Effective Programme and Project Management Offices (PMOs) are critical to ensuring that our change portfolio is governed, controlled, and delivered with confidence. Job description As a PMO Manager, you will lead PMO services for the Counter Criminal Capabilities Programme, ensuring that governance, reporting, and controls are applied consistently and proportionately in line with HMRC Project Delivery standards. Acting as the single source of truth for delivery information, you will provide senior leaders with clear insight, assurance, and constructive challenge to support informed decision making. The Counter Criminal Capabilities (CCC) Programme will modernise HMRC's investigative capabilities through a variety of projects, intended to mitigate escalating threats from organised crime exploiting advanced technologies such as encryption, and enhancing our response to cyber-crime. Examples of the projects in scope of the programme include: • Maintaining Access to Criminal Intelligence (including oversight of secure estates reconfiguration, open-source research tooling, eDiscovery, covert capabilities, IoT exploitation)., • Lead the PMO function, setting direction and priorities to support effective delivery., • Embed and maintain PMO standards aligned to HMRC Project Delivery standards and the Project Delivery Capability Framework., • Ensure effective governance, reporting, and control across projects and programmes, including coordinating the monthly Counter Criminal Capabilities programme board and running the programme change control process., • Provide high quality insight into delivery confidence, risks, issues, dependencies, and performance trends., • Lead and develop PMO colleagues, supporting capability building and continuous improvement., • Support internal and external assurance activity, ensuring actions are tracked and addressed., • Significant experience working in a PMO, programme, or portfolio management role., • Proven experience leading governance, reporting, and control in a complex delivery environment., • Experience managing or leading PMO teams or specialist resources., • Strong understanding of project and programme governance and assurance., • Ability to analyse complex information and present clear, concise insight to senior stakeholders., • Benton Park View, Newcastle - moving to Pilgrims Quarter, Newcastle, • Leadership, • Communicating and Influencing, • Pension - We make contributions to our colleagues' Alpha pension equal to at least 28.97% of their salary., • Family friendly policies., • Personal support., • A name-blind CV including your job history and previous experiences., • UK nationals, • nationals of the Republic of Ireland, • nationals of Commonwealth countries who have the right to work in the UK, • nationals of the EU, Switzerland, Norway, Iceland or Liechtenstein and family members of those nationalities with settled or pre-settled status under the European Union Settlement Scheme (EUSS) (opens in a new window), • nationals of the EU, Switzerland, Norway, Iceland or Liechtenstein and family members of those nationalities who have made a valid application for settled or pre-settled status under the European Union Settlement Scheme (EUSS), • individuals with limited leave to remain or indefinite leave to remain who were eligible to apply for EUSS on or before 31 December 2020
