PMO & Compliance Manager Location: Gloucestershire Managed Services, with attendance across GHFT sites and hybrid working Remuneration: £67,993 - £78,542 per annum Closing Date: 7 September 2026 (12 noon) Build and lead the PMO, governance and compliance capability supporting capital delivery across Gloucestershire Seymour John Public Services is delighted to be partnering with Gloucestershire Managed Services Limited to recruit an exceptional PMO & Compliance Manager at a pivotal stage in the development of its Capital Delivery function. This is a key specialist leadership opportunity for an experienced PMO, programme governance and assurance professional to lead the PMO and Compliance function supporting a capital programme valued at approximately £37 million per annum. The Organisation GMS is a wholly owned subsidiary of Gloucestershire Hospitals NHS Foundation Trust and provides a broad range of estates, facilities, infrastructure and support services that enable frontline healthcare services to operate safely, efficiently and effectively. The Opportunity The PMO & Compliance Manager will establish and continuously develop programme governance, assurance, reporting, compliance, risk and project control arrangements across the Capital Projects portfolio, leading a team of approximately five staff. • lead the Capital Projects PMO and Compliance function across the capital programme, • develop and embed programme governance, assurance, reporting and project control frameworks, • act as custodian of programme information management, document control and reporting, • lead programme-wide risk, issue, dependency, change, decision, benefits and lessons learned processes, • coordinate governance meetings, assurance reviews, OGC Gateway Reviews and audit activity, • coach Project Managers to adopt consistent methodologies, governance requirements and reporting standards The Person This role requires candidates with direct experience of large, complex capital, estates, infrastructure or healthcare construction programmes. It is not intended for generalist project managers who cannot evidence experience operating within substantial capital and estates environments. Applicants should be able to demonstrate: • Degree or equivalent qualification in project management, business management, construction, engineering, estates management or related discipline, with PRINCE2 Practitioner, MSP, APM PMQ or equivalent programme/project management qualification., • Clear experience in PMO leadership, programme governance, assurance, compliance, project controls, reporting, audit and capital programme information management., • Experience working in a complex, regulated, stakeholder-rich environment., • Strong communication, influencing, reporting and stakeholder management skills., • A commitment to governance, assurance, value for money, safety and continuous improvement.
