Position: Manager of Young Services - Pat’s Place & Pete’s Place General Description: The Manager of Youth Services – Pat’s Place & Pete’s Place is responsible for the development and oversight of our Young Adult Transitional Supportive Housing Program (Pat’s Place), serving homeless and unstably housed youth between ages 18 through 25, as well as Pete’s Place Drop-In Center, which provides low-barrier access to basic needs, crisis intervention, case management, and community connection for youth and young adults ages 16–24. Both programs are grounded in Positive Youth Development (PYD) principles, along with trauma-informed and harm reduction practices, to support a holistic health service approach that addresses spiritual, mental, physical, and emotional well-being. The Manager will be responsible for hiring, recruiting, and training program staff, recruiting and screening eligible participants, and developing program policies and procedures that incorporate best practices and comply with pertinent regulations and funding requirements. The Manager will build community partnerships, participate on local committees, and engage in community networking and planning activities to enhance both programs and promote effective coordination of services and resources impacting the client target population. The Manager will ensure ample opportunities for the participation of those with lived experience in decisions that affect their lives. Principal Duties: • Provide leadership in designing Pat’s Place and Pete’s Place in a manner that addresses the developmental needs of young adults, integrates best practices, and incorporates input of those with lived experience., • Develop and maintain program policies and procedures that adhere to HRH’s agency-wide standards, laws, and requirements of pertinent regulatory bodies and funders., • Develop and manage a staffing schedule that maximizes personnel funding to ensure an adequate level of program staffing is maintained 24/7 for Pat’s Place and sufficient coverage during operating hours of Pete’s Place., • Recruit, hire, train, and supervise program staff in accordance with HRH procedures and relevant regulations. Involvement of young adults with lived experience in selection of staff is encouraged., • Develop and facilitate staff training and track staff development plans, with a focus on trauma-informed care, crisis de-escalation, harm reduction, and strengths-based youth engagement., • Ensure each young adult has a sense of safety, structure, belonging, membership, self-worth, social contribution, independence, and control over their life, as well as skills to develop plans for the future, set goals, make decisions, and foster healthy interpersonal relationships., • Prepare appraisals evaluating the job performance of direct report staff and volunteers on an annual or as-needed basis., • Facilitate regular program staff meetings and provide individual supervisory meetings or check-ins with direct report staff., • Develop and facilitate on-call emergency protocols that provide staff access to needed support., • Work in conjunction with the Director of HR to maintain confidential employee files that include required documentation., • Prepare and/or oversee the completion of reports, including compiling and analyzing high-quality data and tracking progress toward Program outcomes, ensuring grant compliance with all federal, state, county, and private grants., • Maintain familiarity with the program budget, approve allowable expenditures, and communicate budgetary needs to supervisor., • Act as a liaison to funding sources and regulatory agencies, serving as the point person for programmatic site visits and ensuring program quality and continuation., • Maintain current knowledge of pertinent regulations, research, and best practices., • Attend HRH staff meetings, care management meetings, supervision meetings, and trainings as requested by the Director of Resident Services., • Assist with development of program educational and public relations materials; conduct community outreach and public speaking as requested., • Provide direct services as necessary, support staff with challenging cases, and respond to emergency situations, including crisis intervention at Pete’s Place., • Ensure that Pete’s Place provides youth with access to basic needs (food, clothing, hygiene supplies), a safe and welcoming space, referrals, and opportunities for leadership and community engagement. Experience: A minimum of five years’ experience working with adolescents or young adults and their families, with at least three years of supervisory experience; residential setting preferred. Must have in-depth knowledge of human services agencies, legal issues, PYD principles, and the unique developmental needs of young adults facing homelessness. Must adhere to high ethical standards and have personal characteristics and qualities necessary to serve as a positive role model for both staff and participants. Must have the interest and capacity to engage and effectively work with unstably housed young adults, their families, and the community stakeholders that impact their lives. Must have excellent organizational skills, as well as strong written and verbal communication skills. Must exhibit overall computer proficiency and demonstrate capacity to use MS Word, Excel, and Google Suite. Experience in drop-in center or community-based youth service settings is strongly preferred. Education: Minimum of a Bachelor’s degree in Human Services, Social Work or Psychology, Master’s degree in Social Work, Psychology or Human Services preferred. Licensing/Certification Requirements: LMSW/LMHC preferred. Valid driver’s license required Physical Demands: Must be able to climb multiple sets of stairs and lift 15lbs.
