Job Description Summary The Human Resources Manager for Benicia is responsible for leading and supporting the core functions port operations, including talent management, employee relations, benefits administration, compliance, and policy implementation. This role partners closely with port leadership and corporate stakeholders to ensure consistent application of HR practices that support operational effectiveness, regulatory compliance, and organizational objectives. Essential Functions Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions. • Coordinates and supports HR activities across assigned port locations in alignment with corporate HR strategy., • Participate in the development and execution of departmental goals, objectives, and HR systems., • Manages labor relations with represented employees and addresses employee relations matters., • Works closely with Safety to address site safety concerns and support injury prevention efforts., • Provides guidance and support managers, and leaders on complex, sensitive, or specialized HR matters, including reasonable accommodation, employee relations issues, investigations, and terminations., • Partners with leadership to support workforce planning, recruiting, retention, and succession planning initiatives., • Administers and promotes employee benefit programs, including retirement, medical, dental, vision, life insurance, disability, leave, and wellness programs., • Maintains compliance with applicable benefits-related regulations, including ACA requirements., • Monitors and evaluates the performance management process and recommends improvements as needed., • Develops, recommends, and implements HR policies and procedures; assists with maintaining and updating the employee handbook., • Ensures timely completion of all required California state and local employment reporting., • Conducts or coordinates employee complaint investigations and documents findings in accordance with company policy., • Partners with the Corporate Safety Manager, port leadership, and HR staff regarding workers’ compensation matters., • Disseminates corporate HR policies and communications to port locations and ensures consistent application., • Evaluates HR programs, initiatives, and outcomes against established goals and recommends continuous improvements., • Maintains compliance with all federal, state, and local employment laws and regulations and ensures HR practices align with best practices., • Stays current on HR trends, regulatory changes, and emerging practices in human resources and employment law., • Performs other duties as assigned. Supervisory Responsibility None. Work Environment This position operates in a port-based professional office environment and routinely uses standard office equipment. Physical Demands While performing the duties of this job, the employee is occasionally required to stand, walk, sit, use hands to handle or feel objects, reach with hands and arms, climb stairs, and communicate verbally. The employee may occasionally lift or move office materials weighing up to 20 pounds. Position Type This is a full-time, on-site position. Standard work hours are Monday through Friday. This role may require extended hours, or occasional weekend work based on business needs. Travel Travel is primarily local during the business day, with occasional out-of-area or overnight travel as required. Required Education and Experience • Bachelor’s degree and five (5) years of progressive human resources experience, • SHRM Certified Professional (SHRM-CP) or Professional in Human Resources (PHR) certification required (Willingness to Obtain in First Year) Additional Qualifications • Ability to maintain professional certifications and continuing education requirements Work Authorization • Must be able to obtain a TWIC (Transportation Worker Identification Credential) badge Other Duties This job description is not intended to be an exhaustive list of duties, responsibilities, or activities. Compensation Annual Salary - $80,000 - $100,000 DOE, Plus 5% of Annual Salary Bonus Based on Performance Goals.
