keep our residents stably housed. Staff Supervision • Supervise the maintenance, administrative and front desk staffs. Note: The front desk is staffed 24 hours/day, 7 days/week., • Establish and monitor staff schedules; monitor time and leave issues; provide for substitutes if staff are unable to work a given shift; sign off each week on staff time sheets Budget • Provide input to CFO and Deputy Director to establish annual operating budgets, • Operate buildings within the prescribed budgets, • Collect and deposit monthly rent, • Oversee petty cash, • Maintain resident information including move-ins and move-outs, rent changes, subsidy changes, and rent payments in the RealPage system Facility Maintenance • Implement and/or supervise ordering of supplies in consultation with the building superintendent and the WSFSSH Director of Facilities, • Review and approve all Purchase Orders, • Maintain active relationships with service contractors who provide maintenance on building equipment, • Maintain accurate records, tracking service and performance of equipment, • Maintain active communication with the WSFSSH Director of Facilities to sustain a healthy, efficient, and safe building. Adequately and accurately report on and address building related issues in a timely fashion., • Assure that the buildings, sidewalks and alleys are clean and well-maintained, • Assure compliance with the fire safety regulations including routine fire drills and inspection of fire safety equipment, • Assure that all required licenses, operating certificates, etc., are current., • Conduct annual inspections, arrange for routine painting and repair work, • Regularly review and implement sustainable practices within the building, • Monitor progress of work orders, • Implement emergency procedures as necessary Social Service Team Model * • Act as a liaison with the Social Services Department, meet weekly, make referrals to Social Services as appropriate, collaborate with Social Service team on leaseup of new units, negotiate and respond to grievances in consultation with Social Services as appropriate, • With input from Social Services team, initiate and oversee collection actions and holdover proceedings as necessary, • Share information about resident progress, needs, and problems with other staff in accordance with WSFSSH Confidentiality Policy. DUTIES & RESPONSIBILITIES: • Train new security officers /residential aide employees in all aspects of the facility., • Supervise security staff during your assigned shift, assigning breaks, post assignments, and duties, • Monitor access control and ensure effective use of the magnetometer and x-ray machine, • Respond to incidents and utilize crisis management to protect the safety of the staff and clients, • Make rounds throughout the facility and external premises to prevent, detect, deter, and report hazardous situations, trespassers, and illegal activities., • Respond to emergencies in person throughout the building, and provide guidance and support to line staff and subordinates., • Conduct daily security and fire safety system inspections, • Fulfill all job responsibilities of a Safety Security Officer in their absence., • Maintain the safety and security of clients and staff., • Provide crisis intervention when needed., • Assist the Security Manager in preparing and executing fire drills., • Oversee AWOL family property pack up, • Monitor logging of client property to ensure accuracy, • Ensure that all managers are kept aware of critical incidents on assigned shifts, • Review log book entries, incident reports, and critical administrative responsibilities on assigned shift, checking for errors and ensuring accuracy, • Attend various meetings and trainings as needed., • Check inventory of all assigned equipment daily, and investigate any discrepancies., • Mandatory Overtime Required, • Perform all related duties as assigned. EXPERIENCE AND QUALIFICATIONS: Proof of education is required: High School Diploma/GED. 1-2 years of Supervisor experience required. A valid N.Y.S Security Guard License, Fire Guard License F80 Required, and certified in Nonviolent Crisis Intervention (CPI). Must possess a general knowledge of security systems. Ability to solve problems; ability to make decisions based on factual information is a must. Knowledge of video surveillance and fire detection/alarm notification systems a must. Must be flexible on days and hours of availability. Job DescriptionPRIMARY FUNCTION/PURPOSE: The Shift/Safety Supervisor is directly responsible for the management and supervision of the Safety Monitors on duty on their assigned shift for our Hope House location in Bronx, NY. Monitors all activities to ensure safety in the physical plant and civility amongst clients, visitors and staff. PRIMARY RESPONSIBILITIES: • Supervises Safety Monitors and ensures all safety and security duties are performed as per agency protocol., • Conducts fire drills and documents results., • Responds to incidents and follows DHS and agency protocols in responding to and documenting incidents., • Reports incidents of Child Abuse to the state Central Registry., • Interacts with HERO and provides updates on unit vacancies and occupancies. Accepts referrals and conducts initial intake of new families upon arrival to the facility., • Answer facility phone and directs calls., • Ensures that Safety Monitors conduct patrols and are monitoring the CCTV camera system and are reporting and documenting observations., • Assists Safety Monitors in ensuring that clients follow shelter rules while in the facility., • Trains Safety Monitors in security measures and recommends changes in procedures/equipment to the Manager of Building Operations., • Other duties as assigned. ADMINISTRATIVE RESPONSIBILITIES: • Conduct daily audit of both the Safety Monitor's Desk Log, and the Supervisor's Desk Log for accuracy and content., • Prepares/conducts Employee Appraisal Evaluations in a timely and thorough manner., • Prepares and audits Incident/Accident Reports., • Maintain and schedule vans daily usage., • Completes end of shift reports and emails report to Manager of Operations, the Program Director and DSS/Asst. Director., • Completes end of shift reports and emails report to Manager of Operations, the Program Director and DSS/Asst. Director., • Oversee and supervise department staff in the utilization of the DHS Client Assistance and Re-housing System (CARES) System regarding Intake Check-In, Incident Reports, and Facility Bed Management. MINIMUM QUALIFICATIONS: • Must possess Security license., • Must possess an F80., • Must possess current CPR certification., • NYS Driver's license required., • Two (2) years of Supervisory experience in commercial/residential security or law enforcement, or Five (5) years' experience as a Private/Personal Security Officer., • Must gave good communication skills, experience working with women and children., • Exhibit superior professionalism at all times, even when under pressure or experiencing challenges with the clients., • Must successfully complete background investigation.
