Context Under the supervision of the Deputy Director (Digital Enablement and Engagement) and the Chief, Operations and Mission Engagement Solutions (OMES), the ICT Officer (Product Management – Knowledge Management Systems) will provide knowledge management systems and platforms to enable communications and strengthen evidence-based policy making. They will define and execute the end-to-end product strategy for Operations, Media and Communications, including AI-enabled agents in knowledge management, collaboration and communications platforms, ensuring integration with IOM’s platforms (POEM, external websites, intranet) and alignment with departmental knowledge needs. They will shape the vision, roadmap and governance for knowledge management systems and multi-agent AI systems within the Knowledge for Operations and the Media and Communications portfolios. The ICT Officer will define and articulate the AI strategy for the Knowledge for Operations and the Media and Communications portfolios, including how Agentic AI capabilities integrate with knowledge systems and business workflows. They will embed domain knowledge, tacit knowledge and policy nuance into AI prompts, workflows and reasoning chains, and ensure AI products reflect safeguards, programme policies and operational constraints. Responsibilities Own the product vision and roadmap for knowledge, collaboration and AI capabilities, aligned with the organization’s priorities. Translate complex knowledge and AI use cases into clear product features and prioritized backlogs, working with other Product Managers, architects and delivery teams. Define and validate high-value AI use cases within two business divisions to improve how users discover, synthesize and apply institutional knowledge. Partner with data, AI and platform teams to ensure responsible AI practices, including transparency, explainability and governance of AI outputs; lead user discovery and testing to ensure AI features reduce search time and improve decision quality. Lead product marketing for AI/Agentic AI solutions by defining value propositions, user stories and impact messaging; develop assets that explain agent capabilities, limitations and responsible use principles to operational audiences. Drive adoption and change management for AI features across POEM, intranet and external websites, including readiness assessments, training materials and user enablement plans; foster trust in AI-enabled workflows. Oversee the development team to define requirements for model selection (frontier/open source), retrieval sources, prompt orchestration, and multi-agent flows. Oversee the product team in safeguarding, designing, developing and maintaining relevant systems and modules to meet partner and stakeholder needs. Develop knowledge product health, utilization and operational impact KPIs that are measurable and aligned with business goals and user objectives. Ensure software delivery processes and tools follow the IOM Software Development Lifecycle and best practices, policies and frameworks. Manage vendor engagements to support product delivery and compliance. Manage and support the OMES portfolio, with emphasis on Drupal hosting, SharePoint and data collection solutions. Provide strategic oversight for Power Platform governance, adoption and support services. Perform other duties as assigned. Education Master’s degree in Computer Science, Business Administration, Information Technology, AI, Product Design, Engineering or related field with five years of relevant experience; or a University degree with seven years of relevant experience. Professional training or certification in Project Management or Product Management is a distinct advantage. Experience Experience in defining and executing an AI-driven product vision and roadmap, translating organizational knowledge and data strategies into scalable, user-centered AI solutions. Skills Understanding of software development processes and the ability to analyze product data to inform decisions. Ability to build positive relationships with stakeholders and collaborate effectively. Excellent written and verbal communication, including technical communication with both technical and non-technical audiences. Understanding of SDLC methodologies and AI product fundamentals (RAG architectures, LLM capabilities, data pipelines, and AI lifecycle from experimentation to production). Strong ownership, accountability and organizational skills to meet deadlines. Proficiency in English; knowledge of another UN language is an asset. Languages All staff are required to be fluent in one of IOM’s official languages (English, French, Spanish). For this position, fluency in English is required; working knowledge of another official UN language is an advantage. Language proficiency will be evaluated during the selection process.
