Job DescriptionClassification: Non-Exempt Reports to: Housing Stability Manager Location: Bronx, NY (Jasper & Lindenguild sites) Hourly: $27.47 - $32.96 Objective: This position will work directly with low-income and special needs tenants who are applying and living in Lantern’s supportive housing buildings. This position requires experience with the homeless and special needs population. The Housing Stability Specialist will need to be flexible in their schedules of office hours. Position Type: This is a full-time position with a regular daytime schedule, Monday-Friday, 9am-5pm (hours may vary). Lantern staff may be asked to change the work schedule and hours depending on the operational needs of the site and the agency. Essential Functions: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. • Providing superior customer service to residents and prospective tenants by promptly responding to all incoming calls, messages, and emails in a professional, respectful manner., • Review and maintain tenant files, and ensure files contain all required supporting documentation for rental subsidy agencies, and syndicator requirements, which include Low Income Housing Tax Credit IHTC and Tax Credit forms., • Responsible for vacancy management in accordance with Lantern’s policies and procedures., • Collaborate with Clinical staff and Property Management to maintain a safe, welcoming, clean, and supportive environment., • Interact with new applicants and various city and state agencies., • Request client applications from referral source for vacancies and coordinate interviews of applicants., • Schedule, Meet and interview applicants for their assigned building portfolio., • Review and collect approved applicant eligibility documentation., • Assist clients with subsidy application preparation., • Send acceptance letters to clients and funder agencies once deemed eligible by Leasing Manager’s and Program Director., • Coordinate new client move ins in accordance with Lantern’s policies and procedures. Leasing • Overseeing completion of files to ensure they are compliant with applicable Supportive Housing guidelines including Move-Ins, Annual Recertification, Interim Recertification, Gross Rent Changes, Terminations, and Initial Certifications., • Prepare monthly lease renewal notifications on or before 120 to 90-day lease expiration to tenants., • Ensure timely completion of annual lease documents., • Complete income calculation for leases and subsidy continuance., • Track and provide monthly reports of lease renewals and annual documents for assigned portfolio., • Attend monthly Building management meetings and provide leasing reports to building staff., • Ensuring a complete set of initial files is stored on the shared drive for every project in lease-up and completing all occupancy-related reports and other tracking spreadsheets as needed throughout the course of the lease-up., • If applicable, delegate tasks to Leasing Assistant. Rent Collection • Communicating monthly with funders and landlords, including submission of monthly and quarterly rent rolls, • Review aging summary report to identify a need for interventions., • Oversee issuance of arrears notices., • Collaborate with Program Staff to help clients reduce arrears and maintain financial stability., • Provide aging summaries to case management team and ensure follow up., • Work with Programs to identify and resolve client behavioral issues that impact safety or facility., • Review incident reports to determine if there are conduct or lease violations and to collaborate with clinical staff to resolve them., • Coordinate with property management to request non-payment proceedings., • Coordinate with property management team to initiate holdover proceedings for clients whose housing subsidy has been canceled or who are non-compliant with building rules., • Ensure compliance with policies on abandonment of units and re-rental., • Other job-related functions, as assigned. Required Education and Experience: • Associate degree is required in a related field., • Minimum of 1 to 2 years of experience providing direct service to one or more of the following populations: persons living with HIV/AIDS, formerly and chronically homeless persons and families, young adults aged out of foster care, persons with mental illness, or persons in recovery from addiction., • Prior experience with leasing compliance, property management, supportive or transitional housing, or asset management., • Working knowledge of Low-Income Housing Tax Credits, Section 8, (New York City Housing Authority) Housing Preservation and Development and HPD (Housing Preservation and Development)) Housing and Community Renewal DHCR, Rent Stabilization Law, Rent Guidelines Board and Fair Housing practices., • Detail-oriented with excellent organizational skills., • Must be flexible and able to work both independently and as part of a team., • Ability to interact and effectively communicate with all staff levels and management orally and written communication., • Excellent customer service and ability to interface with tenants in a respectful, and positive manner., • Strong computer skills with knowledge of Microsoft Suite, Excel, and databases such as CAPS or HASA Web., • Basic math competency. (WSFSSH) is a community‐based organization whose mission is to provide safe, affordable housing with supportive services within a residential setting which enhances the independence and dignity of each person. WSFSSH develops, manages, and provides housing for low‐ income older persons, many of whom live with mental illness and/or have experienced homelessness. Under the supervision of the administrator, the front desk staff is responsible for providing a range of services and supervision to the residents of The Westbourne with the goal of enabling residents to live as safely and independently as possible. Additionally, the front desk staff will work to maintain an environment of respect and compassion, which enhances the dignity of the residents, staff, and visitors. Job Description Property Manager – Millbrook WSFSSH MISSION STATEMENT The mission of WSFSSH is to provide safe, affordable, senior housing that integrates compassionate property management with supportive services to enhance the independence and dignity of each resident. WSFSSH creates and preserves affordable housing while supporting the development of healthy neighborhoods. JOB SUMMARY Millbrook Terrace is an affordable housing development for seniors, located at 570 East 137th Street in the Mott Haven section of The Bronx. The development provides 158 residences, including 48 studio units for formerly homeless individuals. The Property Manager position partners with Social Services staff to collaborate in the development, evaluation and implementation of agency policies, procedures, and programs with the goal of improving the services provided to residents. The Property Manager is responsible for safe operations of the building; staff supervision, operating the property within the budget, facility maintenance, compliance, resident relations and collaborating with the social services team to keep residents stably housed. JOB DUTIES & RESPONSIBILITIES Building Management: • Supervise the maintenance, administrative and compliance staff, including:, • 1 Income Certification Specialist, • 5 Front desk staff (24/7 staffing), • 1 superintendent, 1 handyman, 4 porters., • Ensuring building operation continuity. This includes setting staff schedules and coordinating shift coverage as needed (vacations/holidays/etc.), • In collaboration with Area Manager, Facilities Department and Euclid Hall Superintendent, manage ordering, repairs, and maintenance, • With support of the Income Certification Specialist, ensure annual income certification and lease renewals are completed, annually or as needed., • Report on and address building related issues in a timely fashion, • Assure the building, sidewalks, and alleys are clean and well-maintained; and all licenses, certificates, etc., are current, • Conduct at a minimum, bi-annual inspections, arranges for routine painting and repair work and monitors progress of work orders. Maintain accurate records, tracking service and performance of equipment, • Assure compliance with fire safety regulations including routine fire drills and inspection of fire safety equipment, • Review and recommend staff training needs and ensure staff are meeting minimum training requirements, • Assure all required licenses, operating certificates, etc. are current and maintained., • Assure all documentation is properly completed, managed confidentially, and stored in an appropriate location and submitted in a timely manner, • Work collaboratively with social services to resolve resident issues, • In collaboration with WSFSSH Occupancy and Leasing departments, responsible for intake/admission, and discharge of residents, • Available to negotiate and respond to grievances and reasonable accommodation requests., • Respond to onsite emergencies and safety concerns, such as floods, fire, or tenant-related issues, in collaboration with maintenance and social services teams, as needed. Shared on-call availability with other members of the WSFSSH team during non-business hours., • Ensure compliance with WSFSSH standards and all contracted agencies including but not limited to NYCHA, (New York City Housing Authority), NYC Department of Homeless Services, NYC Department of Health and Mental Health, NYC Building Department, NYC Fire Department, NYC Housing and Preservation Department, Low Income Housing Tax Credit (LIHTC), HPD Project Based Voucher Program/Section 8 Rental Assistance, and NYC Continuum of Care (CoC)., • Oversee lease-up of vacant units in compliance with fair housing, marketing, tenant selection plans, tenant applications, and referral programs, • Operate and manage the building within the prescribed budgets and ensure documentation of expenses meets contractual and agency standards, • Collect and deposit rents, • With the Director of Senior Center, monitor and ensure that building complies with local codes and regulations, • Conduct routine walkthroughs of the facility to identify maintenance needs and safety concerns, • Skilled at working with people who have histories of homelessness, are living with mental health conditions, chronic substance use, or other chronic challenges., • Strong leadership skills with a proven track record for creating and maintaining positive and mindful change, • Ability to collaborate across functional teams, • Ability to work well under pressure, including emergency and crisis situations, and be flexible with work schedule when necessary, • Proven management skills including strong computer skills and facility with Excel, Word, Outlook. THE OPPORTUNITY The Center for Justice Innovation seeks a Housing Court Navigator for the Eviction Diversion Initiative (EDI) in Kings County. The mission of EDI is to ensure access to the holistic resources needed for tenants and their families to prevent eviction and maintain safe, stable, and affordable housing. EDI helps litigants get assistance with arrears and ongoing rental assistance, legal assistance, public benefits, mental health services, employment, financial empowerment, and connections to other community-based organizations. EDI also facilitates collaboration with court administration, judges, and clerks to review data, identify resources, and problem-solve issues as they arise. The EDI project is run by the Center for Justice Innovation in Kings and Suffolk Counties in New York State. Reporting to the Project Manager of Eviction Diversion in the Kings County (Brooklyn) Housing Court, the Navigator is responsible for supporting the daily operations of the EDI grant program with Kings County (Brooklyn) Housing Court. The Housing Court Navigator will be responsible for identifying and assisting public housing and housing voucher recipients who are facing eviction as well as other tenants facing eviction or displacement. The selected candidate will be charged with initiating and maintaining relationships and working collaboratively with stakeholders, including attorneys for litigants (including but not limited to attorneys for tenants and attorneys for the New York City Housing Authority (NYCHA), the presiding judge and their court attorneys and clerks, Office of Court Administration (OCA) personnel, Adult Protective Services (APS), Human Resources Administration (HRA), other government and social services agencies, and tenant families.
