Job Description Position Overview: This position is responsible for the day-to-day oversight and processing of the organization's payroll functions (weekly and bi-weekly), ensuring pay is processed on time, accurately, and in compliance with all applicable federal, state, and local regulations. The Payroll Supervisor provides work direction to payroll staff, reviews and validates payroll inputs and outputs, and serves as an escalation point for complex payroll matters (e.g., wage garnishments, benefit and deduction issues, tax withholdings, and retroactive adjustments). The role partners closely with Human Resources and Finance/Accounting to ensure accurate employee data, proper tax treatment, and appropriate accounting and disposition of withholdings, deductions, and remittances. Maintains a strong working relationship with the payroll service provider and timekeeping system administrators, supports audits and reporting needs, and contributes to continuous improvement of payroll processes and controls. Key Responsibilities: • Lead day-to-day payroll operations and provide work direction, coaching, and performance feedback to payroll staff; set priorities and ensure service-level expectations are met., • Own payroll run execution for weekly and bi-weekly cycles, including review/approval of timekeeping and payroll inputs, validation of calculations, and sign-off of pre- and post-payroll reports., • Evaluate and approve complex payroll adjustments (retro pay, special payments, corrections, off-cycle runs) and determine appropriate treatment in accordance with policy and regulatory requirements., • Interpret and apply federal, state, and local payroll, wage and hour, and tax regulations; recommend process or policy changes to mitigate risk and ensure ongoing compliance., • Serve as the payroll subject matter expert for HR and Finance/Accounting, ensuring accurate employee master data, benefit deductions, and proper payroll GL coding; resolve issues requiring judgment and escalation., • Establish and maintain payroll controls, reconciliations, and balancing procedures; investigate variances and drive corrective action to ensure accurate financial reporting., • Oversee payroll tax and garnishment administration with the payroll provider; review filings and remittances, resolve notices, and ensure timely, accurate compliance deliverables., • Develop and deliver payroll reporting and analytics (trends, exceptions, KPIs) to support HR and Finance decision-making and continuous improvement., • Lead payroll audit support efforts, including documentation, controls evidence, and remediation follow-up for internal and external audits., • Utilize payroll/HRIS and reporting tools to analyze payroll data, identify exceptions, and recommend improvements to controls and processes., • Plan and coordinate payroll processing activities for assigned employee populations (e.g., 500+ employees, as applicable), ensuring timely execution and adherence to established controls., • Partner with HR, Finance, and operational leaders to ensure appropriate governance, timely data flow, and resolution of issues affecting pay accuracy and compliance., • Design and distribute payroll reports and dashboards (e.g., overtime, leave balances, headcount, retirement contributions) and provide interpretation and recommendations to stakeholders., • Oversee administration of the electronic timekeeping system, including configuration, data integrity monitoring, exception resolution, and ensuring accurate interfaces to/from the payroll provider., • Establish and maintain standards for payroll-related employee records and changes; review transactions for authorization and compliance, and implement corrective actions when gaps are identified., • Develop and deliver training and guidance to managers/supervisors on timecard review, approvals, and payroll-related policies to improve compliance and reduce exceptions., • Will provide support to HR on any issues, questions that employees may have regarding their pay and/or deductions., • As part of the EMS- Environment Management System, will meet compliance obligations and accountability by contributing but not limited to the company's recycling guidelines, proper waste and other environmental performance practices, • Associate's or Bachelor's degree in Business Administration, Accounting, Finance, or related field (or equivalent experience)., • 3+ years of payroll processing experience, including experience reviewing/approving payroll and resolving complex payroll issues., • Prior experience providing work direction, training, or supervision of payroll staff preferred., • Familiarity with payroll software/HRIS and electronic timekeeping systems., • Working knowledge of payroll tax compliance (multi-state/multi-location preferred) and wage and hour requirements., • Strong skills using and understanding the flow of transactions in an integrated and automated payroll/accounting system., • Excellent communication skills; ability to communicate clearly and concisely verbally and in writing., • High attention to detail; strong organizational and time management skills; ability to prioritize and meet deadlines., • Professional demeanor, strong interpersonal and customer service skills., • Ability to maintain confidentiality and exercise discretion with sensitive information., • Proficient in Microsoft Office Suite (Excel proficiency preferred)., • Payroll certification (e.g., FPC/CPP) a plus.
