In this role, you will collaborate closely with senior leadership, including the CHRO, and CEO, to design and execute sourcing strategies, recruitment campaigns, and workforce development programs. The Company: NYCSBUS (NYC School Bus Umbrella Services Inc.) is a not-for-profit corporation that provides school bus transportation services to New York City public and private school students, the majority of whom have Individualized Educational Programs. It operates more than 800 school bus routes throughout all of NYC with a staff of approximately 1,800 people from six locations with a budget of $218 million. NYSCBUS’s goal is to radically improve student bus transportation by innovating in all areas and by providing unprecedented transparency in bus operations to school districts that outsource this service. Key Work Responsibilities: Core Recruitment Responsibilities • In collaboration with CHRO develops and executes recruitment strategies to attract qualified drivers, attendants, mechanics, facility and administrative staff., • Manages full-cycle recruitment including job postings, resume screening, interviews, background checks, DOE registration., • Partners with hiring managers to understand staffing needs, route coverage gaps, and seasonal hiring demands., • Attends job fairs, community events, and school district meetings to promote employment opportunities and build local talent pipelines., • Maintains applicant tracking systems (ATS) and ensures compliance with internal policies and external regulations. Outreach & Employer Branding • Creates compelling job ads and marketing materials tailored to the transportation industry and local communities., • Leverages social media, local newspapers, and community boards to promote open positions., • Builds relationships with workforce development agencies, vocational schools, and CDL training programs to source candidates., • Responsible for updating company’s website with recruitment information. Manage and Optimize Recruitment Pipeline • Proactively manages the end-to-end recruitment pipeline for all operational roles, including drivers, attendants, mechanics, and facility ensuring timely movement of candidates through each stage., • Maintain accurate and up-to-date records in the applicant tracking system (ATS), tracking candidate status, communication history, and compliance documentation., • Monitor pipeline health by analyzing drop-off rates, bottlenecks, and time-to-hire metrics; recommend process improvements to increase conversion and reduce delays., • Coordinate with hiring managers and training teams to align candidate flow with onboarding capacity and operational needs., • Implement follow-up strategies for passive candidates and re-engage previous applicants to maintain a warm talent pool. Data & Compliance • Track recruitment metrics (e.g.,time-to-fill, cost-per-hire, turnover rates) and report trends to leadership., • Ensure compliance with DOT, DOE, and EEOC regulations during recruitment and onboarding., • In collaboration with HR Onboarding/Offboarding Generalist and Safety Coordinator ensures accurate records of pre-employment screenings, including drug tests, fingerprinting, and medical certifications., • Collaborates with Senior HR Manager and HR Onboarding/Offboarding Generalist to ensure a smooth transition from candidate to employee., • Collaborate with HR Onboarding/Offboarding Generalist whenever necessary Support & Continuous Improvement • Assist with internal promotions and transfers, ensuring fair and transparent processes., • Support diversity, equity, and inclusion initiatives in recruitment and hiring practices., • Continuously improve recruitment processes based on feedback, performance data, and industry best practices. Other Duties • Engage in PICK Season preparation, • Participate in All Hands On Deck, • Must be eligible to work in the United States., • Bachelor’s degree in Human Resources, Business Administration, Organizational Development, or a related field required., • SHRM-CP, SHRM-Talent Acquisition Specialty Credential, or PHR is preferred but not required., • 3–6 years of progressive experience in recruitment and talent acquisition, preferably in high-volume, seasonal, transportation-based environments., • Driving license required, • Experience representing an organization in job fairs,or community outreach initiatives is required., • Demonstrated experience with full-cycle recruiting, including outreach, sourcing, screening, interviewing, and coordinating job fairs or hiring events., • Strong familiarity with applicant tracking systems (ATS) and HRIS platforms; experience with UKG or similar systems is preferred., • Knowledge of EEO laws, wage and hour regulations, and employment compliance related to recruitment and hiring., • Strong command of G-Suite; comfort with digital platforms and data reporting., • Strong attention to detail and ability to handle confidential information., • Excellent organizational and time management skills., • Strong written and verbal communication skills., • Feel comfortable speaking in public and with outreach initiatives, • Ability to work collaboratively with employees at all levels., • Problem-solving mindset with a proactive approach to HR challenges., • Salary Range - 75K - 80K, • Comprehensive benefits including health coverage, paid vacation, paid holidays, and PTO.
