Job Description JOB SUMMARY: Under the general direction of the Chief Executive Officer, performs professional managerial and supervisory work related to the management, administration and operation of all fiscal activities of the Housing Authority’s Finance Department. Responsible for directing the fiscal functions of the Authority in accordance with generally accepted accounting principles (GAAP). Oversees the planning, organizing, developing and directing of all Department functions including accounts payable, accounts receivable, grants, payroll, investments, loan servicing, collections, and taxation. Manages the financial operations, planning and preparation of Authority’s budgets and a wide variety of financial reports, audit information and, tax returns to meet the requirements of local, state and federal programs. Assist in monitoring Authority’s health benefits funding. Responsible for the input of financial information for Public Housing Assessment System (PHAS). Exercises general discretion and provides managerial guidance to Finance staff. Work is performed with latitude for use of initiative, independent judgment. Strong leadership, supervisory and interpersonal skills and the ability to create a team atmosphere within the division. Work requires contact with the public, financial institutions, and contractors. Performs other duties as assigned. JOB DUTIES AND RESPONSIBILITIES: 1. Prepares and submits monthly financial reports, budgets, records and statistical information to the Chief Executive Officer, the Board of Commissioners, HUD, and other organizations., 2. Advises the Chief Executive Officer in matters pertaining to the finance functions of the Housing Authority., 3. Oversees, directs, and coordinates formulation, presentation and monitoring of Authority operating budget., 4. Develops, recommends to the Chief Executive Officer and implements policies and procedures for the Housing Authority budget and financial activities; develops and implements fiscal objectives., 5. Analyzes accounting system needs and directs the development and implementation of new systems to meet regulatory criteria and organizational requirements., 6. Plans and monitors the maintenance of accounting books, records, ledgers and by reviewing all monthly financial reports and the general ledger., 7. In tandem with the Sr. Vice President of Administrative Services is responsible for the maintenance of Housing Authority health and benefits insurance coverage., 8. Monitors and manages the investment of Housing Authority reserve and development funds., 9. Oversees the daily operations of the Finance Department, makes work assignments to Finance staff, monitors work activity and reviews work product, 10. Researches and reports on miscellaneous matters of interest to the Chief Executive Officer and Board of Commissioners., 11. Conducts division activities and coordinates division work with other departments to ensure maximum teamwork and support of Housing Authority mission, goals, and objectives., 12. Performs administrative/supervisory duties including interviewing, performance evaluations, discipline and training, records time and attendance, composes documents, assigns and observes work activity., 13. Implements and enforces the Safety Polices and Procedures of the Housing Authority within their area of responsibility., 14. Performs other related duties and responsibilities as assigned, pursuant to Board action, HUD program changes, and national policy as directed by the Chief Executive Officer. JOB REQUIREMENTS and PREFERENCES: 1. Required Education and Experience: Bachelor’s degree in Accounting, Business Management, or a directly related field. At least five (5) years of progressively responsible professional experience in accounting. Five (5) years must be in a supervisory or managerial role in the public or private industry. An equivalent combination of directly related education and experience may be substituted for the degree., 2. Required - Must hold a valid Texas Drivers license and maintain a satisfactory driver’s record. May operate Authority vehicle while on Housing Authority business., 3. Preferred – Certified Public Accountant certificate. KNOWLEDGE, SKILLS, and ABILITIES: 1. Considerable knowledge of modern principles, practices, and techniques of accounting, budgeting, financing and financial reporting procedures and requirements, generally accepted accounting principles., 2. Considerable knowledge of applicable federal, state, and local laws, regulations, and guidelines., 3. Considerable knowledge of applicable HACC operating policies, procedures, Grants, and HUD regulations. Knowledge of automated accounting systems, procurement, and auditing methods., 4. Some knowledge of data processing principles and practices., 5. Some knowledge of the modern principles, practices, and techniques of Public Housing Management, Public Housing Assessment System, Section 8-HCVP Management Assessment Program., 6. Ability to read, write, and communicate effectively; follow oral and written instructions; work effectively with others and the public, establish and maintain effective working relationships., 7. Ability to communicate technical material to others; conduct formal and informal training, long-range and short-range planning., 8. Ability to exercise initiative, independent judgment, and prepare clear, concise and complex narrative and statistical reports., 9. Ability to deal effectively with situations that require tact and diplomacy, yet firmness, negotiate or resolve controversial matters., 10. Ability to plan and organize workload, plan, coordinate and advise HACC staff., 11. Ability to deal effectively with diverse groups and individuals., 12. Ability to maintain positive working relationships, demonstrate good judgment and integrity with staff, residents, and the public., 13. Ability to exercise good judgment in appraising situations and making decisions., 14. Ability to wear personal protective equipment, and comply with safety requirements., 15. Maintains confidentiality of necessary information., 16. Utilizes supplies and equipment properly and without waste., 17. Works in a safety conscious manner which ensures that safe work practices are used in order not to pose a risk to self and others., 18. Ability to successfully complete related training or classes as assigned by the Housing Authority., 19. Complies with company policies and procedures, local, state, and government regulations, and maintains a dependable attendance record., 20. Ability to work a flexible schedule, hours other than 8-5 in variable weather conditions and other hours in addition to the forty (40) hour work week, to include evenings and weekends, as required to meet Housing Authority goals and objectives., 21. Physical Demands: Primarily sedentary in nature, with occasional lifting or moving of small objects of approximately 10-25 pounds; sitting, standing, walking, talking, hearing, fingering.
