We're looking for a Procurement & Assets Manager who thrives on data, thinks in systems, and finds opportunity where others see only spreadsheets. The Procurement & Assets Manager is a senior, process-oriented leadership role responsible for oversight, strategy, and continuous improvement across all procurement and fleet asset functions within the organization. Operating across multiple operational divisions serving public and private utilities, renewable energy developers, and infrastructure clients, this role does not manage day-to-day purchasing transactions — each division maintains its own field fleet coordinators, procurement agents, and administrative staff who handle POs and field coordination. Instead, this position functions as a strategic oversight layer: auditing spend across divisions, designing and managing enterprise-wide procurement databases, identifying cost efficiencies, building financial models for fleet investment planning, and ensuring procurement standards are applied consistently. The ideal candidate is analytically driven, highly process-oriented, and comfortable translating complex data into actionable financial recommendations for senior leadership. Key Responsibilities: Procurement Oversight & Audit • Audit procurement spend across all operational divisions to identify redundancies, inefficiencies, and savings opportunities., • Analyze vendor pricing trends and benchmark against market rates to ensure the organization is receiving best value., • Monitor compliance with established procurement policies and procedures across divisions; identify and address gaps., • Review and evaluate existing supplier contracts, ensuring terms, pricing, and performance metrics remain competitive., • Generate regular spend reports and executive dashboards for senior leadership review. Data Management & Analytics • Design, build, and maintain a centralized enterprise procurement database, integrating data from all divisions., • Develop data models, KPIs, and analytics frameworks to track spending trends, vendor performance, and process efficiency., • Create standardized reporting templates and procurement dashboards using Excel, BI tools, or ERP platforms., • Leverage data analytics to forecast material and equipment demand across upcoming projects (T&D, substations, renewables, pipeline)., • Collaborate with Data Analysts and ERP/IT teams to ensure procurement data integrity and system integration. Fleet Asset Management & Financial Planning • Oversee enterprise-wide fleet asset database including equipment inventory, lifecycle status, utilization rates, and maintenance history., • Develop and manage annual fleet capital budgets and multi-year investment plans, including owned vs. leased analysis., • Perform ROI and TCO (Total Cost of Ownership) analyses to inform decisions on fleet acquisition, disposition, and replacement cycles., • Partner with divisional fleet coordinators to consolidate utilization data and identify under-utilized or redundant assets., • Evaluate lease vs. purchase decisions for major equipment categories; model scenarios and present recommendations to leadership., • Track and report on fleet-related expenditures vs. budget across all divisions; flag variances and recommend corrective actions., • Travel to regional offices as needed to support operations, collaborate with local teams, and ensure consistent execution of company initiatives. Process Design & Continuous Improvement • Design, document, and implement standardized procurement processes, workflows, and approval frameworks across the organization., • Identify and drive process improvement initiatives to streamline purchasing cycles and reduce administrative burden., • Establish and enforce procurement best practices and policy across all operational divisions., • Research and introduce procurement technology tools, automation opportunities, and ERP enhancements. Strategic Vendor & Stakeholder Management • Develop and maintain relationships with key strategic suppliers and service providers critical to utility and EPC project delivery., • Support supplier diversity initiatives and ensure compliance with public agency contract requirements., • Collaborate with Project Managers, Division Leaders, and Finance on project-specific procurement planning and forecasting., • Represent the procurement function in executive meetings, project kickoffs, and external industry forums as needed., • Ensure compliance with all regulatory, legal, and contractual obligations; maintain documentation for audit and public access requirements. Qualifications • Bachelor's degree in Business Administration, Supply Chain Management, Finance, Construction Management, or a related field., • 5+ years of progressive experience in procurement, supply chain, or asset management — preferably in a multi-division or project-based environment., • 3+ years in a management or senior individual contributor role with cross-functional responsibilities., • Strong analytical and financial modeling skills; ability to build and interpret complex budgets, forecasts, and cost analyses., • Advanced proficiency in Microsoft Excel (pivot tables, financial modeling, data visualization); required., • Demonstrated experience designing and managing procurement or asset databases., • Excellent written and verbal communication skills; ability to present complex data clearly to senior leadership., • High proficiency in process documentation and workflow design. Preferred Qualifications • Experience in the utility contractor, EPC, or infrastructure industry (T&D, substation, overhead/underground, pipeline, or renewables)., • Familiarity with Viewpoint, Procore, or comparable ERP/construction management platforms., • Experience with BI tools such as Power BI, Tableau, or similar data visualization platforms., • Knowledge of public agency procurement requirements, DBE/supplier diversity compliance, or prevailing wage regulations., • Experience with fleet management systems (Samsara, Fleetio, or similar) and owned vs. leased fleet analysis., • PMP, CPSM, or CPM certification a plus.
