Job Details POSITION SUMMARY This organization is developing a transformative energy and infrastructure platform in West Texas—one of the largest and most complex programs currently underway in the United States. The project brings together multi-gigawatt gas-fired generation, battery energy storage (BESS), advanced nuclear assets (including AP1000 units and SMR technology), and approximately 14 million square feet of data center capacity. Designed to support the rapidly growing demands of AI, advanced computing, and energy-intensive industries, this development represents a new model for integrated power and infrastructure at scale. The Procurement Manager – EPC Contracts will be responsible for managing all commercial and contractual aspects of EPC engagements across the power generation scope. This includes full ownership of the contract lifecycle—from sourcing and bid execution through award, administration, change management, and final closeout. This role requires a balance of strategic thinking and hands-on execution, operating at the intersection of procurement, project controls, and contractor performance management. CORE RESPONSIBILITIES EPC Sourcing & Commercial Strategy Lead EPC sourcing initiatives from early-stage scope development through contract award Develop bid structures, pricing frameworks, and evaluation methodologies for LSTK, EPC, and hybrid contract models Manage contractor prequalification, bid issuance, clarification cycles, and BAFO processes in coordination with procurement leadership and legal Build and maintain relationships with leading EPC contractors and support the expansion of a qualified supplier base Contract Management & Governance Oversee active EPC contracts, ensuring alignment with schedule milestones, payment structures, and performance guarantees Maintain accurate contract and financial tracking through ERP and project controls systems Lead change order reviews, negotiations, and documentation to ensure all scope changes are commercially justified and properly recorded Manage contractor claims, back-charges, and dispute resolution in partnership with procurement leadership Ensure compliance with labor, tax credit, and regulatory requirements embedded within contract structures Contractor Oversight & Performance Management Serve as the primary commercial point of contact for EPC contractors supporting the power generation program Conduct regular performance reviews, monitor KPIs, and escalate issues as needed to senior leadership Support alignment between contractor schedules and overall project timelines Coordinate closely with teams managing Owner-Furnished Equipment (OFE) to ensure proper delivery, interface, and installation accountability Cross-Functional Collaboration Partner with Finance on cash flow forecasting, validation of payment curves, and invoice reconciliation Support development of contract summaries, commercial matrices, and internal training materials Contribute to procurement process improvements, including SOPs, playbooks, and category strategies REQUIRED QUALIFICATIONS Bachelor’s degree in Engineering, Construction Management, Supply Chain, Business, or related field (advanced degree preferred) 8+ years of experience in procurement, contracts, or project controls within power generation, heavy industrial, or infrastructure environments Direct experience with EPC or LSTK contract administration on projects valued at $100M+ Familiarity with ERP systems used for procurement and contract management (e.g., Oracle Fusion or similar) Working knowledge of project scheduling tools such as Primavera P6 or equivalent Strong commercial acumen, including understanding of labor rates, contractor cost structures, and pricing models Experience with labor compliance frameworks (e.g., prevailing wage, Davis-Bacon, IRA-related provisions) Demonstrated ability to manage multiple contractors across large, capital-intensive projects PREFERRED EXPERIENCE Experience in Texas-based power or infrastructure markets, including familiarity with grid interconnection processes (e.g., ERCOT) Exposure to nuclear construction or regulated project environments Professional certifications such as CPP, CPCM, or similar Experience with document management systems used in engineering and construction (e.g., Aconex or equivalent) Familiarity with energy-related tax incentives and regulatory programs (e.g., carbon capture credits, IRA provisions) Interested in hearing more?
