PHS administers WholeYouNYC, a coordinated community resource network that builds trustworthy and reliable pathways between healthcare providers, health plans and CBOs providing critical resources in the community that address the social drivers of health. WholeYouNYC brings together over 200 organizations offering various programs – such as food, housing, employment, health insurance, and sexual health services – across all five boroughs. These services and programs make it possible for New Yorkers to live their healthiest lives and ultimately reduce health disparities and advance health equity. To date, our network has already impacted thousands of lives through community partnerships and referrals, generating millions in estimated healthcare savings. New York State (NYS) invested $500M statewide to support Social Care Network (SCN) lead entities responsible for integrating social care into the Medicaid program across the state. PHS’ WholeYouNYC was awarded the Social Care Network infrastructure grant for Brooklyn, Queens, and Manhattan. This is a grant-funded position ending March 31, 2027. Position Summary: We seek an experienced Data Analyst-Operations. The ideal candidate will: • Be a compelling data storyteller., • Be comfortable presenting to and engaging with various stakeholders (i.e., both written and verbal)., • Be adept at helping others, at varying levels of data literacy, to optimize data tracking methods and understand data to support decision-making and fulfill program needs and objectives., • Have experience building reports and/or dashboards in Microsoft Excel and Power BI., • Be familiar with social care coordination and/or working with Managed Care Organization (MCO) datasets and other claims data., • Be comfortable analyzing and interpreting results from datasets with varying structures and levels of cleanliness in Microsoft Excel, R, STATA, or Python., • Be comfortable supporting continuous quality improvement projects through planning, implementation, and monitoring. Specifically, the Data Analyst-Operations will: • Work with teams to ensure quality of metrics and alignment with program objectives, New York State requirements, and organizational needs and objectives., • Use and visualize data to proactively identify program and/or data quality issues, develop programmatic solutions, and implement those solutions., • Extract and analyze data from the data warehouse, and other data sources, to develop ad hoc reports and dashboards, providing actionable insights that enable Social Care Network leadership to make data-informed decisions and drive targeted interventions., • Review, manipulate, and extract billing data to develop detailed cost and revenue reports, delivering insights that support understanding of network financial performance and drive strategic revenue optimization., • Support teams with data management, data cleaning, data analysis, and data visualization in order to carry out day-to-day monitoring and quality improvement., • Support training and capacity building efforts both internally and to Social Care Network partners., • Participate in team and stakeholder meetings, as needed. Qualifications and Experience: • Bachelor’s degree; 2-5 years’ experience., • Experience visualizing and communicating data so that it is easily understood by a variety of stakeholders., • Experience telling stories with data, in written and/or oral communication., • Experience working with claims data and medical billing., • Experience using data to identify issues and develop recommendations., • Experience effectively collaborating with interdepartmental teams. Desired Skills: • Proficient with Microsoft Excel (specifically: PowerQuery, LOOKUP functions and PivotTables) and Microsoft PowerBI., • Fluency conducting data analysis using Microsoft Excel, R, STATA, or Python. Reports to: Director, Quality and Evaluation. Direct Reports: The position has no direct reports.
