Completes all related reports as required. \n • Creates and supervises the development of construction including standard boiler plate for bid specifications, contracts, notices to proceed, change orders, time extensions, stop work orders, and contract settlement documents. \n • Confers with federal, state, and local officials related to plans, construction proposals, financing and budgets, providing information and briefing to the Board of Commissioners, planning commissions, advisory boards, and other official groups as necessary. \n • Provides oversight, physical and financial evaluation of land and properties, obtains information and analyzes land use, including ownership, zoning, compliance with master plans, special use permit requirements, environmental problems, utility availability, and compiles required documents and applications. \n • Evaluates the effectiveness of projects under development and issues instructions governing their progress as needed. \n • Pursue prospective tenants for leasing of available commercial space and other non-housing project components and negotiate letters of intent and lease agreements to ensure achievement of stated development and investment goals. \n • Keeps up to date on new developments in urban planning, project management, affordable, low-income, and public housing field. \n • Leads and participates in the preparation of written information and instructional material for current and future Newark Housing Authority development and rehabilitation projects. \n • Responsible for real estate development projects from inception to completion. \n • Responsible for securing permanent financing for projects such as FHA loans, conventional mortgages and construction loans. \n • Review all proposals from investors and lenders to ensure project financing is structured in the best interest of the Authority. \n • Responsible for all required due diligence associated with real estate transactions. \n • Work with representatives from financial institutions, investors and government agencies to ensure timely closings of real estate transactions. \n • Oversee the Authority’s conversion from HUD’s Low-Income Public Housing properties to other more sustainable platforms. \n • Work with the Authority’s legal, architectural, financial and accounting firms throughout real estate transactions. \n • Ensure compliance with investors, HUD, NHA and other government agency reporting requirements and regulations. \n • Attend Owner Architect and Contractor (OAC) weekly meetings for properties under construction to ensure project remains on time and on budget. \n • Create marketing and management plans for projects. \n • Identify new real estate development opportunities and financing options. \n • Work with Occupancy Department and Asset Management on lease-up efforts and tenant eligibility to ensure timely delivery of tax credits. \n • Represent the Authority when meeting with outside agencies for funding opportunities. \n • Serve on procurement evaluation committees. \n • Perform routine supervisory duties including performance evaluation and maintaining discipline. \n • Performs all duties in accordance with Authority policies. \n \n QUALIFICATIONS \n • Extensive knowledge of applicable national, state and local rules, regulations, statutes, policies and procedures regarding Low-Income Housing, or other housing type as determined by the department at the time of job posting. \n • Extensive knowledge of operating policies and procedures of the Low-Income Public Housing Primary Function: The Construction Inspection Manager is a proven team leader in the construction field and has over 15 years of experience in Civil and Infrastructure construction projects. The individual’s experience should be in overseeing and managing both projects and a team of construction inspectors including contract administration services. This position is a supervisory and construction management role and will be directly responsible for all construction operations for the Secaucus Regional Office. This individual will manage and supervise a staff of construction inspectors and will collaborate with engineering project managers and administrative staff. This position will report directly to the Regional Manager. Supervised staff shall be responsible for successful inspection and contract administration of a diverse variety of projects. Such projects shall include the rehabilitation and replacement of municipal roads, underground utilities (drainage, sanitary sewer systems, combined sewer systems, potable water systems), park and recreational facilities, private land development. This individual will also collaborate with other company inspection managers for occasional overlap with water/wastewater projects and vertical/building projects. On our students' paths to and through college, nationally recognized competitive programs provide an edge for college admissions, but also for college persistence. During build season, the coach will work with students for several hours after school and on weekends to prepare for competition. Candidates who competed in FRC while in high school are preferred. Responsibilities: Preparation & Practice Time: Up to 2 hours per week preparing for Projects, competitions, and after school practices.
