Job Description The Community Service Society (CSS) is an independent, not-for-profit organization that has been at the forefront of public policy innovations that support low-income New Yorkers for 175 years. CSS’s Health Initiatives Department runs a number of statewide programs that help New Yorkers find and use their health insurance or otherwise access health care, including: the CSS Navigator Network (CNN); Community Health Advocates (CHA); Community Health Access for Addiction and Mental Healthcare Project (CHAMP); the Independent Consumer Advocacy Network (ICAN); the Managed Care Consumer Assistance Program (MCCAP); the NY State Office of the Aging (SOFA) program; and the Facilitated Enrollment for the Aged Blind and Disabled program (FE-ABD). These services are free for New York health care consumers and small businesses. It also coordinates the Health Care for All New York Campaign (HCFANY), a coalition of 170 groups dedicated to securing quality, affordable coverage for all New Yorkers. CSS seeks a highly organized mission-driven Senior Program Administrative Specialist consistent with the following description. Job Description: • Provide administrative support for the CHA, MCCAP and SOFA Programs, including handling scheduling, data entry and invoicing matters., • Provide administrative support for the day-to-day functioning of the Programs, including the CHA Supervising Attorney, the CHA Program Manager and the MCCAP Program Manager., • Provide initial intake and screening of callers to the CHA telephone helpline clients as needed., • Provide limited follow-up assistance, scheduling support and document collection assistance to CHA consumers., • Initiate the document-gathering process for Medicaid Managed Care enrollees submitting written internal appeals., • Assist with administrative aspects of volunteer and intern recruitment and onboarding., • Track and follow up on pending Medicaid Managed Care Internal Appeals documentation to ensure timely responses and compliance with appeal deadlines., • Assist with obtaining and saving documents for CHA appeals for Medicaid enrollees, • Assist with program trainings, meetings, materials, contact lists, and document production., • Bachelor’s degree required., • Oral and written fluency in Spanish is required., • Ability to work independently in a fast-paced environment, • Excellent organizational, written and oral communications skills required., • Experience working in nonprofit, mission-driven, or public policy agencies strongly preferred., • Intermediate to advanced competency in Microsoft Word, Excel, Zoom, Teams, and PowerPoint required., • Experience with Salesforce (or other databases) and/or Wordpress a plus., • Excellent customer service and telephone communication skills., • Demonstrated administrative and budgetary skills required., • Ability to work independently and manage time well to meet deadlines. Position Summary The Accounts Receivable & Payroll Specialist manages the invoicing and reconciliation of all incoming revenue streams, including earned income, grants, and donations. The role also supports payroll processing and allocation, ensuring payroll expenses are accurately recorded and aligned with internal controls, cost centers, and reporting needs. The role is approximately 80% accounts receivable and 20% payroll support, requiring both technical accounting skills and strong coordination across departments. Key Responsibilities Accounts Receivable (≈ 80%) • Prepare and issue invoices for earned income streams including Language Center tuition, room rentals, cultural programming, sponsorships, and special events., • Monitor and reconcile incoming payments from a variety of platforms such as Stripe, TicketTailor, ActiveNet, and others, ensuring that all deposits are accurately reflected in the general ledger., • Maintain an accurate and up-to-date AR ledger, tracking outstanding receivables, credit memos, and customer balances., • Apply payments to open invoices in QuickBooks Online (QBO), ensuring correct GL accounts, classes, and donor/funding source tags., • Collaborate with Development and Program teams to support timely and accurate revenue recognition, including tracking of restricted gifts and conditional funding (e.g., grants with deliverables)., • Generate and maintain aging reports, identify past-due accounts, and initiate follow-ups with internal stakeholders or external clients as needed., • Coordinate with external partners and vendors for billing and payment resolution (e.g., schools, corporations, or event partners)., • Support monthly and year-end closing processes by ensuring that revenue entries are complete, reconciled, and supported by documentation., • Provide audit support related to revenue, grants, and receivables, including generation of backup reports and transaction histories., • Ensure compliance with internal financial policies and external regulatory standards related to revenue recognition, grant reporting, and donation tracking.Payroll Processing & Support (≈ 20%), • Prepare, review, and submit biweekly payroll in ADP Workforce Now, ensuring accurate entry of hours, salaries, bonuses, deductions, and adjustments., • Coordinate with HR on changes related to new hires, terminations, pay updates, and benefits enrollment., • Manage off-cycle payroll runs and ensure proper documentation and approval prior to submission., • Import and reconcile payroll journal entries into QuickBooks Online (QBO), verifying GL coding and class/cost center allocations., • Reconcile payroll liabilities and net pay accounts post-payroll., • Identify and flag discrepancies in payroll distributions and coordinate resolution with the Controller., • Assist in preparing payroll-related audit documentation and supporting grant-specific reporting.The job description above is not an exhaustive list of duties.
