It's about being part of an organisation that puts people at the heart of all we do and provides opportunities to make a real difference by enhancing every life we touch. \n We currently have the following opportunity: \n Compliance Officer (General) - PKC13639 £42,721 - £46,944 Pullar House, Perth \n Perth & Kinross Council Property Services provide professional services for the development and maintenance of a significant portfolio of public buildings including secondary, primary and nursery schools, residential care homes, offices, day care facilities, civic buildings and other facilities. The Division brings together key functions including building management, design, construction and procurement to ensure safe, legally compliant and well-maintained environments. \n The Compliance Team manages a wide range of servicing and maintenance contracts to ensure statutory compliance and to assist in informing the Planned Maintenance programmes. We have an immediate need for a Compliance Officer to oversee our planned preventative maintenance contracts and to ensure compliance with applicable regulations and standards, including the Health & Safety Executives Approved Codes of Practice and Guidance, across the non-domestic property estate portfolio. \n This is a challenging and rewarding opportunity within a dynamic multi-disciplinary environment. \n Main Duties & Responsibilities: \n\n • Oversee our Planned Preventative and Reactive Maintenance Contracts for water management, swimming pools, water fountains, boiling taps and closomat WCs.\n, • Review L8 Risk Assessments, interpreting results and instructing appropriate remedial actions.\n, • Responsible for reviewing any monitoring or servicing reports and instructing any remedial action required. Consequently, practical experience of working on hot & cold water systems would be advantageous.\n, • Ensuring all statutory and servicing documentation is submitted accurately and within required timescales.\n, • Conduct audits of contractors to ensure they are fulfilling statutory duties, identifying non-conformities and reporting these to Responsible Person(s)/Duty Holders.\n, • Ensuring all monitoring, maintenance and remedial tasks are completed promptly, effectively and in accordance with statutory requirements.\n, • Develop and maintain an asset register of all water systems and associated devices, including up-to-date schematic diagrams.\n, • Support Responsible Person(s)/ Duty Holder in fulfilling their operational responsibilities for legionella control across the estate.\n, • Undertake root analysis into compliance related incidents or failures and identify any gaps in processes or training.\n, • Support ongoing improvements to the Council’s Water Management Policy and associated procedures.\n, • Assist in the procurement of competent contractors and risk assessors.\n, • Produce and maintain site-specific Written Scheme of Control in collaboration with site managers and Responsible Person(s).\n, • Provide compliance data, KPIs and reports to support operational planning and corporate reporting.\n, • To support with the management of other planned preventative disciplines as required.\n, • Direct experience working as or with a Responsible Person, ideally in a Contract/ Account Manager capacity.\n, • Substantial industry experience in water management systems within non-domestic buildings.\n, • Legionella Awareness Training.\n, • Direct experience and/or strong working knowledge of reviewing or undertaking L8 Legionella Risk Assessments, with the ability to interpret findings and determine appropriate remedial actions.\n, • Detailed knowledge of the legal and regulatory requirements.\n, • Attention to detail is a critical and non-negotiable requirement for success in this role.\n, • Comprehensive knowledge of mechanical systems in a Building Services environment (practical experience of working on hot & cold water systems would be advantageous).\n, • Strong planning and organisational skills, with a demonstrable ability to meet strict deadlines.\n, • Supervisory experience, including contractor and staff management.\n, • Proficiency in computer systems, including Microsoft Office and asset management software (e.g., CAFM systems).\n, • Responsible Person training\n, • P900 – Control of Legionella in Domestic Hot and Cold Water Systems or an equivalent accredited course (e.g. City & Guilds or Water Management Society)\n, • P901 – Management and Control of Building Hot & Cold Water Services or an equivalent accredited course (e.g. City & Guilds or Water Management Society)\n, • A generous annual leave package\n, • 6 days public holiday and an additional discretionary day\n, • Eligibility to join our pension scheme\n, • Family friendly and positive work/life balance policies such as Flexible Working, Maternity, Paternity & Adoption leave, time off for volunteering and our Wellbeing Framework\n, • Flexi time\n
