Job Description Background: Forestdale is a NYC child welfare agency with an annual operating budget of $46m working to prevent child abuse/neglect through parenting, prevention, and foster care services, focusing on low-income and immigrant communities in NYC. Forestdale operates out of three offices to better serve the families of Queens and Brooklyn. Forestdale’s mission is “to ensure that children and families have the fundamental assets they need to thrive and live independently.” Job Summary The Budgeting, Billing & Financial Planning & Analysis (FP&A) Manager is a finance professional responsible for managing the agency’s budgets as well as for the accurate preparation, submission, and reconciliation of all government contract claims. This includes compliance with city and state (and potentially federal) reimbursement requirements, revenue recognition, and support for audit readiness. This position is responsible for developing and monitoring contract and program budgets throughout the year, preparing and submitting monthly government reimbursement claims, and conducting financial analysis to support organizational sustainability. The role serves as a financial partner between Program, Development and Finance leadership - ensuring that spending aligns with budgets and that all allowable costs are fully captured in monthly claims. Major Responsibilities/Activities • Prepare monthly budget vs actual reports, ensuring spending is aligned with funder requirements and approved budgets, highlighting trends, risks, and opportunities., • Develop financial dashboards to track key indicators., • Prepare and submit monthly reimbursement claims to NYC and NYS funding agencies (e.g., ACS, DYCD, etc.)., • Track and reconcile billed vs. collected revenue on a contract-by-contract basis., • Maintain detailed billing schedules aligned with contract budgets and allowable cost categories., • Prepare and submit budget modifications to government funders to maximize reimbursements and keep track of agency budget changes., • Partner with Program and CFO to align budget, spending, billing and reimbursements., • Analyze variances between budgeted and billed amounts and investigate discrepancies., • Partner with Finance staff to ensure accurate cost allocations across programs and contracts., • Support financial reporting to funders and auditors; maintain accurate documentation., • Monitor grant periods, billing deadlines, and renewal timelines., • Assist in forecasting government receivables and cash flow., • Provide FP&A support to the CFO and senior leadership, including cash flow modeling and projections., • Work with Development and Program teams to develop grant and contract budgets, as needed., • Support compliance with government reimbursement requirements by aligning budget structure with contract billing categories., • Bachelor's degree in accounting, finance, or related field (Master’s a plus)., • 3–5 years of experience in nonprofit billing, preferably with NYC/NYS agencies., • Experience with NYC/NYS government contracts and cost-reimbursement invoicing., • Experience with Sage Intacct & PASSPort, preferred., • Detail-oriented with very strong Excel skills., • Strong interpersonal and problem-solving skills., • Familiarity with generally accepted accounting principles & non-profit accounting standards., • Experience with budget preparation and financial management and reports.
