JOB SUMMARY: Under the general direction of the VP of Rental Properties, performs managerial and supervisory work of considerable difficulty involving the management and operation of multiple subsidized housing developments. Includes responsibility for oversight of budgets, monitoring benchmarking data, training staff, utilization of assigned personnel and providing management leadership to the department. This position will routinely work independently in the oversight and operations of the properties. This person serves as the VP of Rental Properties in the absence of the VP of Rental Properties. Performs other duties as assigned. JOB DUTIES AND RESPONSIBILITIES: • Serve as primary liaison between the VP of Rental Properties and the Property Staff. Responsible for administering and supervising the operations of the various properties. Reports on status of operations as circumstances dictate., • Performs professional administrative, managerial and supervisory activities pertaining to the development and management of all Bluebonnet and Bahia properties and Property Managers., • Assist with the programs, goals, and objectives pertaining to Bluebonnet and Bahia Properties and Property Managers., • Monitor changes in federal, state and local laws/regulations affecting conventional housing programs using legislative reports and related material to ensure continuing compliance., • Responsible for maintaining ADA compliance and overseeing Reasonable Accommodation requests., • Assist with staff meetings, reports, budgeting, and reporting data for CEO, Board of Commissioners, and HUD., • Assist VP of Rental Properties in the resolution of complaints, while building communication with community residents., • Works with other departments in the agency, including Resident Services, Maintenance and Housing Choice Voucher program, to ensure maximum team effort., • Develop and implement programs, goals, objectives and procedures for the Asset Based Management Department., • Establishes priorities and gives overall direction to the Property Management consistent with priorities established by the Board of Commissioners, Chief Executive Officer and the VP of Rental Properties., • Monitors the management and operations of the various housing developments by making periodic on-site visits and reviewing various reports on occupancy, and statistical information produced by the developments and other organizations departments., • Writes policies, coordinating with other departments and assists in preparation of scheduled, written and special reports, budgets, records and statistical information for presentation to the Chief Executive Officer and Board of Commissioners., • Performs other related duties and responsibilities as assigned pursuant to Board action, program changes, national policy as directed by the Chief Executive Officer., • Responsible for strategic initiatives and issues of management. Assignments are related to current and long-range agency and program objectives., • Responsible for training of Managers/Assistant Managers and oversight and update of staff training materials., • Conduct meetings, develop and execute property management departmental training programs., • Monitor weekly manager reports and property walks, • Responsible for preparation and timely response to all audits., • Coach, counsel and discipline employees and monitor and appraise job results by performing annual evaluations and constant feedback., • Determine reimbursable charges and suggest budget revisions by overseeing variance reports., • Oversee portfolio’s operations and financial performance to ensure achievement of established objectives., • Review and approve expenditure within budget., • Manage property management specific databases, employee management and resource management systems., • Approve on-site personnel hires, status changes and terminations., • Monitor, review and implement rent schedule changes based on regulations., • Inspect vacant properties for market ready condition periodically. KNOWLEDGE, SKILLS, and ABILITIES: • Must have knowledge of current federal, state, local legislations and HUD regulations governing housing programs. Knowledge of principles, practices and techniques for Project Based Vouchers and Tax Credit Properties., • Knowledge of principles and practices of budgeting and budget preparation., • Ability to prioritize, coordinate, implement and delegate a variety of tasks and assignments., • Ability to plan, organize, monitor workload, meetings and other activities., • Skilled in the use of computer system to input and retrieve information., • Ability to communicate effectively both orally and in writing., • Ability to deal effectively with diverse groups and individuals in appraising situations and making decisions., • Physical Demands: Primarily sedentary in nature. Work may entail walking properties and travel to sites and meetings. MINIMUM REQUIREMENTS: • Bachelor’s Degree (B.A. or B.S.) from a four-year college or university in public administration, business, or related field preferred. A combination of experience and education can be substituted for qualifications., • Seven (7) or more years in progressively responsible professional/managerial property management positions., • Must hold a valid Texas Driver’s License and maintain a satisfactory driver’s record. May operate Authority vehicle while on Housing Authority business.
