Consulting for Human Services (CFHS) is conducting this executive search on behalf of CPC Integrated Health. This is a full-time executive leadership position with CPC Integrated Health; CFHS is serving as the search partner and will manage initial candidate screening. \n \n About the Role \n CPC Integrated Health is seeking a Chief Operating Officer, Clinical Operations to provide visionary, strategic, operational, financial, and cultural leadership for a multi-site Certified Community Behavioral Health Clinic (CCBHC) and community-based integrated healthcare organization serving children, adolescents, adults, and families. \n \n The COO holds overall responsibility for the development, implementation, and supervision of CPC's clinical staff and programs, ensuring alignment with CPC's mission, policies, procedures, regulatory requirements, and standards of care. As a member of the executive staff, this leader participates in agency-wide planning, budgeting, and policy setting and translates agency decisions into action across Clinical Operations. \n \n Scope of Operations \n The role supports a broad continuum of behavioral health, substance use, crisis response, special education, care management, peer support, and whole-health services. Programs include Outpatient, ARS, PACT, ICMS, Adult Services, CMRSS, After School PH, EAP, Residential Homes, TCH, and HP Schools. \n \n Key Responsibilities \n\n • Provide executive leadership for clinical operations, translating agency strategy, policy, and budget decisions into accountable execution across programs.\n, • Establish and uphold clinical treatment standards, regulatory compliance expectations, staff development priorities, and CPC requirements related to privileging, HIPAA, and corporate compliance.\n, • Lead, organize, and develop an 8-10 person direct-report structure, including managers and senior operational leaders; set clear expectations and provide meaningful performance feedback.\n, • Oversee outpatient, crisis response, school-based, care management, peer support, residential, and other community-based operations, including 24/7 mobile crisis response systems for youth and adults.\n, • Oversee a state-approved special education school serving students ages 5-21 with significant emotional, behavioral, psychiatric, developmental, and educational needs.\n, • Ensure fidelity to CCBHC standards, integrated whole-health care models, trauma-informed care, culturally responsive practice, ethical care, and evidence-informed service delivery.\n, • Partner across Administration, Human Resources, Quality Management, and other departments to ensure programs meet clinical, operational, workforce, and regulatory standards.\n, • Own program and cost-center budgeting, monitor financial performance, execute approved agreements and contracts, and align staffing capacity and workloads with client demand.\n, • Use data analytics and performance metrics to monitor program outcomes, compliance, productivity, and organizational performance and to drive continuous quality improvement.\n, • Represent CPC in external meetings, negotiations, and communications with professional and governmental agencies, community groups, clients, and other stakeholders.\n, • Translate complex analyses and recommendations for executive and board-level audiences and build strong relationships across internal and external stakeholders.\n, • Support fund development, grants, and related compliance requirements across the Division's funding portfolio.\n, • Lead organizational change, build consensus, and translate strategy into actionable plans as CPC grows and evolves.\n, • Promote responsible innovation, including thoughtful integration of AI and emerging technologies where they improve organizational performance and client care.\n\n \n What Success Requires \n\n • A genuine, mission-driven commitment to client care as the top priority in decision-making.\n, • A credible clinical voice at the executive level, with the ability to ensure frontline realities and client-care considerations are represented in agency-wide decisions.\n, • Strong executive judgment, follow-through, discretion, communication, relationship-building, team-building, and conflict-resolution skills.\n, • The ability to manage complexity across multi-site operations, people, quality, compliance, finance, and organizational change.\n\n \n Must-Have Qualifications \n\n • Master's degree in Social Work, Psychology, Counseling, or a related clinical field.\n, • Current independent/terminal clinical license in a behavioral health discipline - such as LCSW, LPC, Licensed Psychologist, LMFT, or equivalent.\n, • 15+ years of experience overseeing complex operations, including multi-site operations, workforce management, regulatory compliance, and/or financial stewardship.\n, • 5+ years of supervisory/managerial experience within behavioral health or community-based programs.\n, • Senior leadership/administrative experience with strong knowledge of CCBHC standards, Medicaid funding, integrated care models, and community-based systems of care.\n\n \n Preferred Qualifications / Experience \n\n • Licensed clinician with community-based program experience.\n, • Recent direct client contact that supports an active frontline clinical perspective.\n, • Additional administrative responsibility with scope comparable to CPC's multi-site clinical operations.\n, • Experience supervising and administering complex service lines such as outpatient, PACT/ICMS, adult services, school-based programs, residential services, crisis response, and related community-based programs.\n, • Experience presenting complex analyses, insights, and recommendations to C-suite and board-level stakeholders.\n\n \n Position Logistics \n\n • Full-time executive role reporting to the President & CEO.\n, • Primary location: Eatontown, NJ;
