In collaboration with the Program Director, will meet with the staff regularly to discuss issues, concerns, and on-going program needs, • Liaise with building ownership to address landlord in relation to building security, • Review feedback from inspections from DHS, OTDA, RSRI, DOB, HPD and other government authorities regarding identified deficiencies with building ownership to establish a plan of correction with target completion date., • Conduct coordinated client inspection to ensure a clean and safe environment for the shelter clients, • Report offline units and ensure the reconciliation of them expeditiously; In collaboration with the Maintenance Director, ensures maintenance cleans and prepares units for new clients within the prescribed DHS time frame, • Oversee and train staff in the Security Operations Department to follow DHS Client Assistance and Rehousing Systems (CARES) regarding incident reports, pending arrivals, discharges, facility bed management, etc., • Maintain open and accurate communication with the DHS and HERO unit, • Ensure the Food Service Workers [Residential Aides] are documenting temperature of food; the number of meals served and discarded per day, • Ensure Security Operations staff respond to clients in a professional manner and provide the clients with the support needed to stabilize, • Administer 24-hour crisis intervention protocols, encourage staff/client communication, respond to client needs, and ensure a safe and secure environment for staff and clients, • Asset management and overseeing the central storage facility, • Ensure communication of policies and procedures is consistent within the department, • Regularly scheduled meetings with Security Operations staff, • Ensure all shifts are adequately covered with little to no overtime, apart from emergencies, and notify the Regional Director and AVP of Facilities of overtime requests, • Ensure the facility is secured, access control is maintained, and the alarms and security functions are operational SECONDARY RESPONSIBILITIES • Engage with other department managers and supervisors towards the improvement of service delivery, through identification of areas of improvement and through strategic planning process, • Attends and actively participates in required agency and program meetings, • Maintain a good neighborly policy with stakeholders and community members, • Attending OATH hearing as needed, • In collaboration with the Regional Security Director and AVP of Facilities develop and implement structure and sound management systems utilizing SWOT analysis for the department, • Maintain a system that regularly reviews and monitors policies, procedures, and practices to ensure all staff are in alignment, • Monitor the department’s exposure to non-compliance matters, make necessary adjustments as needed towards compliance, • In collaboration with the Regional Security Director and AVP of Facilities, review the department’s overall expenditures towards sound fiscal management ADMINISTRATIVE RESPONSIBILITIES • Collaborate with the Maintenance Director in ensuring the delivery of DHS correspondence (i.e., 4002 notices or appointment slips), • Review and certify that all Nightly Signature Rosters are being compiled on time and accurately, • In collaboration with the Program Director, ensure the timely collection, preparation and analysis of client and program information to generate as needed reports, to evaluate program performance and to facilitate short- and long-term planning, • In collaboration with the Maintenance Director, ensure critical file binders are updated regularly and contain all required documentation, • Collaborate with the Maintenance Director to ensure client intake forms are completed thoroughly and timely; Develops internal money management procedures., • Educates staff in the benefits of consumer and family involvement, levels of consumer and family involvement, types of consumer and family involvement, nature of consumer and family involvement, and issues of working with consumers and families., • Develops a program strategy for working with consumers and families and develops activities that foster program-consumer and family cooperation and coordination., • Promotes Mental Health and Managed Care programs in local communities; maintains liaison between local elected officials and community boards, educates citizens in the community on mental illness., • Educates staff and residents/consumers on the importance of a constructive relationship with local elected officials, community boards, and community citizens. Job Description Reports to: Shelter Director Status: Full-time FLSA Classification: Exempt Job Location: Ozone Park, Queens Salary Range: $75,000 - $85,000 We are seeking an experienced and progressive Director of Social Services for our men's mental health shelter. This position oversees the Clinical and Social Services functions to optimize the quality of care to residents in accordance with DHS regulatory and accreditation requirements. The ideal candidate will develop and supervise two Social Service teams, each consisting of Social Workers, Case managers, Housing Specialists, and Peer Engagement Specialists. The DSS will be responsible for implementing best practices to meet the physical, emotional, and social needs of the residents to ensure their ability to gain and maintain housing stability, and works closely with the Shelter Director to develop, implement, track, report, and evaluate measurable outcomes. Essential Functions: • Hire and train shelter Social Worker, Case Managers, Housing Coordinator, and Peer Specialists., • Oversee and provide leadership, guidance, direction, and supervision to Social Service and Housing teams to ensure accurate and timely completion of deliverables, targets, and benchmarks., • Conduct and document one-on-one supervision of direct reporting staff to assess and improve work performance., • Conduct performance evaluations and implement disciplinary actions as needed., • Facilitate regular staff and clinical meetings., • Attend mandatory DHS training and meetings., • Ensure compliance with DHS and OTDA standards for client intake, assessments, and provision of services within mandated timeframes., • Ensure accuracy and timeliness of charting requirements in compliance with DHS, OTDA and Lantern standards., • Assist staff in developing individualized Independent Living Plans and Housing Plans for shelter residents., • Ensure all clients receive needed medical services including physicals and ongoing medical care either at the shelter or through referrals to community-based providers., • Provide and/or arrange for services to address the needs of mentally ill clients and, if necessary, refer clients for psychiatric assessment and treatment. Complete mental health assessments of shelter clients if necessary., • Develop assessments, counseling methods, programming, and referral resources to ensure that clients coping with substance and alcohol use issues are fully supported in attaining harm reduction goals., • Provide information and resources to assist clients in toward achieving housing goals., • Work with clients and case managers in identifying community-based referrals for a client to continue treatment after leaving the shelter., • Develop and implement crisis prevention and/or intervention strategies to ensure a safe and secure environment., • Provide assistance and follow-up in regards to critical incidents with clients including the development of safety plans., • Ensure shelter adheres to a Good Neighbor policy by working with social service staff to develop a guide of community resources where clients can appropriately spend leisure time during the day. Required Education and Experience: • Master's degree in social work (MSW), Mental Health Counseling (MHC) or Marriage and Family Therapy (MFT) from an accredited school.
