This support provides multi- disciplinary security support, including specialized analytical/program protection support, while being responsive and flexible to dynamic SAP security situations. The ISSM's primary function serves as a principal advisor on all matters, technical and otherwise, involving the security of information systems under their purview. Primary support will be working within Special Access Programs (SAPs) supporting Department of Defense (DoD) agencies, such as HQ Air Force, Office of the Secretary of Defense, and Military Compartment efforts. The position will provide "day-to-day" support for Collateral, Sensitive Compartmented Information (SCI) and Special Access Program (SAP) activities. Duties include the following: • Advise customer on Risk Management Framework (RMF) assessment and authorization issues., • Perform risk assessments and make recommendations to DoD agency customers., • Advise government program managers on security testing methodologies and processes., • Evaluate authorization documentation and provide written recommendations for authorization to government PMs., • Develop and maintain a formal Information Systems Security Program., • Ensure that all IAOs, network administrators, and other cyber security personnel receive the necessary technical and security training to carry out their duties., • Develop, review, endorse, and recommend action by the AO or DAO of system assessment documentation., • Ensure approved procedures are in place for clearing, sanitizing, and destroying various types of hardware and media., • Develop and execute security assessment plans that include verification that the features and assurances required for each protection level functioning., • Maintain a and/or applicable repository for all system authorization documentation and modifications., • Institute and implement a Configuration Control Board (CCB) charter., • Develop policies and procedures for responding to security incidents, to include investigating and reporting security violations and incidents., • Ensure proper protection or corrective measures have been taken when an incident or vulnerability has been discovered within a system., • Ensure that data ownership and responsibilities are established for each authorization boundary, to include accountability, access rights, and special handling requirements., • Ensure development and implementation of an information security education, training, and awareness program, to include attending, monitoring, and presenting local cyber security training., • Evaluate threats and vulnerabilities to ascertain whether additional safeguards are needed., • Assess changes in the system, its environment, and operational needs that could affect the authorization., • Ensure that authorization is accomplished a valid Authorization determination has been given for all authorization boundaries under your purview., • Review AIS assessment plans., • Coordinate with PSO or cognizant security official on approval of external information systems (e.g., guest systems, interconnected system with another organization)., • Conduct periodic assessments of the security posture of the authorization boundaries., • Ensure configuration management (CM) for security-relevant changes to software, hardware, and firmware and that they are properly documented., • Ensure periodic testing is conducted to evaluate the security posture of IS by employing various intrusion/attack detection and monitoring tools (shared responsibility with ISSOs)., • Ensure that system recovery and reconstitution processes developed and monitored to ensure that the authorization boundary can be recovered based on its availability level determination., • Ensure all authorization documentation is current and accessible to properly authorized individuals., • Ensure that system security requirements are addressed during all phases of the system life cycle., • Develop Assured File Transfers (AFT) on accordance with the JSIG., • Periodically review system security to accommodate changes to policy or technology., • Coordinate all technical security issues outside of area of expertise or responsibility with ISSE., • Provide expert research and analysis in support of expanding programs and area of responsibility as it pertains to cyber security and information technologies activities., • Establish and develop a self-inspection program within the organization Performance elements., • Provide leadership, mentoring, and quality assurance for Cyber Security and Information Technology team members., • Lead, cultivate and maintain productive working relationships with other DoD agencies managers, data stewards, and senior leadership to foster productive and positive cyber security profile., • Participate in the strategic planning and implementation of the Cyber Security Program., • Provide expert input to the formulation of cyber security policies based upon the Risk Management Framework (RMF) with emphasize on Joint Special Access Program Implementation Guide (JSIG) authorization process., • Master's degree and 10 years of related experience or 16 years of related experience without a degree., • Prior performance in roles such as ISSO or ISSM., • Must meet position and certification requirements outlined in DoD Directive 8570.01-M for Information Assurance Technician Level 3 or Information Assurance Manager Level 3 within 6 months of the date of hire., • Must having working knowledge of DoD, National and applicable service and agency security policy, manuals and standards., • Minimum of 2 years of SAP experience required. Apogee Research is seeking an experienced, highly motivated, and organized Contractor Program Security Officer (CPSO) with a demonstrated capability working within executive-level DoD multi-level security environments. The CPSO reports directly to the Director of Security and will also assist in managing Special Access Programs (SAPs) and provide expertise in a wide variety of security functions. The CPSO must have experience managing a variety of security functions and tasks such as Security Classification Guides (SCGs), Program Protection (P2) Plans, Transport Plans, and Test Plans; as well as supporting general security including personnel security, physical security, document control, visitor control, automated information security (AIS), and employee security training. The candidate must have a strong working knowledge of the NISPOM, DoD SAP Manuals, and all other security-related regulations and procedures. The CPSO will interface daily with government personnel regarding program security matters and requirements. CPSO will complete the PAR process, prepare for inspections, process visit requests, conduct security briefings, maintain access rosters, classified shipments, and IDS/access management systems, and perform other duties as assigned. Key Responsibilities • Manage Special Access Program (SAP) operations programs., • Create and maintain Program Protection (P2) Plans., • Brief Security Classification Guides (SCGs) and ensure accountability of documents., • Conduct Security briefings to include program level indoctrinations, annual refresher training, and other special event driven training., • Manage and administer all aspects of industrial security programs for multiple programs in compliance with the DoDM 5205.07 Special Access Program Security Manual, NISPOM, ICD’s and other applicable government security directives. Enforce compliance with ICD and DOD Manual policy for SCI and SAP management, • Ensure SAP and SCIF comply with ICD 705 requirements. Prepare packages for Accreditation and Authority to Operate (ATO) and ensure timely approval., • Develop, coordinate, maintain and execute Security Standard Operating Procedures for the SAPF/SCIF., • In-coordination with the government security team, conduct annual collateral, SCI and SAP self-inspections utilizing the government provided self-inspection checklists for the facility. Upon completion, the contractor shall develop and provide the government security team for approval corrective action plans to address each deficiency., • Assist in preparation, review, coordination, execution of OPSEC and Transportation security plans as required., • Review and generate DD Form 254s and provide guidance of flow down security requirements., • Conduct security inquiries, identify suspected security infractions and violations, develop reports, and make recommendations to the government security team for corrective action(s)., • Maintain Information Management System for classified documentation; ensure document tracking and control and accountability; maintain reproduction and destruction capabilities., • Manage safeguarding, control and record keeping of classified information., • Prepare processes and procedures for creating, handling, and storing classified material., • Prepare documents for secure transmission (marking, faxing, wrapping, and mailing)., • Respond to alarms and other emergencies after business hours and/or nights/weekends., • Assist ISSM and ISSO with maintenance and monitoring of classified information systems., • Prepare and maintain Program Protection (P2) Plans, Security Classification Guides (SCGs) and Transportation Plans. Requirements for Position • Must have active TS clearance and be SCI Eligible at time of appointment, • Bachelor’s Degree and 4+ years related as an FSO or security specialist (additional experience is considered in lieu of degree)., • Full-Time, In-Person, • Possesses thorough knowledge of the government clearance process and experience with JADE, NISS, DISS and E-QIP., • Experience in Personnel and Information Security, document, and visitor control, and working in an SCI and/or SAP environment., • Self-starter, highly motivated, able to multi-task and meet tight deadlines. A strong candidate must have the ability to work well under pressure and deal with changing priorities., • Must have excellent work habits, including a willingness to work the hours necessary to get the job done., • Excellent communication skills (oral and written), ability to work in team environment, and must work well with others., • Effective problem - solving and mediation skills., • Proven ability to cope with conflict, stress and crisis situations. Strongly Preferred • Successful completion of SAP (Special Access Programs) training courses within one month of employment., • Experience in industrial security and an in-depth knowledge of the NISPOM and keep abreast of ever-changing industrial security regulations, • Experience working with the DoD community. Experience working with DARPA and Department of Air Force is highly desirable., • Experience with reviewing contracts at all levels (from proposal to close out) to identify security requirements and then assure compliance is desired.
