Job Description The Company Founded in 1927 as a division of Pan American World Airways, Avports is an experienced and trusted airport manager and operator. Today, the company operates with over 650 staff (of which approximately 300 are unionized) at 14+ airports across the US and the Caribbean, with that number slated to grow to 800 during the next year with the addition of new airport projects. Avports has historically managed and operated a portfolio of airport operations and maintenance (O&M) and public-private partnership (P3/PPP) contracts at more than 30 US airports. These airports have diverse operations, encompassing commercial and general aviation airports, passenger terminals, joint-use airports, heliports, NASA facilities, and spaceports. The company is working to integrate electric aviation, hydrogen fuel cells, and zero-emission decarbonization concepts in existing airport environments. Westchester County Airport (HPN) Westchester County Airport, located at 240 Airport Rd, West Harrison, NY 10604, five miles east of White Plains and about 30 miles north of Manhattan. It has been operating as a public-use airport since 1945, and offers a diverse mixture of commercial, business and private aviation services. Responding to the needs of its surrounding communities and its unique location, the airport has been a pioneer in the management of its environmental impacts caused by aviation operations. Job Summary With oversight, responsible for overseeing all airport facilities and infrastructure maintenance activities, ensuring regulatory compliance, operational efficiency, and safety. Under general direction, this position is responsible for supervising Airport Operations Coordinators and ensuring the safe, secure, and efficient operation of the airport in compliance with FAA Part 139, TSA regulations, and airport policies. The role provides direct oversight of daily airside and landside operations, emergency response, airfield inspections, and snow and ice control activities. Serve as the airport’s operational representative during assigned shifts, coordinating with internal departments, tenants, contractors, and emergency responders. Requires strong leadership, regulatory knowledge, and the ability to manage complex operational situations in a dynamic airfield environment. Regular, full-time essential services position reports to the Airside Operations Manager and classified as a public safety operational role requiring shift work. Mandatory background screening, ongoing training eligibility, and onsite presence at the airport required. Essential Job Functions • Supervise and direct Airport Operations Coordinators in the performance of daily operational duties., • Ensure compliance with FAA Part 139, Airport Certification Manual (ACM), TSA regulations (49 CFR Part 1542), and Airport Rules and Regulations., • Serve as the Airport’s operational lead on an assigned shift, ensuring safe and efficient airside and landside operations., • Provide Aircraft Rescue and Fire Fighting (ARFF) response to aircraft emergencies and establish incident command until relieved by mutual aid responders., • Oversee and ensure proper execution of the airport snow and ice control plan, including both airside and landside operations., • Conduct and oversee required airfield inspections and ensure discrepancies are identified, reported, and corrected in a timely manner., • Issue and oversee Notices to Air Missions (NOTAMs) and ensure accuracy of airfield condition reporting., • Ensure accurate dissemination and recording of aviation weather observations (METARs)., • Coordinate airside and landside construction and maintenance activities to ensure operational safety and minimal disruption., • Respond to and coordinate medical emergencies with airport police and mutual aid EMS., • Oversee contract service providers and coordinate activities with Airport Administration., • Conduct airside and landside inspections to ensure tenants and concessionaire compliance with their respective facility and/or operating agreements in coordination with Airport Administration, • Support security operations, including compliance with the Airport Security Program (ASP) and issuance of security credentials as needed., • Ensure compliance with the Airport Environmental Management System (AEMS)., • Assist in training, mentoring, and development of operations and maintenance personnel., • Maintain effective communication and working relationships with airport tenants, airlines, and stakeholders., • Ensure compliance with applicable labor agreements., • Demonstrate thorough knowledge of FAA Part 139 requirements and airfield safety standards., • Exhibit strong leadership and supervisory skills in a 24/7 operational environment., • Maintain situational awareness and make sound decisions during emergencies and irregular operations., • Communicate effectively with pilots, tenants, emergency responders, and airport stakeholders., • Ensure accurate and timely reporting of NOTAMs, weather observations, and operational logs., • Coordinate multiple operational activities, including construction, maintenance, and emergency response., • Enforce safety, security, and regulatory compliance across all airport operations. Education & Experience • Minimum: Bachelor’s degree in aviation management or a related field, • Must be at least 18 years of age, • Must be a U.S. citizen or lawful permanent resident, • Valid New York State motor vehicle operator’s license required with acceptable driving record to support equipment needs, • Successful completion of FAA Part 139 ARFF live-fire training within 90 days of hire, • Completion of Airport Wildlife Hazard Management Program training within 90 days of hire, • Obtain and maintain FAA Aviation Surface Weather Observing (ASWO) Certificate of Authority (METAR) within 90 days of hire, • Possess and maintain a valid Commercial Driver’s License (CDL), Class B, suitable for operating airport vehicles, • Ability to complete and maintain required OSHA fire brigade physical examinations, • Must successfully pass TSA background screening and security clearance, • Knowledge of FAA Part 139 regulations and compliance requirements, • Knowledge of TSA security requirements and Airport Security Programs, • Ability to understand and carry out written and verbal instructions, • Ability to operate ARFF and snow removal equipment, • Experience with NOTAM issuance and METAR weather reporting, • Working knowledge of airport construction safety and phasing requirements, • Work independently with minimal supervision while communicating effectively with operations and maintenance teams to support safe and efficient airport operations., • Must be authorized to work in the United States without sponsorship, • Must comply with airport badging, access, and security requirements Physical Requirements • Regularly required to stand, walk, climb, stoop, kneel, crouch, crawl, reach, and balance, • Regular lifting and movement of objects exceeding 50 pounds, • Vision requirements include distance vision, peripheral vision, depth perception, and focus adjustment, • Ability to work indoors and outdoors in varying weather conditions, • Regularly exposed to extreme weather conditions (heat, cold, snow, rain, and wind), high noise levels, jet blast, moving aircraft, vehicles, and heavy equipment., • High attention to detail and focus on quality, • Highest levels of integrity and professionalism, • Ability to work effectively under stress and with limited resources, • Strong interpersonal skills and emotional intelligence, • Ability to lead and facilitate teamwork during emergency incidents The Company complies with the Americans with Disabilities Act (ADA), as amended by the ADA Amendments Act, and all applicable state or local law.
