Role Description The HSE & Security Manager is responsible for developing, implementing, and managing all Health, Safety, Environment, Security, and Sustainability programs in a semiconductor manufacturing environment. This includes ensuring compliance with strict semiconductor industry standards, managing hazardous materials, protecting critical infrastructure, and driving sustainability initiatives aligned with corporate ESG goals. The role ensures a safe, secure, and environmentally responsible operation while fostering a strong safety and security culture across the organization. Qualifications Degree in Engineering, Chemistry, Environmental Science, Safety Management, or similar. Experience in semiconductor manufacturing or other high hazard industries. Strong knowledge of hazardous chemicals, toxic gases, cleanroom operations, and industrial security. Familiarity with ISO 45001, ISO 14001, SEMI standards, and ESG frameworks. Knowledge of local and international EHS regulations and standards within the semiconductor industry. Proficiency in organizing and delivering Training sessions related to health, safety, and environmental practices. Ability to analyze risks and implement effective safety strategies. Excellent communication, and problem-solving skills. Main Responsibilities Health & Safety Management Develop, implement, and monitor safety programs tailored to semiconductor operations. Ensure compliance with relevant regulations and industry standards (ISO 45001, SEMI S2/S8, REACH,...) Lead hazard identification and risk assessments for fab operations (lithography, etch, deposition, CMP, wafer handling, vacuum systems). Oversee Lockout/Tagout (LOTO), confined space, working-at-height, and electrical safety programs. Ensure correct use of PPE, engineering controls, and cleanroom behaviours. Environmental Management Ensure compliance with environmental regulations and standards (ISO 14001, emissions control, hazardous waste). Manage air emissions, VOCs, water treatment, wastewater systems, and waste disposal. Monitor and report environmental KPIs and compliance metrics to authorities and leadership. Lead environmental audits and coordinate corrective actions where needed. Sustainability & ESG Initiatives Develop and implement sustainability strategies aligned with corporate ESG targets. Lead initiatives to reduce energy consumption, water usage, and greenhouse gas emissions (critical for fabs). Collaborate with facilities and engineering on green building initiatives and carbon footprint reduction. Engage suppliers and contractors to improve sustainability across the value chain. Chemical & Hazardous Materials Safety Oversee safe management of hazardous gases (e.g., arsine, phosphine, silane), solvents, photoresists, acids, and bases. Ensure proper operation and compliance of gas cabinets, abatement systems, and toxic gas monitoring systems. Maintain SDS documentation and chemical inventory management. Support safe introduction of new chemicals into production. Cleanroom Safety & Contamination Control Ensure HSE compliance in cleanroom operations (ISO Class 1–1000). Oversee gowning procedures, contamination control, and tool installation safety. Collaborate with process engineering on tool qualification and safety reviews. Security Management Develop and oversee the physical security strategy for all facilities, including fabs, labs, warehouses, and high-security zones. Implement and manage access control systems, CCTV monitoring, intrusion detection, and visitor/contractor management. Protect critical infrastructure, IP-sensitive areas, and hazardous chemical storage zones. Coordinate emergency, fire safety, and security response plans with internal teams and external agencies. Conduct security risk assessments and audits to ensure continuous protection. Emergency Preparedness & Crisis Response Develop emergency response plans for chemical spills, gas leaks, fire events, or security threats. Train Emergency Response Teams (ERT) in alignment with semiconductor hazards. Conduct drills regularly and ensure readiness of equipment such as SCBA, gas scrubbers, alarms, and evacuation systems. Incident Reporting & Root Cause Analysis Lead investigations into accidents, near-misses, and security incidents. Apply RCA methodologies (5-Why, fishbone, CAPA). Track HSE and security KPIs and report trends to leadership. Training & Safety Culture Development Deliver specialized training (hazardous materials, toxic gas handling, emergency response, security protocols, sustainability awareness). Ensure training records and compliance with audit requirements. Promote a proactive safety and security culture across the organization. Management of Change (MoC) Oversee safety, environmental, and security assessments for new equipment, facility changes, or new processes. Ensure risks are identified and mitigated before implementation.
