Position Overview The Construction Superintendent / QC Manager is responsible for onsite leadership of construction activities while serving as the primary authority for Quality Control in accordance with U.S. Army Corps of Engineers (USACE) standards. This role combines hands-on field supervision with full ownership of the project’s QC program, safety compliance, documentation, and coordination with government representatives. Key Responsibilities Construction & Field Leadership • Provide full onsite supervision and coordination of all construction activities related to steam tunnel rehabilitation, • Manage installation, operation, and removal of temporary steam bypass systems to ensure uninterrupted campus operations, • Oversee safe tie-ins, demolition, and removal of existing steam piping and associated infrastructure, • Coordinate installation of new steam piping systems within existing tunnel conditions, ensuring compliance with plans and specifications, • Manage final tie-ins to the permanent steam system and oversee successful demobilization of temporary systems, • Coordinate subcontractors and trades to maintain schedule, quality, and safety performance, • Establish, implement, and maintain the project Quality Control program in accordance with contract requirements and USACE Construction Quality Management (CQM) standards, • Execute and document the three-phase QC process (Preparatory, Initial, and Follow-Up), • Conduct and lead QC meetings, inspections, and documentation reviews, • Maintain all required QC documentation including daily reports, inspection logs, test results, and corrective actions, • Enforce all site safety requirements in compliance with OSHA, EM 385-1-1, and site-specific safety plans, • Lead and participate in safety meetings, training, and job hazard analyses, • Serve as the primary onsite point of contact for the U.S. Army Corps of Engineers and other government representatives, • Provide clear, professional updates on progress, quality, and safety, • Maintain accurate, timely project documentation and reportingRequired Qualifications, • Minimum 5 years of experience as a Construction Superintendent and/or Quality Control (QC) Manager on infrastructure or mechanical utility projects, • Proven experience managing complex construction activities in active or mission-critical environments, • Strong working knowledge of Quality Control programs and three-phase QC processes, • Experience on federal or DoD construction projects; USACE experience strongly preferred, • Solid understanding of steam piping systems, utility infrastructure, and rehabilitation work, • Thorough knowledge of OSHA regulations and EM 385-1-1 safety standards, • Ability to read, interpret, and execute work from construction drawings and specifications, • Strong leadership, organizational, and communication skills, • Demonstrated ability to coordinate subcontractors and manage competing field prioritiesPreferred Certifications & Experience, • USACE Construction Quality Management (CQM) Certification or ability to obtain, • OSHA 30-Hour Certification, • Prior experience in combined Superintendent / QC Manager roles, • Experience with scheduling and sequencing work in occupied or operational facilities Eligibility requirements apply to some benefits and may depend on your job classification and length of employment.
