Job Description Human Resources & Risk Management Specialist Position Summary: Reports to the Human Resources & Risk Manager. Provides professional administrative assistance and moderately complex, specialized support for human resources and risk management operations. Responsibilities include recruitment, onboarding, benefits administration, personnel records management, employee support, processing personnel changes, workers’ compensation and general insurance claims, and maintenance of certificates of insurance and safety standards. Key Duties and Responsibilities: Key Duties and Responsibilities: • Program Administration Support: Coordinates, assists with, and supports the administration of specific Human Resources and Risk Management programs, projects, and activities. Areas of focus include recruitment, employee management, benefits, risk administration, and leaves/accommodation administration., • Recruitment and Selection: Coordinates comprehensive recruitment activities, including preparing and posting job announcements, screening applicants, and scheduling interviews. Oversees the testing process, conducts background and reference checks, prepares offer letters, and facilitates the on-boarding and orientation of new hires., • Employment Administration: Processes all personnel actions, including new hires, promotions, leaves of absence, terminations, resignations, and retirements., • Benefits Administration: Supports the administration of multi-tiered employee benefits programs, including retirement, disability, medical, dental, and vision plans. Coordinates benefit deductions and salary changes with payroll and assists with the annual open enrollment process., • Risk Management & Insurance: Supports the administration of the workers’ compensation program and assists the Human Resources & Risk Manager in maintaining comprehensive insurance for Housing Authority and affiliated properties. This includes property, casualty, general liability, cyber, and builders’ risk contracts., • Professional Development: Assists with the implementation of employee training and professional development programs to support organizational health., • Compliance & Safety Standards: Assists with the establishment and maintenance of safety standards and updates asset valuation records for insurance purposes., • Document Management & Reporting: Composes, edits, and proofreads HR and Risk Management documents, including memos, financial reports, and correspondence. Collects and compiles data to prepare or assist in technical report preparation., • Temporary Staffing Coordination: Liaises with temporary agencies and supervisors to coordinate the placement of temporary workers for short-term assignments., • Records & Policy Integrity: Manages and maintains personnel records in both electronic and hard copy formats. Ensures all Personnel Regulations, departmental SOPs, and Policies & Procedures Manuals remain updated and accurate., • Associate’s degree or higher in a related field required; Bachelor’s degree preferred, • Minimum of three (3) years of responsible administrative and clerical experience, including customer service, • Minimum of one (1) year of human resources and/or risk management experience, • Education and experience may be substituted on a year-for-year basis, • Knowledge of HR and risk management best practices preferred, • Previous government or nonprofit experience preferred, • Strong organizational and communication skills The Housing Authority of Columbus, Georgia (HACG) offers a comprehensive benefits package designed to support the financial, physical, and mental well-being of our team. Paid Time Off (PTO) • Vacation Leave: Accrual begins upon hire, with eligibility to use leave after six months. Tenure-based accruals include scaling up to 25 days per year., • Sick Leave: Employees accrue 13 days of sick leave per year, usable after 90 days of service for personal or immediate family care.
