Job Description General Purpose: The Behavioral Health Counselor is working with a PROS program to conduct individual and group services. Personalized Recovery Oriented Services (PROS) is a comprehensive model that integrates rehabilitation, treatment, and support services for people with serious mental illness and possible other co-occurring disorders. CJA utilizes procedural justice practices to provide pretrial services to over 100,000 persons arrested annually in New York City. PROGRAM SUMMARY The Criminal Justice Agency (CJA), a non-profit organization under contract with the City of New York to provide pre-trial and research services to the courts, operates a Supervised Release Program in Queens Criminal Court. The program, which operates during the day and night court in Queens screens defendants charged with non-violent felony and misdemeanor offenses that present a substantial likelihood of detention. CJA screens targeted defendants for release at criminal court arraignment, subject to specific conditions including maintaining face-to-face and telephone contact with the program, participating in an assessment process to identify needs such as substance abuse and mental health, and agreeing to program monitoring of court appearances and re-arrests. THE OPPORTUNITY The Center for Justice Innovation is seeking a Senior Counselor to join a team of staff—including social workers, mental health counselors, and case managers—who work with defendants participating in the Manhattan Felony Alternative to Incarceration (ATI) Court. The ATI Court, which is led by Administrative Judge Ellen Biben, seeks to forge a new response to individuals charged with felonies by linking them to community-based social services. The Court is the first of its kind, providing an innovative model for other jurisdictions seeking to develop and implement meaningful post-conviction sentencing options for individuals facing felony charges. Reporting to the Clinical Director, the Senior Counselor will be part of a team that provides neutral, third-party assessments and case management services to the ATI Court. The Senior Counselor will conduct independent clinical assessments, provide referrals to community-based services, offer comprehensive clinical case management, and monitor participant compliance. The Senior Counselor will be primarily responsible for supporting a caseload of high-risk need program participants and supervising a group of case managers. Additionally, in coordination with the Clinical Director, the Senior Counselor will help coordinate compliance updates on ATI Court calendar days, help identify gaps in services and forge new partnerships with community-based providers to fill those needs, serve as the team’s training liaison to identify internal training needs and coordinate trainings for staff, and coordinate with the Office Manager regarding participant supplies and other needs. An essential and dynamic feature of the Senior Counselor’s role will be in close collaboration with key stakeholders. The Senior Counselor will work regularly with the judge and court staff from New York County Supreme Court who oversee the Felony ATI Court, as well as with other stakeholders, including the Manhattan District Attorney’s Office and New York City defense organizations. He/She/They are responsible for supplying necessary, culturally sensitive clinical interventions within the realm of the program. In collaboration with Atlas, we are offering FFT to young people at elevated risk for violence in the community, victimization, or a re-arrest. FFT is an evidence-based intervention for youth and families. This high-quality, strength-focused family counseling model is designed for high-risk youth and young adults referred by the criminal court, juvenile justice, mental health, school, or child welfare systems. Services are short-term and typically offered in the home, though services can be provided in the office or other community settings. This position reports to the FFT Program Director. The Community Engagement Specialist is primarily responsible for conducting initial outreach in the community in multiple ways, including in person. The Credible Messenger – Community Engagement Specialist is the first and primary point of contact for potential community referral partners. CJA is the City's main pretrial services agency, combining operations, pilot projects, and research under one roof. Our residents have experienced significant trauma that often results in behavioral, emotional, and developmental challenges. The program offers a robust Independent Living Skills curriculum, including vocational training and educational support, to prepare youth for successful, independent adulthood. POSITION OVERVIEW: The Assistant Program Director supports the Program Director and Clinical Director in providing leadership, ensuring quality service delivery, and maintaining compliance with agency policies and external regulatory standards. The Assistant Program Director is responsible for day-to-day operations, supervision of key staff, and oversight of programmatic systems that promote client safety, well-being, and progress toward independence. KEY ESSENTIAL FUNCTIONS (List the functions that are essential to achieve the goals): Program Operations & Oversight • Oversee daily program operations to ensure a safe, structured, and therapeutic environment for youth., • Lead weekly team meetings and provide supervision to the Senior Team Leader, Team Leaders, Programming Manager, and Cook., • Ensure the physical environment and basic needs (food, hygiene, healthcare, etc.) of youth are met., • Monitor and manage census, admissions, group assignments, and discharges., • Participate in and oversee intake and case closing processes., • Support adherence to program budget and financial guidelines.Staff Development & Supervision, • Oversee training, onboarding, and ongoing development of direct care staff., • Provide coaching and performance feedback to promote professional growth and accountability., • Ensure adequate staffing levels and proper shift coverage.Clinical & Programmatic Support, • Participate in the development and implementation of clinical and recreational programming., • Collaborate with clinical team and provide input on service planning., • Maintain engagement with community stakeholders, including emergency responders and neighboring organizations.Compliance & Administration, • Ensure compliance with ACS, OCFS, COFCCA, and agency standards., • Monitor documentation practices, including incident reporting and service note accuracy., • Serve as a point of escalation for after-hours program concerns (on-call responsibilities).
